Also present were Acting Village Manager Marshall, Village Counsel Ward-Willis, Village Treasurer Scaglione, and Village Clerk Emanuel. ******** Mayors Comments Mayor Arest began Mayor’s comments by introducing David Raizen, president of the Scarsdale Volunteer Ambulance Corp (SVAC) and inviting him to speak. Mr. Raizen began by stating to the public that it takes a village to raise a child. He mentions that children of the Village of Scarsdale have been giving back to their community and one example is the high school’s Families Fighting Flu club. At the last three clinics held by SVAC, the help that thirty (30) student volunteers provided to SVAC allowed them to administer 541 vaccinations. Students helped in various ways. Mr. Raizen continues by mentioning that this is the first year that SVAC has been able to provide vaccines through their community paramedicine program thanks to Assemblymember Amy Paulin. SVAC plans to vaccinations, respond to thousands of calls, respond to medical emergencies at any hour, transport homebound patients, taught 5 CPR classes at their headquarters and a much larger cohort at Scarsdale High School where some enrollees high school students. They continue to make all of this happen within very limited budget constraints. They are one the best ambulances in the entire state and only survived because of a few very generous residents. They are asking that donations be made to P.O. Box 92, Scarsdale, NY 10583. During the COVID-19 Pandemic, SVAC celebrated their 50th anniversary and were also unable to honor Karen Sheer and Marvin Gross on their 40 years of service to SVAC and their community. Mayor Arest read the following proclamation to Karen Sheer: “Whereas, Karen Sheer has been a dedicated volunteer Emergency Medical Technician (EMT) for the Scarsdale Volunteer Ambulance Corps (SVAC) since 1979; and Whereas, Karen has also served as the elected Secretary of SVAC since 1980; and Village Board of Trustees Meeting 12/12/2023 174 Whereas, Karen is an American Heart Association Certified CPR/First Aid Instructor who volunteers to teach the CPR classes at SVAC; and Whereas, Karen’s communication skills, strength, problem-solving abilities, and compassion for others, are exemplary qualities of an EMT; and Whereas, in addition to her service as an EMT, Karen works for an animal care adoption agency, taking in stray cats and is an advocate for animal rights; and Whereas, Karen currently resides in Mt. Vernon, where she is involved in her local church and is an avid pickleball player. Now, therefore, I, Justin Arest, Mayor of the Village of Scarsdale, do hereby commemorate Karen Sheer’s exceptional volunteerism to the community of Scarsdale for over 40 years and, on behalf of all Village residents, express our gratitude and appreciation for her dedication to the safety of our Village.” Mayor Arest read the following proclamation to Marvin Gross: “Whereas, Marvin Gross has been a volunteer Emergency Medical Technician (EMT) for the Scarsdale Volunteer Ambulance Corps (SVAC) since 1981; and Whereas, Marvin has demonstrated exemplary characteristics of an EMT such as communication and intrapersonal skills, physical strength, problem-solving skills, and compassion; and Whereas, Marvin personifies qualities of knowledge and reliability and is often the first individual to sign up for volunteer opportunities; and Whereas, Marvin has exhibited an eagerness to learn and is always looking to acquire new skills, as well as use his existing skills for the benefit of the organization and the community; and Whereas, Scarsdale Volunteer Ambulance Corps has become a component of Marvin’s identity, and is frequently seen wearing SVAC memorabilia; Now, therefore, I, Justin Arest, Mayor of the Village of Scarsdale, do hereby commemorate Marvin Gross’ incredible volunteerism to the community of Scarsdale for over 40 years and, on behalf of all Village residents, express our gratitude and appreciation for his dedication to the health and safety of our Village.” Mayor Arest read the following proclamation to the Families Fighting Flu Club: “Whereas, Students in The Scarsdale High School Families Fighting Flu Club volunteered to help with the three vaccination clinics held at Scarsdale Volunteer Ambulance Corps (SVAC); and Whereas, these students aided SVAC in various and crucial ways, such as, signing people in and expediting them through the vaccination process, as well as working as scribes for the inoculators; and Village Board of Trustees Meeting 12/12/2023 175 Whereas, the Centers for Disease Control and Prevention reports that the flu vaccine has been shown to reduce the risk doctor visits with flu by 40% to 60%; and Whereas, the Families Fighting Flu Club volunteerism contributes to minimize such risks for the Scarsdale Community; and Whereas, the partnership between SVAC and the Families Fighting Flu Club, administered a total of 541 vaccinations; Now, Therefore, I, Justin Arest, Mayor of the Village of Scarsdale, do hereby commemorate The Scarsdale High School Families Fighting Flu Club’s exceptional volunteerism to the community of Scarsdale and, on behalf of all Village residents, express our gratitude and appreciation for its dedication to the safety of our Village.” Mayor Arest then invited Michelle Sterling, president of the Conservation Advisory Council, accompanied by Joan Weissman to present on a tree report. Ms. Sterling states that Scarsdale has a large tree canopy that contributes to the town’s aesthetics and is vital to maintaining the “village in a park” look that Scarsdale has maintained. However, village trees have a one third replacement rate and it may be even lower because that number is based solely on trees that were taken down with a permit. There is an active tree planting program, and Ms. Sterling thanks our Department of Public Works Superintendent Jeff Coleman and Deputy Superintendent Tyler Seifert for the work they have dedicated to the program but insists that that work alone is not enough to maintain the tree canopy. Ms. Sterling mentions that in the