[Added 11-17-2016-22] (A) Criteria for the ceremonial naming of a portion of a city street. (1) Shane and Brigid Waddell apply to the City clerk to ceremonially name a portion of a street that has not already been ceremonially named, but streets may only be ceremonially named after a prominent person who is: (a) A real person- Marlene Hill (b) A person who has achieved prominence as a result of his or her significant ,positive contribution to the United States of America, or the City of Schenectady, or a local community… Marlene Hill was the icon of Barrett Street in the City of Schenectady for over half a century as a generous & kind business owner always willing to give a helping hand to anyone in need. Mrs. Hill provided a place of employment for many in the local community where they became part of the Luigi family and still speak highly of Mrs. Hill to this day. Mrs. Hill was known to often stop her car, roll down her window in the local neighborhoods and ask how people’s families were & donate Luigi’s gift certificates to them. Mrs. Hill sponsored many local events including the Central Park Tennis Tournament, SUNY Culinary Arts Program, The Annual Luigi Open & contributed to many local charities. Mrs. Hill donated trays of food to the local city mission, homeless shelters and the local battered women’s shelters on a regular basis. Mrs. Hill sponsored Union Hockey with pre-game meals and donations. Luigi’s was a favorite spot for Union college’s student athletes, faculty & staff. Mrs. Hill was an inspiration to local business owners in the community that started and operated their business model after her dedication to good service at Luigi’s. Mrs. Hill had known many of her customers for years and remembered lifting some of them into high chairs when they were young. She took care of generations of families in the community. Mrs. Hill and Luigi’s was one of the first restaurants to participate in “Tuesday in the Park” in Schenectady’s Central Park. Mrs. Hill took pride in owning and operating Luigi’s Restaurant on Barrett Street earning the respect and admiration in the local community and Schenectady as a whole.She was loved and admired by all who knew her. WHEREAS, the City of Schenectady received Community Development Block Grant (CDBG) FT CARES Act Funding to respond to the Coronavirus Pandemic; and WHEREAS, the City of Schenectady received $2,615,853.00 in CDBG-CARES Act Funding to prevent, prepare and respond to the Coronavirus Pandemic; and WHEREAS, the City of Schenectady’s CDBG-CARES Act Funding was used in three project areas: Increased WiFi Connectivity in Underserved Areas, Creation of a Community Information Portal Using Public WiFi, and the Launching of a Stay Well Telehealth Monitoring Pilot Program; and RAWHEREAS, the Federal Housing Community Development Act encourages citizen participation and two public Hearings were conducted one prior to the funding on April 25, 2022, and one at the close out of the funding on September 9, 2024, where no public comments were received; and NOW, THEREFORE BE IT, RESOLVED, that the City Council authorizes the close out of the CDBG-CARES Act Funding and for the preparation and submission of such reports as required by the United States Department of Housing and Urban Development and other federal agencies. Councilmember offered the following: A Resolution Amending the 2024-2025 Annual Action Plan WHEREAS, on August 12, 2024, the City Council adopted the 2024-2025 Annual Action Plan and now hereby amends the adopted the 2024-2025 Annual Action Plan to reflect the allocations set FT forth below to conform with regulatory requirements and relevant statutes; and WHERERAS, the City of Schenectady is required under Title 24 Code of Federal Regulations Part 91 to submit to the U.S. Department of Housing and Urban Development (HUD) an Annual Action Plan, which carries out the City’s Consolidated Plan and provides a concise summary of the actions and activities that it will pursue for its use of Community Development Block Grant (CDBG) $2,100,000.00 in program funding, HOME Investment Partnerships (HOME) $1,093,420.00 in program funding, and the Emergency Solutions Grant (ESG) $184,799.00 in program funding; RA WHEREAS, the City of Schenectady will receive at total of $2,101,045.00 in CDBG, HOME, and ESG funding; and WHEREAS, a thirty (30) day comment period was declared from June 27, 2024, through July 27, 2024, and a public hearing was held on July 22, 2024, with no comments, and WHEREAS, after a review of the adopted Annual Action Plan by HUD, the following adjustments to the 2024-2025 adopted Annual Action Plan are required: HOME Development Administration decreased by $7,325.92, the Schenectady Habitat for Humanity HOME Project increased by $7,325.92, and two CDBG Projects recategorized to Neighborhood Revitalization Strategy Area (NRSA): Empowerment Center Workforce Development and the Schenectady Boys and Girls Club; and D NOW THEREFORE BE IT, RESOLVED, the Schenectady City Council amends the “City of Schenectady 2024-2025 Annual Action Plan,” as previously adopted on August 12, 2024, per the terms set forth above and with the proposed funding totaling $2,101,045.00; and IT IS FURTHER RESOLVED, that the Mayor or his designee is authorized to execute all necessary contracts pursuant to the implementation of the 2024-2025 Amended Annual Action Plan. 12  Approved as to form this ______ day of September 2024. __________________________ Maxine L. Councilmember offered the following: A Resolution Recognizing Breast Cancer Awareness Month FT WHEREAS, Breast Cancer Awareness Month is an international health campaign that is held every October. The month aims to promote screening and prevention of the disease, which affects women and men worldwide. 