Councilmember offered the following: An Ordinance Amending the Zoning Map as referred to in Section 264-4 of the Schenectady City Code, as Amended, as it Affects the Classification of Seven Parcels to be Rezoned to C-4- Downtown Mixed-Use District. The Council of the City of Schenectady in regular meeting ordains as follows: Section 1. Section 264-4 (Zoning Map of the City of Schenectady), as amended, it is further T amended by changing the zoning of the parcels known as 302 Schenectady Street, 306 Schenectady Street, 308 Schenectady Street and 310 Schenectady Street from R-2-Two Family Residential District to C-4-Downtown Mixed-Use District. AF Section 2. Section 264-4 (Zoning Map of the City of Schenectady), as amended it is further amended by changing the zoning of the parcels known as 783 Albany Street, 785 Albany and 787 Albany Street from C-2 Mixed Use Commercial District to C-4 Downtown Mixed-Use District. Section 3. The re-zoning of the above listed parcels are not spot zoning and the re-zoning of said parcels mirror the zoning of the adjoining parcels. R Section 4. Councilmember offered the following: A Resolution Declaring No Environmental Impact for the Re-Zoning to C-2 Mixed Use Commercial District for the properties located at 783 Albany Street, 785 Albany Street, 787 Albany Street, 302 Schenectady Street, 306 Schenectady Street, 308 Schenectady Street and 310 Schenectady Street. WHEREAS, New York State Law mandates that a municipality perform a State Environmental Quality Review (SEQR) prior to initiating certain projects within the boundaries of a municipality; and T WHEREAS, the SEQR Act requires the appointment of a “lead agency” that is the agency principally responsible for carrying out, funding or approving the proposed action; and RESOLVED, that the Mayor, Gary R. McCarthy, and City Council designated the City Council for AF the City of Schenectady as the Lead Agency for the project commonly referred to as Hamiliton Hill Re- Development Plan (Schenectady 40) involving the rezoning of the properties located at 783 Albany Street, 785 Albany Street, 787 Albany Street, 302 Schenectady Street, 306 Schenectady Street, 308 Schenectady Street and 310 Schenectady Street to C-4 Downtown Mixed-Use District; and AND BE IT FURTHER RESOLVED, that the Council of the City of Schenectady, based upon R the review of the completed Environmental Assessment Form, attached hereto and incorporated by reference, and upon any and all other relevant materials presented, hereby declares that the proposed zone change will not have a significant negative impact on the environment and a draft environmental impact statement will not be prepared; and D NOW THEREFORE BE IT RESOLVED, the City Council of the City of Schenectady, as the Lead Agency, declares the proposed zoning amendment will result in no significant environment impacts and a Negative Declaration under SEQR is therefore issued for the zoning amendment. Councilmember offered the following: A Resolution Authorizing an Agreement with the Capital District YMCA for the 2024-2025 HUD Continuum of Care WHEREAS, the City of Schenectady and Development of Broadway, LLC, also known as the Capital District YMCA, have agreed to work together to provide permanent housing in connection with supportive services to homeless people with disabilities and their families; and T WHEREAS, U.S. Department of Housing and Urban Development has provided $87,120.00 of 2024-2025 Continuum of Care funding to support rental costs for the housing identified hereinabove; and AF WHEREAS, the funding will be used for providing 10 bed units monthly and for administrative costs; and NOW, THEREFORE BE IT, RESOLVED, that the City Council authorizes the Mayor or his designee to enter into an R agreement with Development of Broadway, LLC d/b/a Capital District YMCA for $87,120.00 for the provision of 10 bed units monthly and administrative costs associated with this program. Councilmember offered the following: A Resolution Authorizing the Sale of 919 Strong Street WHEREAS, Resolution No. 2021-024 was passed on February 8, 2021 and approved by the Mayor on February 9, 2021 to sell 919 Strong Street to Andrew Tillack and/or assign for the sum of Sixty One Thousand Five Hundred Dollars ($61,500.00); WHEREAS, the Section Block Lot (SBL) number for the parcel was subsequently changed to 49.49-1-52.1 from 49.49-1-52; and T WHEREAS, it is in the best interest of the City of Schenectady to sell the renumbered parcel; AF WHEREAS, there is no municipal use for the property: NOW, THEREFORE BE IT, RESOLVED, that