Councilmember offered the following: An Ordinance to Amend Section 248-18 of the Code of the City of Schenectady to Modify the Limits of the One-Way Roadway on Jay Street from State Street to Liberty Street WHEREAS, the Schenectady City Council held a public hearing on October 9, 2023 to modify the limits of the one-way roadway on Jay Street beginning at State Street and running to Union Street to begin at State Street and run to Liberty Street: D NOW THEREFORE, BE IT ENACTED by the Council of the City of Schenectady, in regular meeting convened, RA Section 248-18 of the Code of the City of Schenectady shall be amended to include the italicized language and delete any struck language below, as follows: § 248-18 One-way roadways. Corporation Counsel FT 9  CITY COUNCIL SCHENECTADY, NEW YORK RESOLUTION NO.: ___________________ Councilmember offered the following: A Resolution to Authorize a Lease-Purchase Agreement for One Rosenbauer Cobra MM Tower Aerial and Two Rosenbauer Commander Pumpers for the Fire Department WHEREAS, the Schenectady Fire Department is in need of replacing one aerial platform fire apparatus and two pumper truck fire apparatuses for the Fire Department; and WHEREAS, the City has determined that a true and real need for acquisition of the equipment described in the lease-purchase agreement between the City and Garrison Fire & D Rescue Corp.; and WHEREAS, the City will finance the fire apparatus through Leasing 2, Inc.; and RA WHEREAS, the equipment shall be used solely for essential government functions and not private business use; and WHEREAS, all necessary steps, including compliance with legal bidding requirements FT have been followed; and WHEREAS, the acquisition of this equipment is being accomplished on a bid with Sourcewell, a purchasing consortium endorsed by the State of New York, as well as many other municipalities across the country. The pricing for this equipment was evaluated and awarded under Sourcewell contract #1103021-RSD: NOW THEREFORE, BE IT RESOLVED, that the City Council authorizes the Mayor or his designee to enter into an agreement and execute any other required documents with Garrison Fire & Rescue Corp. for the acquisition of one Rosenbauer Cobra MM tower aerial platform fire apparatus and two Rosenbauer Commander pumper truck fire apparatuses for the Fire Department, the terms of said agreements to be set by the Corporation Counsel; and be it further RESOLVED, that the City Council authorizes the Mayor or his designee to enter into and execute all necessary agreements with Leasing 2, Inc. to finance the acquisition of the apparatus as described hereinabove, the terms of said agreements to be set by the Corporation Counsel. Councilmember offered the following: A Resolution Authorizing an Allocation of $750,000 of ARPA Funds for the 1913 North Ferry Street Pump Station WHEREAS, the old Ferry Street Pump Station is located on City-owned property in the Stockade neighborhood of the City of Schenectady; and D WHEREAS, the City intends to revitalize the old Ferry Street Pump Station; and RA WHEREAS, the City has already completed some exterior improvements to the building; and WHEREAS, on September 11, 2023, the City Council resolved to rescind an allocation of $750,000 of ARPA funds to the Stockade Association related to the revitalization of the old FT Ferry Street Pump Station: NOW, THEREFORE BE IT, RESOLVED, that the City Council authorizes an allocation of $750,000.00 in ARPA funds for the revitalization of the old Ferry Street Pump Station. Councilmember offered the following: A Resolution Confirming the Appointment of Keith St. John to the City of Schenectady Civilian Police Review Board WHEREAS, the Civilian Police Review Board improves communication between the Police Department and the community, increases police accountability and credibility with the public, and creates a complaint review process that is free from bias and informed of actual police practices; and WHEREAS, pursuant to Schenectady City Code Section 93-3, Mayor Gary R. McCarthy has D nominated Keith St. John to serve as Board Member on the Civilian Police Review Board, subject to the confirmation by the Schenectady City Council: RA NOW, THEREFORE BE IT, RESOLVED, that the Schenectady City Council hereby confirms the appointment of Keith St. John to the City of Schenectady Civilian Police Review Board. Councilmember offered the following: A Resolution Authorizing the Settlement of a Claim by Miguel Palma WHEREAS, Miguel Palma filed a claim (2023-055) with the City of Schenectady; and WHEREAS, the Office of the Corporation Counsel has recommended that it would be in the best interest of the City to settle this matter; and D WHEREAS, the settlement proposal was accepted by the City Claims Committee: RA NOW, THEREFORE BE IT, RESOLVED, that the Office of the Corporation Counsel is authorized to enter into a settlement with Miguel Palma to settle the claim for $1,636.93, the terms of which shall be set by the Corporation Counsel. Councilmember offered the following: A Resolution Awarding the Bid and Contract for “Installation of Emergency Equipment for Police Vehicles” to Automotive Solutions of New York, Inc. in the Total Amount of $365,235.92 WHEREAS, the City seeks to install emergency equipment for police vehicles; and WHEREAS, those police vehicles include two Chevrolet Tahoe PPVs for patrol use, D 14 Ford Police Interceptor utility vehicles, one Chevrolet Tahoe for administrative use, and one Chevrolet Silverado 2500 for administrative use; and RA WHEREAS, the purchasing department solicited bids for the “Installation of Emergency Equipment for Police Vehicles” and a bid was received on October 4, 2023, from Automotive Solutions of New York, Inc. of Glenville, NY, as follows: Chevrolet Tahoe PPVs for patrol use - $22,203.34 per vehicle Ford Police Interceptor utility vehicles - $21,759.25 per vehicle FT Chevrolet Tahoe for administrative use - $8,490.87 per vehicle Chevrolet Silverado 2500 - $7,708.87 Hourly rate to install equipment and/or non-warranty work - $125.00 per hour WHEREAS, the total cost of the work as proposed hereinabove is $365,235.92: NOW THEREFORE BE IT, RESOLVED, that this Council, acting as a Board of Contract and Supply under Section C5-9 of the City Charter, authorizes the Mayor or his designee to enter into an agreement with Automotive Solutions of New York, Inc. for “Installation of Emergency Equipment for Police Vehicles” in the amount of $365,235.92, the terms of which shall be set by the Corporation Counsel.
