Councilmember offered the following: A Resolution Supporting Assembly Bill A7652/Senate Bill S7546 Authorizing the City of Schenectady to Establish a Speed Camera Enforcement Demonstration Program in School Zones. WHEREAS, speeding has been and continues to be a serious issue in the City of Schenectady, placing drivers and pedestrians at risk; and WHEREAS, in order to better hold drivers accountable for exceeding the speed limits in the City of Schenectady, the City seeks to incorporate speed camera enforcement technology; and D WHEREAS, the use of speed camera enforcement technology requires the New York State Legislature to pass legislation authorizing its use; and A WHEREAS, the City of Schenectady wishes to establish a demonstration program for the deployment of speed zone camera technology in school zones due to the high concentration of R pedestrians near school properties and for the protection of school children, parents and guardians and school staff; and NOW, THEREFORE BE IT, FT RESOLVED, that the City Council formally requests that the New York State Legislature pass Assembly Bill A.7652/Senate Bill S.7546 authorizing the City of Schenectady to establish a school zone speed camera demonstration program. Councilmember offered the following: A Resolution in Support of Assembly Bill A7653/ Senate Bill S7545 Relating to Adjudications and Owner Liability of Traffic Control Signals. WHEREAS, an area of significant concern to the City and its inhabitants is public safety, especially that safety related to travel on our City streets – be it by vehicle, by bicycle, by foot, or other legal means; and D WHEREAS, the City is seeking to stop drivers who tear down our City streets at speeds far in A excess of the posted limits and who fail to stop at red lights; and R WHEREAS, an effective solution is for the City to use red light cameras; and WHEREAS, a study by the Insurance Institute for Highway Safety found that cameras reduced the fatal red light running crash rate of large cities by 21% and the rate of all types of fatal crashes at signalized intersections by 14%; and FT WHEREAS, studies by the Insurance Institution for Highway Safety indicate that six to eight months after cameras were introduced on roadways in Maryland, Arizona, and the District of Columbia, the proportion of drivers exceeding speed limits by more than 10 mph declined by 70%, 88%, and 92%, respectively; and WHEREAS, for the City to implement these devices under the current state legislative scheme, the State legislature must pass legislation to explicitly allow the City of Schenectady to use these devices for these purposes. In the past, State legislation has been structured as “demonstration programs” for specific cities; and  NOW, THEREFORE BE IT, RESOLVED, the Schenectady City Council and the Mayor, Gary R. McCarthy, request that New York State Legislature pass legislation Assembly Bill A7653/Senate Bill S7545 granting the City of Schenectady the ability to implement a “demonstration program” for a red-light camera ticketing program. Councilmember offered the following: A Resolution Supporting Assembly Bill A7058 and Senate Bill S7409 to Increase the Membership of the Special District Operations and Development Committee (DSAD/DSIC). WHEREAS, in 2020 the Downtown Schenectady Improvement Corporation (DSIC) expanded its service boundaries for the first time since it was created in 1978; and WHEREAS, it is recognized DSIC needs to change the required number of members of its Board of Directors from nine to between nine and fifteen members; and D WHEREAS, it is vital for proper representation that three quarters of Board members shall be real property owners, or the agents of such owners, from within DSIC’s special assessment district; and A WHEREAS, because of DSIC’s 2020 expansion seventy-three new properties and dozens of additional businesses joined the Downtown Special Assessment District (DSAD) contributing to DSIC’s operations; and R WHEREAS, the expansion of DSIC’s Board of Directors from nine to up to fifteen members will allow for the direct representation from the 2020 expansion areas and will allow for the further diversity as to the composition of the entire Board; and NOW, THEREFORE BE IT, FT RESOLVED, that the City Council formally requests that the New York State Legislature pass Assembly Bill A7058/Senate Bill S7409 change the membership number for the Board of Directors of DSIC from nine to between nine and fifteen members. Councilmember offered the following: