Councilmember offered the following: An Ordinance Pursuant to Section 99 of the Second-Class Cities Law to Change the Street Name of Barrett Village Lane to Luigi Lane. The Council of the City of Schenectady in Regular Meeting convened, ordains as follows: Section 1. Purpose: the City of Schenectady in recognition of the many accomplishments and contributions of Lugi Battaglioli to the City of Schenectady and his valor with the United States Army during World War II in T the Pacific Theatre of Operations, does herby change the Street Name of Barrett Village Lane to Luigi Lane. Section 2. A. Luigi Battaglioli was born in Wilkes-Barre Pennsylvania on June 23, 1919, one of eleven siblings. While as a child his family moved back to Italy and in 1938, at age 18, Luigi returned to the United States after being AF upset with the conditions of fascist Italy at the time. B. Luigi Battaglioli was drafted into the United States Army during World War II and served with distinction in the Pacific Theatre of Operations from 1942 to 1945. C. After his Honorable Discharge from the Army, Luigi Battaglioli, embarked on lifelong career as a Chef and in Luigi 1950 purchased his own restaurant on Barrett Street in Schenectady and named it “Luigi’s”. E. Luigi’s was a multi-generational poplar restaurant with residents of Schenectady from all walks of life R including General Electric and ALCO employees, Union College students and families and politicians of all parties. The success of Luigi’s was due to its excellent food and atmosphere and was a testament to Luigi Battaglioli’s personality, F. In 1981 Luigi Battaglioli sold Luigi’s Restaurant and to this day Luigi’s Restaurant remains a fond memory D for many residents of the City of Schenectady. G. Such other and further supporting information is attached hereto and made part of this Ordinance. Section 3. A. The Schenectady City Council does hereby approve the re-naming the street currently named Barrett Village Lane to Luigi Lane as authorized by the New York Second-Class Cities Law Section 99, the Schenectady City Charter Section 3-1 and the Schenectady Code of Ordinances Chapter 228. B. The City Engineer is directed to change the name on the official Map of the City of Schenectady. Section 4. This Ordinance shall take effect immediately. Councilmember offered the following: A Resolution in Support of the Submission of a Grant Application to the New York State Smart Growth Community Planning and Zoning Grant Program WHEREAS, the New York State Department of State has made grant funds available in 2024 through the Smart Growth Program for Community Planning and Zoning, which provides T grant funds on a competitive basis to eligible villages, towns, cities, counties, regional planning entities, and non-profit organizations, to advance the preparation of municipal comprehensive plans; and AF WHEREAS, the City seeks to update its Comprehensive Plan in order to address current and future challenges related to land use, transportation, housing, infrastructure, and climate change, and to incorporate smart growth and clean energy principles; and WHEREAS, the City Council believes that the Comprehensive Plan update will provide R a valuable framework for guiding future development decisions and ensuring that the City remains a vibrant and resilient community for all residents; and WHEREAS, the City of Schenectady will initiate the Comprehensive Plan update in the D fall of 2024 beginning with Phase 1: Community Engagement and Visioning and commencing in the summer of 2025, Phase 2 of the Comprehensive Plan will prioritize translating the City's vision into actionable strategies and recommendations; and WHEREAS, the City of Schenectady intends to submit a grant application to request $85,000.00 in funding through the 2024 Smart Growth Community Planning and Zoning Grant Program, which requires a ten percent (10%) local match requirement.