report provided, there are action items outlined that are intended to begin addressing what is happening with canopy. Trustee Ahuja provided an update on the Board’s meeting with NYLAF earlier in the evening, at 6 pm. Trustee Ahuja states that NYLAF has done a wonderful job managing the Village’s cash and investments, and on all things they’ve prioritized. They will continue to work to navigate through a quickly changing interest rate environment over the next few years. Deputy Mayor Whitestone mentioned that he attended a public safety forum last night. The Drake-Edgewood and Arthur Manor neighborhood associations cosponsored the event and representatives from the Scarsdale Police Department, Scarsdale Fire Department, and Scarsdale Volunteer Ambulance Corp attended to discuss service trends. Deputy Mayor Whitestone thanked the attendees, the representatives from the public safety organizations, and the two neighborhood association presidents. ******** Upon a motion entered by Trustee Gruenberg, seconded by Trustee Gans, and approved unanimously, the agenda was amended to include three resolutions to appoint police officers and one resolution approving a 125 plan. ******** Regarding a wireless update, Mayor Arest informed the public that Verizon’s work will soon be closing out, with testing and optimization left. There will be additional tests and they are committed to filling potential dead zones that still exist. Village Board of Trustees Meeting 12/12/2023 176 Regarding our Village Justice, Judge Cynthia K. Dunne has resigned, and the Board will be appointing Acting Village Justice Michael V. Curti as Village Justice until the Village Election in March 2024. Mayor Arest thanked Judge Dunne for her years of service and commitment and thanked Judge Curti for stepping in. Mayor Arest mentioned that members of Scout Troop 4, a non-denominational scout troop that welcomes both boys and girls ages 11 to 17, are in attendance at tonight’s meeting. They are here to hear comments from the public regarding the land use moratorium to potentially create a report or summary towards earning their merit badges. Mayor Arest thanked everyone in attendance wishing to speak on the moratorium, and residents who submitted comments to the Board online. The Village has interviewed outside planning experts to help internal staff navigate through this and plan for a land use review to be done during a moratorium. The Board understands that a moratorium is a useful tool that can be used to respond to critical issues and how the current code allows negative impacts to our environment, but they also understand the impact on residents who want to make changes to their homes. Mayor Arest reminds the public that the proposed moratorium can still be amended to meet more of the needs of the general public. The Village came out of the most recent rain event relatively unscathed, and the Board is considering investing millions of dollars in mitigating stormwater issues, but the impact of development on these issues also cannot be ignored. Mayor Arest indicated a possible modification to the language of the proposed moratorium that would allow homeowners to do work on their homes that would not change the footprint of their home. Regardless, Mayor Arest reaffirmed that no action will be taken on the proposed moratorium at tonight’s meeting or the Village Board Meeting on December 26, 2023. ******** Manager’s Comments None. ******** Public Hearings Trustee Gans introduced a public hearing scheduled for this evening to consider a Temporary Moratorium on Certain Land Use Applications within the Village of Scarsdale. Judge Michael V. Curti; 70 Brown Road, thanked the Village Board for his appointment as Village Justice following Judge Dunne’s resignation and appreciation to Judge Dunne for her years of service. ******** Upon a motion entered by Trustee Gans, seconded by Trustee Gruenberg, and approved unanimously, the Board adjourned for a 10-minute recess. ******** Trustee Liaison Reports Trustee Mazer reported on two upcoming activities for senior members of the community. Emanuel Village Clerk RESOLUTION RE: AUTHORIZATION TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH BFJ PLANNING TO REVIEW AND UPDATE THE SCARSDALE ZONING CODE WHEREAS, Stormwater runoff and Zoning Code Bulk have been identified by Scarsdale residents as issues that should be studied by the Village in order to minimize any future negative impacts on their health and safety; and WHEREAS, as a first step to addressing these concerns, on December 08, 2023, the Village received proposals from three consulting firms for a review and update of the Village Zoning Code; and WHEREAS, after thorough consideration of the abilities of the firms as well as the needs of the Village, it is recommended that the Village enter into a Professional Services Agreement with BFJ Planning, 115 5th Avenue, New York, NY 10003 for professional services related to a Zoning Code study and recommendations at a total project cost of $53,000; now therefore be it RESOLVED, that the Village Manager is authorized to execute a Professional Services Agreement with BFJ Planning, subject to review and modification by the Village Attorney. Date: December 26, 2023 RESOLUTION RE: AUTHORIZATION TO EXECUTE A PROFESIONAL SERVICES AGREEMENT WITH SCARSDALE UNION FREE SCHOOL DISTRICT AND CHA ENGINEERING WHEREAS, the Village of Scarsdale is desirous to perform a joint field study in partnership with the Scarsdale Union Free School District; and WHEREAS, the Village of Scarsdale and the Scarsdale Union Free School have selected CHA Engineering for such professional services; now, therefore, be it RESOLVED, that the Village Board of Trustees hereby authorizes the Village Manager to execute the agreement between the Village of Scarsdale, Scarsdale Union Free School District and CHA Engineering for professional services, subject to modification by counsel; and be it further RESOLVED, that the Village Manager is authorized to undertake any administrative acts required under the terms of the agreement.
