Letter to the City Council: (Please read at City Council Meeting)
On December 28, 2023 at 5:30pm, City Council President Marion Porterfield held a "closed
meeting" with all the City Council members present, with the exception of Councilman John
Polimeni. City Councilman-elect Mancini also attended the meeting by video conference. This
meeting was held in Room 110 at City Hall in the City of Schenectady, the very room designated
by City Codes to hold meetings of the City Council meetings.
From the reports received by the City GOP, it is clear city business was conducted by the City
Council at a meeting designated as a "closed meeting" depriving city residents from participating
and witnessing their elected leaders doing the business of the people. City Council President
Porterfield violated the NYS Open Meeting Laws holding this meeting.

RESOLUTION NO.
Councilmember offered the following:
A Resolution Authorizing the Mayor, or His Designee to Enter into an Agreement with
NYSDOT for the implementation, and funding in the first instance 100% of the federal-aid and
State "Marchiselli" Program-aid eligible costs, of a transportation federal-aid project, and
appropriating funds for Crane Street Bridge Rehabilitation City of Schenectady, NYSDOT
1762.36
WHEREAS, a Project Crane Street Bridge Rehabilitation, City of Schenectady, Schenectady County, PIN
1762.36/D041350, (“the Project") is eligible for funding under Title 23 U.S. Code, as amended, that calls for the
apportionment of the costs such program to be borne at the ratio of 80% Federal funds and 20% non-federal funds; and
WHEREAS, the City of Schenectady desires to advance the Project by making a commitment of 100% of the
non-federal share of the costs of Design

NOW, THEREFORE, the City Council duly convened does hereby
RESOLVE, that the City Council hereby approves the above-subject project; and it is hereby further

RESOLVED, that the City Council hereby authorizes the City of Schenectady to pay in the first instance 100% of
the federal and non-federal share of the cost of Design and Right of Way work for the Project or portions thereof; and it is
further
RA
RESOLVED, that the sum of $363,372.00 has been hereby appropriated from the Capital Budget Code
IK317083-201 and made available to cover the cost of participation in the above phase(s) of the Project; and it is further
RESOLVED, that in the event the full federal and non-federal share costs of the project exceeds the amount
appropriated above, the City of Schenectady shall convene as soon as possible to appropriate said excess amount
immediately upon the notification by the New York State Department of Transportation thereof, and it is further
RESOLVED, that the Mayor be and is hereby authorized to execute all necessary Agreements, certifications or
reimbursement requests for Federal Aid and/or Marchiselli Aid on behalf of the City of Schenectady with the New York
State Department of Transportation in connection with the advancement or approval of the Project and providing for the
administration of the Project and the municipality's first instance funding of project costs and permanent funding of the
local share of federal-aid and state-aid eligible Project costs and all Project costs within appropriations therefore that are
not so eligible, and it is further
RESOLVED, that a certified copy of this resolution be filed with the New York State Commissioner of
Transportation by attaching it to any necessary Agreement in connection with the Project and it is further
RESOLVED, this Resolution shall take effect immediately.

A Resolution Recognizing the Contributions of 518 ElevatED and
Recognizing January as National Mentoring Month.
WHEREAS, 518 ElevatED was founded in 1997 as Capital Region Sponsor-A-Scholar in
Albany, New York; and
WHEREAS, 518 ElevatED now covers all the counties that encompass the Capital Region of New York

and has graduated over 350 people through its program and who have earned a post-secondary degree; and
WHEREAS, 518 ElevatED is known for its specialized programs, mentoring, professional guidance, and
academic and financial support for qualifying participants in the Capital Region; and
WHEREAS, by assembling a network of business leaders, educational advocates, and dedicated

volunteers, promising youth are provided opportunities and access to higher education that may be otherwise
unavailable; and

WHEREAS, 518ElevatED has promoted Mentoring through its Pathways to College Program, engaging
members of the community to participate and share networks, knowledge, and expertise with students from across
the Region; and
WHEREAS, January is known as National Mentoring Month, an annual campaign dedicated to raising
awareness about the power and impact of mentoring and to recognize and honor the contributions of mentors
NOW THEREFORE BE IT
RESOLVED, that the Schenectady City Council and Mayor Gary R. McCarthy do hereby pause in their
deliberations to recognize 518 ElevatED staff and volunteers for their continued dedication to providing
equitable educational opportunities to students and work-ready adults in the Capital Region, including
Schenectady and applaud 518ElevateED for its accomplishments in the City and County of Schenectady and the
Capital Region; and
BE IT FURTHER RESOLVED that January 2024 is hereby proclaimed as Mentoring Month in the City
of Schenectady.
