Councilmember offered the following: RESOLVED, that the City Council will conduct a public hearing in relation to: The Abandonment of 0.15-Acre Paper Street Behind 588 Broadway Said Public hearing shall be held on Monday, November 14th at 7:00 p.m. at Council Chambers, Room 209, Schenectady City Hall, 105 Jay Street, Schenectady, New York, if possible – for the purpose of receiving public comment relative to the abandonment of 0.15 acre paper street behind 588 Broadway; and be it further RESOLVED, that the City Clerk shall have the following notice published in the appropriate manner: D NOTICE OF PUBLIC HEARING RA The Abandonment of 0.15-Acre Paper Street Behind 588 Broadway On Monday, November 14th at 7:00 p.m., the Schenectady City Council shall conduct a public hearing in relation to the above-referenced matter. Councilmember offered the following: A Resolution Approving an Agreement to Pay Schenectady County for Mechanical Repairs and Preventive Maintenance Work on City Vehicles WHEREAS, the County of Schenectady provides mechanical repairs and preventive maintenance work on City vehicles; and WHEREAS, the agreement between the City and County is out of date; and D WHEREAS, under the terms of the proposed agreement, a copy of which is attached hereto and made a part hereof, the City will pay the County $58.72 per hour for work completed, the actual parts RA expense, a disposal charge, a vehicle charge, and a proportionate share of overhead expenditures; and WHEREAS, the agreement’s term shall be from December 1, 2020 through November 30, 2028, and shall continue unless thirty days’ notice is given; and FT WHEREAS, it is in the best interest of the City of Schenectady to enter into this multi-year agreement with the County of Schenectady: NOW, THEREFORE BE IT, RESOLVED, that the City Council, Acting as a Board of Contract and Supply under Section C5-9 of the City Charter, approves entering into an agreement with the County of Schenectady as described in the agreement attached hereto; and AND BE IT FURTHER RESOLVED, that the Mayor is authorized to enter into such contracts and/or agreements with the County of Schenectady for the continued provision of services by Schenectady County, such contracts or agreements to be on terms and conditions deemed acceptable by the Corporation Counsel, and to execute any documents necessary to effectuate this resolution. Councilmember offered the following: A Resolution Authorizing the City Engineer to Investigate the Feasibility of Physically Establishing the Paper Street Known as Revere Avenue WHEREAS, Revere Avenue is a “paper street” approximately 730 feet long and 60 feet wide, located between Rosa Road and Sheridan Avenue; and D WHEREAS, that while most of the “paper streets,” which were established during the City’s expansion era, have been developed, there are many throughout the City that are still undeveloped wooded areas; and RA WHEREAS, Frank and Roclynn Herba, owners of numerous private parcels along the “paper street” known as Revere Avenue, have petitioned the City, as per City Charter Section C3-6, to investigate the feasibility of physically improving the Revere Avenue to aid in the development of the parcels: FT NOW THEREFORE BE IT, RESOLVED, that the City Engineer is authorized to investigate the feasibility of physically establishing the paper street known as Revere Avenue. Councilmember offered the following: A Resolution Confirming the Appointments of Michael Tearno and Hayden Engert to the City of Schenectady Planning Commission. WHEREAS, the City of Schenectady Planning Commission currently has vacancies; and D WHEREAS, pursuant to Schenectady City Code Section 91-4, Mayor Gary McCarthy has nominated Michael Tearno and Hayden Engert to fill that vacancy, subject to confirmation by the City Council: RA NOW, THEREFORE BE IT, RESOLVED, that the City Council hereby confirms the appointments of Michael Tearno and Hayden Engert to the City of Schenectady Planning Commission. Councilmember offered the following: A Resolution Reappointing Doug Williams to the Board of Assessment Review WHEREAS, the Board of Assessment Review of the City of Schenectady is composed of five members appointed by the City Council; and WHEREAS, Mr. Doug Williams is a board member on the Board of Assessment Review; and WHEREAS, under the Schenectady City Code section 10-9, the members of the Board shall all D be appointed by the City Council for period of five years; and RA WHEREAS, Mr. Williams’ term as a board member expired on September 30, 2022; and WHEREAS, it has been recommended that Mr. Williams be reappointed as a board member: NOW, THEREFORE BE IT, FT RESOLVED, that the City Council hereby confirms the reappointment of Doug Williams to the Board of Assessment Review for the