RESOLUTION NO.
Councilmember offered the following:
A Resolution Authorizing an Allocation of an Additional $5,200,000.00 of ARPA Funds for
the Central Park Pool, Spray Pad, and Facilities Project
WHEREAS, on January 24, 2022, the City Council authorized the allocation of
$450,000 of funding received from the American Rescue Plan Act (ARPA) for a contract with
Saratoga Associates Landscape Architects, Engineers, and Planners, P.C. for the evaluation and

design of a new pool complex at Central Park; and
RA
WHEREAS, on August 22, 2022, the City Council authorized the allocation of
$4,500,000 of funding received from the American Rescue Plan Act (ARPA) for the construction
of a new pool, spray pad, and facilities at Central Park; and
WHEREAS, since the initial design and allocations of ARPA funds, the City has

received substantial input from the Central Park Pool Committee, which consists of members of
the community, volunteers involved in other park facilities, the Boys and Girls Club, the
consulting team, the Mayor, and City staff; and
WHEREAS, from the input identified hereinabove, the Central Park Pool, Spray Pad
and Facilities project has grown in scale; and
WHEREAS, over the past year, many needed materials for the project have grown
significantly in price, thereby affecting the estimated costs of the Central Park Pool, Spray Pad
and Facilities project; and
WHEREAS, the estimated cost of the Central Park Pool, Spray Pad and Facilities
project is $10,102,680.00:
NOW, THEREFORE BE IT,

RESOLVED, that the City Council authorizes an appropriation of an additional
$5,200,000.00 in ARPA funds for the Central Park Pool, Spray Pad and Facilities project.

Facilities – Mechanical Construction” to RMB Mechanical, Inc. as Mechanical Contractor
in the Amount of $53,000.00
WHEREAS, in an effort to construct a new pool, spray pad, and necessary ancillary
facilities at Central Park, the City sought bids for “Central Park Pool, Spray Pad, and Facilities”;

RA
WHEREAS, the Purchasing Department solicited bids for the “Central Park Pool, Spray
Pad, and Facilities – Mechanical Construction,” and no bids were received on January 12, 2023,
the due date for bids; and
WHEREAS, the Purchasing Department sought quotes for the proposed work from plan

holders; and
WHEREAS, a low quote was received from RMB Mechanical, Inc., which is also the
low bidder for the plumbing construction portion of the overall project, in the amount of
$53,000.00:
NOW, THEREFORE BE IT,
RESOLVED, that this Council, acting as a Board of Contract and Supply under
Section C5-9 of the City Charter, authorizes the City to enter into an agreement with RMB
Mechanical, Inc. for “Central Park Pool, Spray Pad, and Facilities – Mechanical Construction” in
the amount of $53,000.00, the terms of which shall be set by the Corporation Counsel.

received on January 12, 2023, from O’Connell Electric Company, Inc. of Victor, NY in the
amount of $516,000.00; and
WHEREAS, the Purchasing Department solicited and received bids for the “Central Park
Pool, Spray Pad, and Facilities – Plumbing Construction,” and a low, responsible bid was
received on January 12, 2023, from RMB Mechanical, Inc. of Schenectady, NY in the amount of
$189,000.00:
NOW, THEREFORE BE IT,
RESOLVED, that this Council, acting as a Board of Contract and Supply under
Section C5-9 of the City Charter, authorizes the City to enter into an agreement with Jersen
Construction Group, LLC for “Central Park Pool, Spray Pad, and Facilities – General
Construction” in the amount of $7,263,000.00, the terms of which shall be set by the
Corporation Counsel; and be it further
RESOLVED, that this Council, acting as a Board of Contract and Supply under
Section C5-9 of the City Charter, authorizes the City to enter into an agreement with O’Connell

Electric Company, Inc. for “Central Park Pool, Spray Pad, and Facilities – Electrical
Construction” in the amount of $516,000.00, the terms of which shall be set by the Corporation

RESOLVED, that this Council, acting as a Board of Contract and Supply under
Section C5-9 of the City Charter, authorizes the City to enter into an agreement with RMB
Mechanical, Inc. for “Central Park Pool, Spray Pad, and Facilities – Plumbing Construction” in
the amount of $189,000.00, the terms of which shall be set by the Corporation Counsel.
