Councilmember offered the following: A Resolution Accepting the 2023 Consolidated Annual Performance and RA Evaluation Report. WHEREAS, the City of Schenectady is required under U.S. Department of Housing and Urban Development (HUD) regulations to submit a Consolidated Annual Performance and Evaluation Report (CAPER) at the close of each program year; and WHEREAS, the 2023 CAPER provides a summary of accomplishments related to the 2023 Annual Action Plan related to the projects and programs funded through the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and the Emergency Solutions Grant FT (ESG) programs; and WHEREAS, the fifteen-day public comment period on the CAPER ran from July 22, 2025, through August 5, 2025, and a Public Hearing was held on the CAPER on August 11, 2025; and WHEREAS, the City Council has reviewed the 2023 CAPER and there were no public comments; and NOW THEREFORE BE IT, RESOLVED, that the Schenectady City Council accepts the 2023 CAPER and Mayor or his designee is authorized to execute all necessary documents for the submission of the 2023 CAPER to HUD. Councilmember offered the following: A Resolution Authorizing the Mayor to Accept a Cybersecurity Grant in the Amount of RA $50,000.00. WHEREAS, the City of Schenectady has been awarded $50,000.00 in Fiscal Year 2022 federal funding under the Cybersecurity Grant Program and no matching funds are required by the City; and WHEREAS, the funding for this Grant is by provided by the United States Department of Homeland Security (DHS), the New York State Homeland Security Grant Program (SHSP) and is administered by New York State Division of Homeland Security and Emergency Services and (DHSES); and FT WHEREAS, the performance period for this award is from August 1, 2025 through August 31, 2026, and the funding will be used to enhance and sustain the City’s cybersecurity posture to ensure that the City’s information systems are secure and protected from cyber incidents through equipment, training, exercises and planning; and NOW, THEREFORE BE IT RESOLVED, that the Mayor is hereby authorized to execute any and all agreements necessary to effectuate the acceptance of $50,000.00 in the Fiscal Year 2022 Cybersecurity Grant and that all funding through this grant program is subject to New York State and federal guidelines. RA Councilmember offered the following: A Resolution Appointing Councilmember Carmel Patrick as the Chair of the City Housing Stability Task Force. WHEREAS, per Resolution 2025-138, the Schenectady City Council established a nine- member City Housing Stability Task Force (Task Force) to conduct an inclusive, evidence-based assessment of current housing conditions, rental market trends, eviction data, community needs, and potential impact of, and alternatives to, opting in to the Good Cause Eviction Law in the City of Schenectady; and FT WHEREAS, the Task Force shall have its first meeting no later than October 5, 2025, and the Task Force shall present its findings and recommendations to the City Council no later than one hundred and twenty (120) days from its first meeting and the Task Force shall comply with the New York State Open Meetings Law; and WHEREAS, according to Resolution 2025-138 one member of the Task Force shall be a member of the City Council and who shall also serve as the Chair of the Task Force; and NOW, THEREFORE BE IT, RESOLVED that the Schenectady City Council hereby appoints Councilmember Carmel Patrick as the Chair of the City Housing Stability Task Force. RA Councilmember offered the following: A Resolution Authorizing the Redemption and Withdrawal of 1033 Congress Street from Foreclosure. WHEREAS, 1033 Congress Street (SBL# 49.54-4-23) was included on a List of Delinquent Properties in a foreclosure action filed by the City, having Index No. 2022-50; and WHEREAS, the current owner is trying to sell the property and wishes to pay the taxes, FT interest, invoices and other charges including a $1,000 administrative charge (collectively, the “funds for redemption”) at closing to redeem the property. The settlement also includes releases of any claims against the City of Schenectady by the parties involved; and NOW, THEREFORE BE IT, RESOLVED, that the City Council authorizes the Office of Corporation Counsel to withdraw the property from the foreclosure action so long as the closing and the funds for redemption are received by October 24, 2025. WHEREAS, Anthony Roland filed a claim (2025-015) with the City of Schenectady, the claim was denied; and WHEREAS, Anthony Roland filed a small claims case against Schenectady City Court SC- 000960-25/SC with the City of Schenectady; and WHEREAS, a mediation agreement was reached in Schenectady City Court; and FT WHEREAS, the Office of the Corporation Counsel has recommended that it would be in the best interest of the City to settle this matter; and WHEREAS, the settlement proposal was accepted by the City Claims Committee: NOW, THEREFORE BE IT, RESOLVED, that the Office of the Corporation Counsel is authorized to enter into a settlement to settle the claim for $1,000.00, the terms of