five-year term, from October 1, 2022 through September 30, 2027. Councilmember offered the following: A Resolution Authorizing the Sale of a Vacant Lot at 24 Eagle Street for $1,500 WHEREAS, it is in the best interest of the City of Schenectady to sell parcel numbered SBL # 49.34-2-53; and WHEREAS, there is no municipal use for the property: NOW, THEREFORE BE IT, D RESOLVED, that the City Council authorizes the Mayor to enter into a contract to transfer the RA title of parcel numbered SBL # 49.34-2-53 to Debbie Sahadeo and/or assign for the sum of One Thousand Five Hundred Dollars ($1,500.00); and be it further RESOLVED, that the terms of the contract for sale shall include a clause requiring the vacant lot be consolidated with the adjoining property, as well as any other terms deemed necessary by the FT Corporation Counsel. Councilmember offered the following: A Resolution Recognizing Rotary International World Polio Day WHEREAS, Rotary International is a global network of neighbors, friends, leaders, and problem-solvers who unite and take action to create lasting change in communities across the globe; and WHEREAS, the Rotary motto, Service Above Self, inspires members to provide humanitarian service, follow high ethical standards, and promote goodwill and peace in the world; and D WHEREAS, Rotary in 1985 launched PolioPlus and in 1988 helped establish the Global Polio Eradication Initiative, which today includes the World Health Organization, U.S. Centers for Disease RA Control and Prevention, UNICEF, the Bill & Melinda Gates Foundation, and Gavi, the Vaccine Alliance, to immunize the children of the world against polio; and WHEREAS, polio cases have dropped by 99.9 percent since 1988, and the world stands on the threshold of eradicating the disease; and FT WHEREAS, to date, Rotary has contributed more than $2.4 billion and countless volunteer hours to protecting nearly 3 billion children in 122 countries; and WHEREAS, Rotary is working to raise an additional $50 million per year, which will be leveraged for maximum impact by an additional $100 million annually from the Bill & Melinda Gates Foundation; and WHEREAS, these efforts are providing much-needed operational support, medical staff, laboratory equipment, and educational materials for health workers and parents; and WHEREAS, in addition, Rotary has played a major role in decisions by donor governments to contribute more than $10 billion to the effort; and WHEREAS, there are over 1.4 million Rotary members in 46,000 clubs throughout the world that sponsor service projects to address such critical issues as poverty, disease, hunger, illiteracy, and the environment in their local communities and abroad; and WHEREAS, all six District 7190 Rotary Clubs in Schenectady County, including the Schenectady Rotary Club and the Schenectady East Rotary Club in the City of Schenectady, actively engage in Rotary International’s efforts to eradicate polio through education, public awareness and 18 fundraising: NOW, THEREFORE BE IT, RESOLVED, that the Mayor, Gary R. McCarthy, and the City Council do hereby proclaim Monday, October 24, 2022 World Polio Day in the City of Schenectady and encourage all citizens to join us and Rotary International in the fight for a polio-free world. Councilmember offered the following: A Resolution Recognizing Pede Brothers for 55 Years of Business WHEREAS, Romolo Pede Sr. was born in Castelliri, Italy and learned the art of making handmade pasta in Rome; and WHEREAS, Romolo carried his love for Italian culture and authentic Italian pasta recipes to America in 1963 at the age of 21, settling in Schenectady, New York; and D WHEREAS, Romolo proudly established Pede Brothers Italian Specialty Foods in Schenectady in 1967, and with the help of his wife Rose, sons Romolo Jr. and David, and daughter AnnMarie; and RA WHEREAS, Pede Brothers has produced the finest quality and best tasting, authentic Italian pastas and specialty foods for the past 55 years; and WHEREAS, in 1992, Pede Brothers expanded the business and now produce more than 200,000 FT pounds of pasta each week, distributing their products nationwide; and WHEREAS, Romolo has been dedicated to giving back to the community and encourages his children to continue that tradition of supporting community organizations, youth sports teams, such as little league, softball, and soccer, church festas, and local school district fundraising efforts; and WHEREAS, Romolo is committed to preserving his Italian heritage in Schenectady, is a proud member of the Sons and Daughters of Italy since 1965, and has brought the tradition of winemaking to the community and takes pride in his award winning wine and teaching others the art of winemaking: NOW, THEREFORE BE IT, RESOLVED, that the Mayor, Gary R.