1 in 2 men and 1 in 3 women will be diagnosed with in their lifetime; and WHEREAS, according to the Centers for Disease Control and Prevention, breast cancer is the most common form of cancer among women and the second highest cause of cancer death among women. Although not as common, men can get breast cancer as well. In 2024, an estimated 310,720 women and 2,800 men will be diagnosed with invasive breast cancer; and RA WHEREAS, within the month of October, there are also specific dates designed to raise awareness of specific groups within the breast cancer community; and WHEREAS, Metastatic Breast Cancer Awareness Day, October 13, is nationally recognized in the U.S. as Metastatic Breast Cancer Awareness Day. About 168,000 women in the U.S. are estimated to have metastatic breast cancer (cancer that spreads beyond the breast to other parts of the body). Researchers estimate that about 30% of early-stage breast cancers eventually metastasize. The day, which began in 2009, is meant to educate the public about the need for more money to go to the study of metastatic breast cancer and the development of new metastatic cancer treatments; and D WHEREAS, while much more common in women, breast cancer affects men, too. In 2021, President Joe Biden designated October 17 to October 23 Men’s Breast Cancer Awareness Week. Lack of awareness and stigma can be barriers to detection and care in men, trans men, and non-binary people; and WHEREAS, the American Cancer Society says people can help reduce risk of cancer by making healthy choices like eating right, staying active, and not smoking. It's also important to follow recommended screening guidelines, which can help detect certain cancers early; and WHEREAS, there is hope. When caught in its earliest, localized stages, the 5-year relative survival rate for breast cancer is 99%. Councilmember offered the following: A Resolution Recognizing Suicide Prevention Month 2024 WHEREAS, September is National Suicide Prevention Month – a month to remember the lives lost to suicide, the millions of people who have struggled with suicidal ideation, and acknowledge the individuals, FT families, and communities that have been impacted. It is also a time to raise awareness and discuss this highly stigmatized topic. In addition to shifting public perception, this month is used to spread hope and vital information to people affected by suicide; and WHEREAS, suicide is the act of intentionally causing one's own death. Suicide is related to brain functions that effect decision-making and behavioral control, making it difficult for people to find positive solutions. Depression, bipolar disorder, and substance use are strongly linked to suicidal thinking and behavior; and RA WHEREAS, United States rates of suicide by all methods rose steadily for adolescents between 1999 and 2020. The suicide rate for veterans is more than 50 percent greater than for non-veteran adults. First responders, including law enforcement officers, firefighters, emergency medical services (EMS) clinicians, and public safety telecommunicators, responders may be at elevated risk for suicide because of the environments in which they work, their culture, and stress, both occupational and personal; and WHEREAS, no one takes their life for a single reason. Life stresses combined with known risk factors, such as childhood trauma, substance use or even chronic physical pain can contribute to someone taking their life; and D WHEREAS, 988 is the three-digit National Suicide & Crisis Lifeline. Americans can connect with trained counselors that offer real support in times of crisis. On July 16, 2020, the FCC adopted rules to establish 988 as the nationwide, easy-to-remember 3-digit dialing code for people in crisis to connect with suicide prevention and mental health crisis counselors. Recognizing the need to better support at-risk communities in crisis, including youth and individuals with disabilities, the FCC adopted additional rules in November 2021 to expand access to this critical service by establishing the ability to also text 988; and WHEREAS, the Community Walks, which began in 2004, held in hundreds of communities across the country, are the core of the Out of the Darkness movement. These events give people the courage to open up about their own connections to the cause, and a platform to create a culture that’s smarter about mental health.