the City Council authorizes the Mayor to enter into a contract to transfer the R title of parcel numbered SBL # 49.49-1-52.1 to Andrew Tillack and/or assign for the sum of Sixty-One Thousand Five Hundred Dollars ($61,500.00); and be it further RESOLVED, that the terms of the contract for sale shall a clause requiring that purchaser pay D $500 at closing for building, electrical, plumbing and other applicable permits, that rehabilitation of the property begin within thirty days of the purchase, and that total rehabilitation of the property, requiring compliance with the State Building Code and securing appropriate building permits with necessary inspections be completed within six months of purchase, as well as any other terms deemed necessary by the Corporation Counsel. Councilmember offered the following: A Resolution Recognizing the Auxiliary Youth Group of Al-Tabari Court No. 28 for Achieving Second-Place at the Ancient Egyptian Arabic Order Nobles Mystic Shrine National Exhibition WHEREAS, the Al-Tabari Auxiliary Youth Group has emerged as one of the youngest youth organizations in the nation to secure a second-place finish in the dance exhibition at the A.E.A.O.N.M.S. Imperial Youth Department – Inaugural Imperial Youth Conference in New Orleans, Louisiana. This opened the door to academic scholarships and national recognition and networking for this young group of ladies; and WHEREAS, representing the Capital Region of New York and the city of Schenectady, the Al-Tabari T Auxiliary Youth Group, operating through the National Shriner Youth Department, is commended for their persistence and dedication to showcasing Schenectady on the highest national stage. This accomplishment was made possible through the expert guidance and mentorship of U.S. Marine Michael AF Borowski, Monique King-Banks, and Desiree Chaires; and WHEREAS, showing steadfast perseverance needed to represent the state of NY in New Orleans; along with their hard work and effort invested in fundraising and maintaining exceptional academic standings, their success is a testament to our local community’s abundant determination; and WHEREAS, the Al-Tabari Youth Auxiliary Group has shown through their continued dedication to the R City of Schenectady and the greater Capital Region in supporting the Ronald McDonald House, handing out Christmas gifts with Toys for Tots, and supporting summer lunch programs through Sycamore Collaborative (SICM); and D WHEREAS, recognizing the systemic impact of the NY Shriners organization within our community involves appreciating the hard work and dedication of this Auxiliary Youth Group, as well as the support provided by adults and community members throughout the Capital Region for over a decade. NOW, THEREFORE BE IT, RESOLVED, the Schenectady City Council and Mayor Gary R. McCarthy do hereby pause in their deliberations to recognize the many accomplishments of these young ladies on their continued paths of success. Councilmember offered the following: A Resolution Awarding the Bid and Contract for the “Schenectady Little League and Carrie Street Fencing Improvements” to Spitale Construction Resources, Inc. in the Amount of $98,428.82 WHEREAS, the first part of this two-part project, is to remove and replace the existing deteriorated fencing along the three (3) baseball fields at Schenectady Little League; and T WHEREAS; the second portion is to remove and replace the fencing along the playground area at Carrie Street Park and the addition of fencing along the roadway by the basketball course; and AF WHEREAS, the City of Schenectady’s Purchasing Department solicited and received bids for “Schenectady Little League and Carrie Street Fencing Improvements”. A bid was received on June 12, 2024, from Spitale Construction Resources, Inc. of Yorktown Heights, NY in the amount of $98,428.82. Financing for this work to be provided through both American Rescue Plan Act (ARPA) code that was set up specifically for this work and the Carrie Street Park portion to a Capital Facilities code; and R NOW THEREFORE BE IT, RESOLVED, that the City Council, acting as a Board of Contract and Supply under C5-9 of the City Charter, confirms and ratifies issuance of a contract with Spitale Construction Resources, Inc. D for the “Schenectady Little League and Carrie Street Fencing Improvements” in the amount of $98,428.82; and be it further RESOLVED, that the Mayor or his designee is authorized execute the contracts identified hereinabove, the terms of which shall be set by the City Engineer in cooperation with the Corporation Counsel.
