Councilmember offered the following: The Schenectady City Council, in regular meeting, does ordains as follows: An Ordinance to Amend Article VII, Trucks, Section 248-85 of the Schenectady City Code to Exclude Trucks, Tractors and Tractor Trailer Combinations Over Eight Tons on Kings Road from Albany Street to the City Line. T Section 1. Purpose: For traffic and pedestrian safety and for the proper maintenance of the roadbed, it is necessary to exclude trucks, tractors and tractor trailer combinations in excess of eight (8) tons on Kings Road from Albany Street to the City Line. Section 2. AF The Table of Exclusion of Trucks, Tractors and Tractor Trailer Combinations contained in Section 248-85 of the Schenectady City Code is amended to add the following Street: R Trucks, Tractors and Tractor Trailer Combinations over eight (8) tons are excluded on Kings Road from Albany Street to the City Line D Section 3. This Ordinance shall take effect August 18, 2025. Councilmember offered the following: The Schenectady City Council, in regular meeting, does ordains as follows: An Ordinance to Amend Section Chapter 248-18 of the Schenectady City Code to Designate a Portion of Chrisler Avenue as a One-Way Roadway. Section 1. Purpose: For traffic and pedestrian safety, it is necessary to designate a portion of Chrisler Avenue as a One-way Roadway. T Section 2. AF The Table of One-Way Roadways contained in Section 248-18 of the Schenectady City Code is amended to add the following Street as a One-Way Roadway: Chrisler Avenue in the South-East Bound Direction from the intersection of Crane Street and Main Street to Ostrander Place. R Section 3. This Ordinance shall be effective upon the completion of roadway modifications as certified by the D City Engineer as authorized by Section 248-11 of the City Code. Councilmember offered the following: A Resolution Authorizing the Acceptance of the 2024 External Audit. WHEREAS, the City of Schenectady is required to have an annual independent financial audit; and T WHEREAS, the City of Schenectady retained Cusack and Company to perform the City's independent financial audit for the fiscal year ending on December 31, 2024; and WHEREAS, Cusack and Company has completed the independent audit for the City of Schenectady AF for the fiscal year ending on December 31, 2024, copies of which are on file in the City Clerk's office and incorporated by reference; and WHEREAS, the Finance Committee approved acceptance of the results of the independent audit on June 16th, 2025: R NOW, THEREFORE BE IT, RESOLVED, that the City Council accepts the audit results for fiscal year 2024 for the City of Schenectady. Councilmember offered the following: A Resolution Authorizing the Sale of a Vacant Lot at 317 State Street for $1,500.00. WHEREAS, it is in the best interest of the City of Schenectady to sell parcel numbered SBL # 39.72-2-46; and T WHEREAS, there is no municipal use for the property: NOW, THEREFORE BE IT, AF RESOLVED, the City Council authorizes the Mayor to enter into a contract to transfer the title of parcel numbered SBL # 39.72-2-46 to JUST A LITTLE BIT OF LOVE INC and/or assign for the sum of ONE THOUSAND FIVE HUNDRED AND 00/100 Dollars ($1,500.00). Councilmember offered the following: A Resolution Authorizing the Sale of a Vacant Lot on 529 Schenectady Street for $2,500.00. WHEREAS, it is in the best interest of the City of Schenectady to sell parcel numbered SBL # 49.40-1-3.1; and T WHEREAS, there is no municipal use for the property: NOW, THEREFORE BE IT, AF RESOLVED, the City Council authorizes the Mayor to enter into a contract to transfer the title of parcel numbered SBL # 49.40-1-3.1 to CASALE INVESTING LLC and/or assign for the sum of TWO THOUSAND FIVE HUNDRED AND 00/100 Dollars ($2,500.00); and be it further R RESOLVED, that SBL #49.40-1-3.1 be merged at closing with the adjoining parcel located at 535 Schenectady Street (SBL#49.40-1-18), also being purchased from the City by CASALE INVESTING LLC; and be it further D RESOLVED, that the terms of the contract for sale shall include any terms deemed necessary by the Corporation Counsel. Councilmember offered the following: A Resolution Authorizing the Sale of 535 Schenectady Street for $40,000.00. WHEREAS, it is in the best interest of the City of Schenectady to sell parcel numbered SBL # 49.40-1-18; and T WHEREAS, there is no municipal use for the property: NOW, THEREFORE BE IT, AF RESOLVED, the City Council authorizes the Mayor to enter into a contract to transfer the title of parcel numbered SBL # 49.40-1-18 to CASALE INVESTING LLC and/or assign for the sum of FORTY THOUSAND AND 00/100 ($40,000.00); and be it further RESOLVED, that the terms of the contract for sale shall include a clause stating that the R sale is subject to applicable approvals from the Zoning Board of Appeals and/or Planning Commission prior to the transfer of title; and be it further RESOLVED, that SBL #49.40-1-18 be merged at