which shall be set by the Corporation Counsel. Councilmember offered the following: RA A Resolution Recognizing Suicide Prevention Month 2025 WHEREAS, September is National Suicide Prevention Awareness Month, it was created to promote awareness, educate people on warning signs for suicide, and connect people with mental health resources that can help them. It is a month to remember the lives lost to suicide, the millions of people who have struggled with suicidal ideation, and acknowledge the individuals, families, and communities that have been impacted. It is also a time to raise awareness and discuss this highly stigmatized topic, and WHEREAS, suicide is the act of intentionally causing one's own death. Suicide is related to brain functions FT that affect decision-making and behavioral control, making it difficult for people to find positive solutions. Depression, bipolar disorder, and substance use are strongly linked to suicidal thinking and behavior, and WHEREAS, no one takes their life for a single reason. Life stresses combined with known risk factors, such as childhood trauma, substance use, or even chronic physical pain, can contribute to someone taking their life, and WHEREAS, suicide is preventable. Talking about suicide is not harmful – silence is. One honest conversation can be a turning point in someone’s life. Combining knowledge, care, and compassion can make a real impact. Suicide is complex and influenced by many interconnected factors. Knowing the warning signs of suicide saves lives, and WHEREAS, preventing suicide means understanding risk, accessing supportive, proven care, and sharing hope because healing is possible. With the right support, people can heal, build resilience, and thrive after crisis, and WHEREAS, hope and resilience grow when people feel heard. This can guide people to find strength even in D their darkest moments. Every journey is different. There is no “right” way to heal and recover; support should meet people where they are. Healing is personal, and WHEREAS, 988 is the three-digit National Suicide & Crisis Lifeline. Americans can connect with trained counselors who offer real support in times of crisis. On July 16, 2020, the FCC adopted rules to establish 988 as the nationwide, easy-to-remember 3-digit dialing code for people in crisis to connect with suicide prevention and mental health crisis counselors. Recognizing the need to better support at-risk communities in crisis, including youth and individuals with disabilities, the FCC adopted additional rules in November 2021 to expand access to this critical service by establishing the ability to also text 988, and WHEREAS, the Community Walks, which began in 2004, are held in hundreds of communities across the country, are the core of the Out of the Darkness movement. Friends, family members, neighbors, and coworkers walk side-by-side, supporting each other and in memory of those lost to suicide. 14 NOW, THEREFORE BE IT, RESOLVED, that the Schenectady City Council and Mayor Gary R. Barasch Corporation Counsel FT D 17  CITY COUNCIL SCHENECTADY, NEW YORK RA RESOLUTION No. Councilmember offered the following: A Resolution Proclaiming October as Italian Heritage Month WHEREAS, The City of Schenectady has been shaped and enriched by the many waves of Italian immigrants who settled here, bringing with them a strong work ethic, vibrant traditions, and deep devotion to family, faith, and community; and FT WHEREAS, beginning in the late 19th and early 20th centuries, a significant number of Italian immigrants made Schenectady their home, contributing to the growth of our industries, neighborhoods, and cultural life; and WHEREAS, the Italian-American community of Schenectady has made lasting contributions in business, labor, education, the arts, public service, and civic leadership, helping to weave the cultural fabric that defines our city today; and WHEREAS, Italian heritage and culture continue to thrive in Schenectady through its cuisine, festivals, music, language, traditions, and organizations that preserve and pass on this proud legacy to future generations; and WHEREAS, over five centuries have passed since Christopher Columbus, a son of Genoa, Italy, first set sail across the Atlantic Ocean, followed by countless individuals of Italian descent seeking a new life in America. Italian- Americans faced, and continue to face, religious and ethnic discrimination and occasionally brutal violence. The first national Columbus Day was proclaimed in 1892 by President Benjamin Harrison after rioters in New Orleans lynched eleven Italian immigrants the year before. In 1937, President Franklin D. Roosevelt proclaimed Columbus Day as a D national holiday; and WHEREAS, it is fitting and proper that the City of Schenectady recognize and honor the many contributions of our Italian-American citizens, past and present, by joining in the national observance of Italian Heritage Month during the month of October; Whereas, The Order Sons and Daughters of Italy in America (OSIA) is the largest and oldest organization for Italian heritage in North America, encouraging