David COMMENTS for PUBLIC HEARING To: President and Members of the Schenectady City Council Date: July 11, 2021 Re: Public Hearing on July 12, 2021 re Start Time for Regular Council Meetings Chapter 28‐2 of the City Code does not need amending. I believe the current 7 PM start time for Regular Meetings best serves the purposes of the Open Meeting Law, and the responsibility of the Council, to ensure and encourage full participation by Schenectady residents and other interested members of the public in the activities of City Council. Despite the preference of certain Council Members, a 5:30 PM start time seems unlikely to achieve fuller public participation than the 7 PM start, and brings with it numerous drawbacks. The ability to go "directly from work to City Hall" for the Council Meeting may offer advantages to very few people, and disadvantage many others. Has Council done a study on the topic or reviewed the experience in other municipalities? Personal convenience of Countil Members, gut feelings, and anecdotal evidence garnered by individual Members, do not seem like a good foundation for changing a long‐established schedule, that does not appear to be broken. In fact, nor does the very unscientific and often minimal input from a public hearing. Thus: 1. There are so many “work” locations and home and family situations, that merely surmising whether it is easier or more convenient for people (outside of City government) than 7 PM seems like a shaky way to make policy. 2. My own feelings when commuting from a job focused on wanting to get home as soon as possible, to literally “kick off my shoes", or for a solo or family meal, a short “breather”, coordinating parental obligations, or ablutions. I believe many others feel this way. 3. How many people want to do extra driving during rush hour? Somedays, it seems we cannot even get vehicles out of the Stockade to cross Erie Boulevard at that time of day, due to intersection gridlock. 1. And, what is a member of a car pool to do? Those using public transportation? Or, those having a child to pick up at day care? 1 4. When arriving in time for a 5:30 Meeting, parking is not free according to the signs all around City Hall and Downtown that want payment from 8 AM to 6 PM. That issue will irk or confuse many people. 5. Under current Council rules, coming in late, whether significantly or even just a bit, for a 5:30 meeting would disadvantage persons wanting to speak to the Council on Legislative or General City Matters, because sign‐up sheets are removed at the start of the Meeting. 6. Postpoing your evening meal for as long as it takes to hold the Council Meeting, and then to get home or to a restaurant, is another disadvantage, especially for those who are hyperglycemic or elderly. (Do we need more crabby residents or Council members at the Meetings?) 7. People at home may also find a 5:30 PM start time to be inconvenient, and the Local Access feed a poor choice for entertainment or distraction while preparing or eating a family meal. The above are just a few of the issues that suggest City Council should not switch to having its Regular Meetings at 5:30. I’m sure others will have many more. Thank you for your consideration. Thanks, hope all is well, Vince Sent from Yahoo Mail on Android  A proposed earlier starting time of 5:30 for city council meetings that allow public participation is a terrible idea. Meetings should be held at the convenience of the public and not elected officials. This idea has come up in the past and thankfully past city councils have quickly dismissed it. I’m pleased to read at least Ms Porterfield has the common sense to oppose this early start idea. Speaking as a person who attended meetings for almost 20 years before serving on the city council for 2 terms, please put this idea away for good. I didn’t attend meetings just to speak as suggested by one council member who is in favor of this change, but to see my local government in action, and there was no way I could get there by 5:30 when I worked my day job. If only one person is denied the opportunity to speak out because of this 90 minute proposed change, it would be a knife in the heart of open government. Please city council, you’ve had it fairly easy for the past 15 months, do your job and put this selfish idea away for good. There will be five open seats for city council this November, so please ask candidates seeking those seats what their views are on meeting starting times when the public is allowed to participate. This should be a deciding factor when it comes time to vote for people who are elected to represent us and not themselves. Dear Clerk of the