The Schenectady City Council is seeking to add Section 264-113 in the Schenectady City Code to regulate the location of smoke shops, vape shops, hookah lounges and vape consumption businesses. D Section 2. The Schenectady City Council approved a temporary moratorium on such businesses RA on March 11, 2024, and the temporary moratorium expires on June 10, 2024, and the Schenectady City Council now wishes to extend the temporary moratorium for a period of three months ending on September 10, 2024, or such time before upon the final passage and approval of Schenectady City Code Zoning Chapter Amendments creating Section 264-113. Corporation Counsel 21  CITY COUNCIL SCHENECTADY, NEW YORK Councilmember offered the following: A Resolution Recognizing the Celebration of Juneteenth 2025 WHEREAS, Juneteenth the holiday whose name is blend of the words "June" and "nineteenth", as it was on June 19, 1865, when Major General Gordon Granger ordered the final enforcement of the Emancipation Proclamation in Texas at the end of the American D Civil War. This marks the day when federal troops arrived in Galveston, Texas in 1865 to take control of the state and ensure that all enslaved people be freed. The troops’ arrival came RA a full two and a half years after the signing of the Emancipation Proclamation; and WHEREAS, Juneteenth is a day of profound weight and power. Formerly enslaved people were recognized for the first time as citizens and Black Americans came to commemorate Juneteenth with celebrations across the country, building new lives and a new FT tradition that we honor today; and WHEREAS, early celebrations date back to 1866, at first involving church-centered community gatherings in Texas. They spread across the South amongst newly freed African American slaves and their descendants and became more commercialized in the 1920s and 1930s, often centering on a food festival. Participants in the Great Migration brought these celebrations to the rest of the country, with a focus on African-American freedom and African- American arts. Beginning with Texas by proclamation in 1938, and by legislation in 1979, every U.S. state and the District of Columbia has formally recognized the holiday in some way; and WHEREAS, in June 2021, Congress passed and President Biden signed the Juneteenth National Independence Day Act and Juneteenth National Independence Day became a US federal holiday commemorating the end of slavery in the United States; and WHEREAS, the Hamilton Hill Arts Center, located in the City of Schenectady, an organization which promotes knowledge, awareness, and appreciation of the arts and culture of African Diasporic and African American art in the Capital Region is holding its twenty-fourth Juneteenth celebration; NOW, THEREFORE BE IT, 22  RESOLVED, that the Schenectady City Council and Mayor Gary R. McCarthy, do hereby pause in their deliberations to recognize June 21 and 22, 2024 as the celebration of Juneteenth in the City of Schenectady.