the maintenance of Italian culture and language, as well as the assimilation into American social and political life; sponsoring a wide variety of cultural, educational and charitable programs in furtherance of its mission, as well as countless Italian heritage events; and WHEREAS, The Gabriele D’Annunzio Lodge received its charter on March 28, 1915 and continues to be a true asset to the community, generously serving the City of Schenectady, Schenectady County, and beyond; and 18 WHEREAS, many men and women of Italian descent settled in the City of Schenectady and the City continues to be home to a proud and vibrant Italian-American community that has enriched our City and left an enduring mark that continues to this day; NOW, THEREFORE, BE IT RESOLVED, that the City of Schenectady does hereby proclaim October as Italian Heritage Month in the City of Schenectady, and encourages all residents to join in celebrating the rich history, culture, and enduring contributions of Italian Americans to our community and to the nation. Councilmember offered the following: RA A Resolution Proclaiming October 2025 as Polish American Heritage Month WHEREAS, the first Polish immigrants arrived in Jamestown, Virginia in 1608, performing work as craftsmen, and forming the first Labor Union in this land; and WHEREAS, the first Polish settlers arrived in Schenectady, New York in 1797, with members graduating from Union College, working as merchants, and an individual from that community who was appointed the Police Commissioner; and FT WHEREAS, Schenectady’s Polish immigrant and subsequent Polish–American community contributed greatly to the religious, cultural, economic fabric, and demographic landscape of this diverse city since its earliest days, by influencing arts and education, business and government, social services, and scientific and technological advancements; and WHEREAS, Polish heroes like General Casimir Pulaski and General Thaddeus Kosciuszko played a vital role in our nation's fight for Independence; and WHEREAS, in 1984, the United States House of Representatives Joint Resolution 577 designated August, later changed to October, as Polish American Heritage Month to celebrate the cultural heritage, achievements, and contributions Polish Americans have made to our nation; and WHEREAS, in celebration of Polish American Heritage Month, the Polish American Congress, Central Division of New York State, has chosen Schenectady for the inaugural D running of the “Pierogi 5k” in Schenectady’s Central Park on Saturday, October 18th; and WHEREAS, the Pierogi 5k is intended to combine a focus on health and fitness with a celebration of Polish American heritage, culture, and food: NOW, THEREFORE BE IT, RESOLVED, that the Mayor, Gary R. WHEREAS, the City put out to bid specifications to solicit bids from HVAC companies to provide and perform maintenance and repair services for heating, ventilation and air conditioning (HVAC) equipment to various city buildings; and WHEREAS, the City of Schenectady’s Facilities and Maintenance Department solicited and received bids for HVAC Maintenance and Repairs and that RMB Mechanical Inc., 1442 Fern Avenue FT in Schenectady, New York., provided the best value to the City and was the low bidder; and NOW THEREFORE BE IT, RESOLVED, that the City Council, acting as a Board of Contract and Supply under C5-9 of the City Charter, confirms and ratifies issuance of a contract with RMB Mechanical Inc., for HVAC Maintenance and Repair per the bid specifications for the term of one year with optional one-year renewals for up to four consecutive renewals; and it is further RESOLVED, that the Mayor or his designee is authorized to execute the contract identified hereinabove, the terms of which shall be set by the bid solicitation documents and the Corporation Counsel; and it is further RESOLVED, that the Commissioner of Finance shall charge the costs to various budget codes as necessary. RA Councilmember offered the following: A Resolution Correcting a Typographical Error in Resolution No, 2025-163. WHEREAS, on September 8, 2025, the Schenectady City Council passed Resolution No. 2025-163 authorizing the sale of 269 Altamont Avenue; WHEREAS, there is a typographical error in the purchaser’s name in said resolution as it should be spelled Michael Provost instead of Michael Probost; and FT WHEREAS, it is in the best interest of the City of Schenectady to sell parcel numbered SBL # 49.66-3-10; and WHEREAS, there is no municipal use for the property: NOW, THEREFORE BE IT, RESOLVED, the City Council authorizes the Mayor to enter into a contract to transfer the title of parcel numbered SBL # 49.66-3-10 to Michael Provost for the sum of the past-due taxes, interest, invoices (if any), and one thousand dollar ($1,000) administrative charge; and be it further RESOLVED, that the terms of the contract for sale shall include a clause requiring that the parcel be sold no later than October 24, 2025, and a clause requiring that the buyer will pay all recording fees, as well as any other terms deemed necessary by the Corporation Counsel.
