Rental cefiificate. {I) This chapter shalf apply to all buildings in the City of Schenectady which contain two or more rental units, except amended, other than under Section 8 of the Act. (2) Whenever a vacancy shall exist in a rental unit and a leasing is about to occur, or whenever there is a change in occupancy, the owner shall submit a written application for a rentat certificate. This application shall indicate the name and address of the owner, the location of the property and t h e identity of the rental unit by number or other suitable means. (3) Within five working days of receipt of an application, the Building Inspector shalf inspect the rental unit to determine ifthe ren"cai unit is in compliance with the fallowing ~"tandards (a) Light and ventilation. The Building Inspector may seek a search warrant whenever the owner, managing agent or occupant faifs to allow inspections of any dwelling unit contained in the rental property where there is a reasonable cause to believe that there is a violation of this chapter, or a violation of the New Vork Uniformed Fire Prevention Building Code Act or of any code of the City of Schenectady or any applicable fire code. $ 210-10 Term of certificate. The rental certificate shall be valid until such time that there is a change in occupancy, unless the Building Inspector revokes such permit pursuant to (5 210-11 of this chapter. 5 210-11 Revocation. A. The Building inspecmor may revoke a rental certificate after notice to the owner and an opportunity for the owner to be heard upon a Finding that the requirements of this chapter or any conditions of said rental certificate have been violated or that the premises are not being maintained in accordance with the requirements of this chapter or any applicable law, rule or regulation. B. Whenever the Building Inspector revokes the rental certificate, he shall sewe the owner with a written notice of revocation which shalt incfude a statement of the grounds For revocation and a statement of particulars specibing in what respect the rental unit or building in which it is located is in violation. 5 210-12Transfer of title. Within 10 days of transfer of legal or equitable title, the owner of the building must submit a written application for a rental certificate. 5 210-13 Contents. A rental certificate shall stale the identity of the owner; the address of the premises and owners; the identity of the unit by number or other suitable means; the identity of the existing or proposed tenants; t h e date of inspection; the finding of the inspector concerning the habitability of the premises, and signature ofthe Inspeetor, $ 210-14Fees A, The fees for the inspection and the issuance oh a rental certificate for each rental unit are as follows: ~nspeetisn:$50;reinspectian: $25. The NFPS was inundated from severe flooding resulting fiom Hurricane Irene during the Fall of 2011, at which time the Mohawk River's water level rose above the 100 yr flood elevation and raw sewage and river water breached the dividing wall between the wetwell and drywell areas flooding the interior of the pump station. The flooding of the pump station interior caused significant damage to the facility's electrical and control systems as well as emergency generator thereby rendering the facility inoperable until the flood waters subsided, at which time the City accessed the station and made repairs to the pump station to bring it back on line. Due to the age and condition of the existing pump station, the City has decided to pursue the construction of a new pump station to replace the existing pump station. Evaluation/Analysis: The City sent out a Request for Proposals in October of 2013 for the above project. Proposals were received in sealed envelopes by the Water Department on November 18, 20 13. The City then established a committee to review all proposals. Based on a unanimous decision of the review committee, it is the recommendation of the review committee that the City Council enter into a professional service agreement with MJ Engineering and Land Surveying, P.C. as the lowest responsible proposal in the amount of $175,800.00. Recommendation: Authorize the Mayor to enter into an agreement with MJ Engineering And Land Surveying, P.C. for the Engineering Report, Design, Construction Administration & Construction Inspection Services for the North Ferry Street Pump Station Replacement in the amount of $175,800.00. Funding will be fiom Capital Budget Code 11017085-202.
