EvaluationlAnal~sis: The Adopted 2014 Budget anticipated that Bond Anticipation Notes (BANS) would be issued to initially fund the City's current year capital projects and the cost of issuance of such BANs. The Adopted 2014 Budget anticipated that the 2009 BANS outstanding balance ($25,499,615) would be permanently financed through the issuance of Bonds, as required. The 2014 Adopted Budget has sufficient debt service monies available to also support the permanent financing of the 20 10 Bonds outstanding balance ($1 1,585,594). Additionally, the City currently has outstanding BANS (previously issued initially in 2007, 201 1, 2012, and 2013) totaling $28,066,025. These BANS will mature in May 2014 and at that time will need to either be rolled for another year or permanently financed. None of these BANs are required to be permanently financed during 2014. Upon consultation with the City's Financial Advisor and Bond Counsel, this recommended plan of finance has been developed. It is anticipated that the BANS issued in 2014 will be issued at an interest rate around 1% and the issuance of Bonds would yield an interest rate around 4%. Wallin, P.E., City Engineer SUBJECT: Request The Authorization to Enter Into An Agreement With AECOM USA Inc., For Design Services In Connection With the Oak Street Bridge over CSX: Bridge Replacement or Repair (PIN 1755.33) TO BE PLACED ON COUNCIL AGENDA OF: March 3,2014 Background Information: The Oak Street Bridge carries traffic and pedestrians over the ArntraMCSX railroad and a small creek. This vital link between the Mount Pleasant and Bellevue neighborhoods in the City was closed on April 24,201 3 due to the deterioration of the bridges lateral bracing. In response to tlus closure the City of Schenectady received approval from the Capital District Transportation Committee to move the bridge from a possible replacement in 2018 or beyond into a preservation project in the 2014-2015 Federal Fiscal year. Request for qualifications were sent out to all fifteen (15) eligible firms on the Local Design Services Agreement list for Region 1. The City received nine (9) notices of interest for the Oak Street Bridge project. After the careful review and discussion of each proposal it is the evaluation committee's recommendation that the City enter into an agreement with AECOM USA, Inc. for design services related to the above mentioned project. Funding will be reimbursed to the City as follows; 80% Federal, 15% State (also known as Marchiselli) and 5% City. Please note that Marchiselli funding is not guaranteed. Funding for this design phase is planned to come from the Capital Fund Reserve. Recommendation: Authorize the Mayor enter into an Agreement with AECOM USA, Inc. for design services for the Oak Street Bridge over CSX: Bridge Replacement or Repair (PIN 1755.33). Chuck Thorne - Schenectady - Recently the City Code was made available through a product called eCode. One of the features of eCode is its sophisticated search engine. In the coming months we will systematically be examining the Code, using eCode, to identify date or obsolete sections of the City Code and either eliminate or update them. The ordinance we are proposing tonight deletes several boards or commissions that have either been replaced or no longer have a .function. They are: DARE Advisory Committee; Environmental Conservation Commission; Police Review Committee (replaced by the CPRB); Tuesday in the Park & Colonial Festival Advisory Committee; Central Park Stage Committee 2, Jason PIanck - Schenectady - Spoke on the Economic Development Zoning Administration (EDZ) Board. Added he completed a FOIL request in 2007. The board is slated to meet monthly and acts as a check & balance within the system. I-Ie noted Jobs Etc. and others offer employment programs. Regarding PILOT programs he noted a 15 to 1 cost benefit analysis. I-Ie added existing jobs are not new jobs and should not be counted when evaluating outcomes. He wants to see the EDZ Board remain. 3. Vickie Hunenitz - Read over the Economic Development Zoning Administration (EDZ) Board mission and purpose. Spoke to the benefits of the tax credits. Noted the benefits are different from Metroplex programs. She added the Empire Zone Program benefits low income, persons on public assistance and veterans.