closing with the adjoining parcel D located at 529 Schenectady Street (SBL#49.40-1-3.1), also being purchased from the City by CASALE INVESTING LLC; and be it further RESOLVED, the terms of the contract for sale to an Investor Buyer shall contain a clause requiring that purchaser pay $500 at closing for building, electrical, plumbing and other applicable permits, that construction of a home on the property begin within thirty days of the purchase, and that total rehabilitation of the property, requiring compliance with the State Building Code and securing appropriate building permits with necessary inspections be completed within 6 months of purchase, as well as any other terms deemed necessary by the Corporation Counsel. WHEREAS, a Notice of Foreclosure was filed in New York State Supreme Court, Schenectady County, having index no. 2024-1194; and T WHEREAS, 30 Cromer Avenue (SBL# 60.31-2-16) was included on the list of delinquent properties in said foreclosure action; and AF WHEREAS, the current owner is trying to sell the property and wishes to pay all outstanding taxes, interest, invoices, and other charges including a $1,000 administrative charge (collectively, the “funds for redemption”) at closing to redeem the property. The settlement also includes releases of any claims against the City of Schenectady by the parties involved; and R NOW, THEREFORE BE IT, RESOLVED, that the City Council authorizes the Office of Corporation Counsel to withdraw the property from the foreclosure action so long as the closing and the funds for D redemption are received by July 18, 2025. Councilmember offered the following: A Resolution Authorizing the Settlement of Tax Certiorari Action by the Owner of Property Located at 1612 Chrisler Avenue. WHEREAS, the owner of property located at 1612 Chrisler Avenue has instituted a certiorari action to review the assessment upon the property (Index No. 2024-1510); and T WHEREAS, the City’s Office of Corporation Counsel has negotiated a settlement of the action and having apprised the City Council of the same, and the Claims Committee having approved the settlement as follows Address 1612 Chrisler Ave AF S/B/L 49.80-1-42.11 Years Assessment at Issue Settlement Assessment 2025-2027 $3,750,000 $3,350,000 NOW, THEREFORE, BE IT RESOLVED, the settlement proposed by the Corporation R Counsel is hereby approved and the relevant personnel of the City are hereby authorized to make and execute such documents as may be necessary and acceptable by the City’s Office of Corporation Counsel to give such effect to such settlement in accordance with the above. Councilmember offered the following: A Resolution Authorizing the Settlement of Tax Certiorari Action by the Owner of Property Located at 2037 State Street. WHEREAS, the owner of property located at 2037 State Street has instituted a certiorari action to review the assessment upon the property (Index No. 2024-1508); and T WHEREAS, the City’s Office of Corporation Counsel has negotiated a settlement of the action and having apprised the City Council of the same, and the Claims Committee having approved the settlement as follows Address 2037 State Street AF S/B/L 60.56-3-46 Years Assessment at Issue Settlement Assessment 2025-2027 $2,450,000 $2,150,000 NOW, THEREFORE, BE IT RESOLVED, the settlement proposed by the Corporation R Counsel is hereby approved and the relevant personnel of the City are hereby authorized to make and execute such documents as may be necessary and acceptable by the City’s Office of Corporation Counsel to give such effect to such settlement in accordance with the above. Councilmember offered the following: A Resolution Accepting the Bid and Awarding the Contract for “Franklin Street Cycle Track NYSDOT PIN 1760.61” to Carver Construction, Inc. in the amount of $2,089,174.00 WHEREAS the City of Schenectady applied for and received competitive funding through the Capital Region Transportation Improvement Program solicitation in 2019; and T WHEREAS, the City hired Clough Habor & Associates to design the roadway incorporating a bicycle lane from Nott Terrace to Clinton Street; and AF WHEREAS, the City of Schenectady’s Engineering Department solicited and received bids for the “Franklin Street Cycle Track NYSDOT PIN 1760.61” with a low bid in the amount of $2,089,174.00 received from Carver Construction, Inc. of Albany, NY. NOW THEREFORE BE IT, R RESOLVED, that the City Council, acting as a Board of Contract and Supply under Section C5-9 of the City Charter, confirms and ratifies the acceptance of the bid and the awarding of the D contract to Carver Construction, Inc. of Troy, NY, for the “Franklin Street Cycle Track NYSDOT PIN 1760.61” in the amount of $2,089,174.00; and IT IS FURTHER RESOLVED, that the Mayor or his designee is authorized to execute the contract identified hereinabove, the terms of which shall be set by the City Engineering Department in cooperation with the Corporation Counsel.