A Resolution Authorizing the Mayor to enter into an Intermunicipal Cooperation Agreement with Schenectady County for the Distribution of Funding Awarded by the New York State Division of Criminal Justice Services to Support Local Enforcement Agencies. WHEREAS, municipal corporations are authorized to enter into cooperative agreements under Article 5-G of General Municipal Law, subject to approval by the local legislative body; and D WHEREAS, the New York State Division of Criminal Justice Services (hereinafter DCJS) is providing funding to support local enforcement agencies with expenditures related to the implementation of the New York State Discovery and Bail reforms during the period of 2023-2024; and A WHEREAS, DCJS set a maximum award for each County that was determined based on each R county’s prorated share of criminal court arraignments statewide; and WHEREAS, Schenectady County submitted a 2023-2024 Discovery Reform Funding Plan which was approved by DCJS; and WHEREAS, Schenectady County desires to disburse said funds to various local police agencies FT in the County including the Schenectady Police Department; and WHEREAS, Schenectady County, through the County Finance Department, shall distribute funds in the amount of $85,000.00 to the Schenectady Police Department; and NOW, THEREFORE BE IT RESOLVED, that the Mayor is authorized to enter into the intermunicipal cooperative agreement, regarding the distribution of DCJS Discovery Reform Funds with Schenectady County, subject to the review and approval of the Corporation Counsel as to form and content thereof. McCarthy, and City Council of the City of Schenectady do hereby pause in their deliberations to recognize and celebrate Women' s History Month in March 2024, and acknowledge and salute the critical role that women have played in the development, success, and achievements of Schenectady and the United States.  City of Schenectady, New York A Resolution Recognizing David Dariano of Metro Ford Sales WHEREAS, The Schenectady School District wanted to obtain Schenectady Police Community Engagement Officers to interact positively with students and the community; and WHEREAS, To advance the New York State Police Reform and Reinvention Collaborative plan as approved by the Schenectady City Council on March 22, 2021; and WHEREAS, In compliance with regulations from the commissioner of education, a written contract between the Schenectady School District and the Schenectady Police Community Engagement Officers was drafted; and D WHEREAS, This contract was signed by Mayor Gary McCarthy and Superintendent Anibal Solar, establishing the Schenectady Police Community Engagement Officer program; and A WHEREAS, the Schenectady Police Department desires to expand this successful program and develop new community partnerships to further the goals of the Schenectady School District and R the Community Engagement Officers program; and WHEREAS, Community Engagement Officer Sgt. Councilmember offered the following: A Resolution Awarding the Bid and Contract for the “Schenectady Municipal Golf Course - Golf Road Maintenance Building Electrical Upgrades” to BW Electrical Services, LLC in the amount of $80,856.00 D WHEREAS, the existing maintenance facility at the Schenectady Municipal Golf Course is serviced be a single-phase electrical service. This existing service is inadequate to handle the power requirements of the new maintenance building and future irrigate pump house so the service must be upgraded to a commercial three-phase service; and A WHEREAS, the City of Schenectady’s Engineering Department solicited and received bids R for “Schenectady Municipal Golf Course - Golf Road Maintenance Building Electrical Upgrades”. A low bid was received on January 24, 2024, from BW Electrical Services, LLC of Albany, NY. The total amount of the award is $80,856.00. Financing for this project will be provided through an ARPA allocation that was set up for this project; and FT NOW THEREFORE BE IT, RESOLVED, that the City Council, acting as a Board of Contract and Supply under C5-9 of the City Charter, confirms and ratifies issuance of a contract with BW Electrical Services, LLC for the “Schenectady Municipal Golf Course - Golf Road Maintenance Building Electrical Upgrades” in the amount of $80,856.00; and be it further RESOLVED, that the Mayor or his designee is authorized execute the contracts identified hereinabove, the terms of which shall be set by the City Engineer in cooperation with the Corporation Counsel.