Schenectady City Council: It is my understanding that on tonight's City Council agenda will be a discussion and hopefully a motion to change the time of the City Council meetings from 7:00 pm to 5:30 pm. I am writing in favor of this change to the City Code. Honestly, I find the 7:00 pm meetings too disruptive for my schedule. I work all day and then when I get home, honestly, I don't feel like going back out. I would rather hit a meeting on my way home from the office (I work in Albany), than feel rushed, going home, cooking dinner and then having to head back out to attend a meeting. I'll be honest, I've actually only attended a couple but it is truly because they are not at all convenient for me. And, in the winter, it is a hard NO for me to bundle up and head back out after getting home from the office, especially since it is so very dark. Samanta Mykoo, My name is Margaret Holoday, a Schenectady City resident and I would like to submit my recommendation for the changing of the City Council meeting time. I would like this letter to be part of tonight's (7/12/21) meeting record. My recommendation is for staying with the 5:30 pm meeting time. 5:30 pm time enables most working people to attend the meeting on their way home from work. Once home, many people do not want to, or are unable to go back out for various reasons i.e. getting caught up in numerous family incidents/obligations Also, as a senior citizen and retiree, it is more convenient and safer for me and others in the same category to attend meetings such as these before 7:00 pm especially during the winter months. She went to our Taste of Schenectady® website and filled out a form requesting Bi-Fold teasers of our online magazine — supposedly intended for the "Schenectady Yacht Club" — that she said she represents for "public relations" (PR). We had already received a previous email form submission that matched the AOL email account that she contacted us from — so it triggered our company's interest to investigate... We decided to look into whether Lin Polster had a legitimate interest in our food and lifestyle magazine, or an ulterior motive for contacting us. WE FOUND OUT THAT LIN POLSTER WORKS AR PROCTORS THEATRE THAT STILL OWES US SEASON TICKETS FOR ADS THAT WE PUBLISHED IN-BARTER-IN EXCHANGE THAT WERE APPROVED BY CEO PHILIP MORRIS...In addition, we discovered that Lin Polster is affiliated with Democratic Schenectady County Legislator Cathy Gatta — who is one the same staff team of the CHIME at PROCTORS and Yates... Lin Polster holds degrees in Journalism and Sociology and has completed graduate studies in Career Counseling and disability services. Her career path has included extensive work in both the private and public sectors as a journalist, graphic designer, public relations specialist, grant writer, and special education guidance counselor... Are PROCTORS and the DAILY GAZETTE once again trying to launch a lifestyle publication like its defunct newspaper, "THE ALT"? That publication filled with profanity and LGBTQ content. The MALLOZZI GROUP had their own magazine called, "LA FAMIGLIA" that only promoted the Mallozzi businesses, like, Johnny's restaurant, the Belvedere Motel, and Mallozzi's Catering; and their management of the restaurant, TREVISO at the Italian American Community Center in Albany, NY. However, the Mallozzi's ended up not paying rent at their BROWN DERBY restaurant in 6 Albany, and were sued by the landlords... The Mallozzis opened the restaurants at the GALESI GROUP and MOHAWK HARBOR before the case with their BROWN DERBY was finalized... However, by November 2017, a judge decided the case against the Mallozzi Group — and they were Court ordered to pay nearly $1 million in the lawsuit over unpaid rent for their short-lived Hollywood Brown Derby restaurant in Albany, NY. The Downtown Schenectady Improvement Corporation (DISC) and LGBTQ advocate, Executive Director of DSIC, James Salerno, had their own publication, "DOWNTOWN SCHENECTADY" that was printed by the DAILY GAZETTE. I am interested in working in a bipartisan effort with the Schenectady County Legislature... The ONLY thing that I have been asking PHILIP MORRIS at PROCTORS and the GALESI GROUP — as well as Mona Golub of the Golub Corporation and MUSIC HAVEN — is for all involved to please be straightforward with me ... We also do NOT appreciate dishonesty and ambiguous emails from persons associated with Adine Viscusi of Casa Visco Sauces, the Mallozzi Group, and Assemblyman Angelo "Selfie" Santabarba, and the GALESI GROUP — that COPYCAT our business concept and name, Taste of Schenectady® — and then tried to shake us down with intimidation.
