During 2014 Staff obtained the module and have recently completed all installation and testing. Update: Staff anticipates rolling out this service later in February or early March. The service will be first available for payments due for the follo~vingitems: property tax bills, waterisewer commercial fees and certain mnicipal vouchers. Isaac G. Duryee, a fi-ee person of color, became the co- founder of the interracial Anti-Slavery Society at Union College and, in 1837, of the Anti- Slavery Society of Schenectady; and WHEREAS, the City is the home of Vale Cemetery, which the National Park Service recognizes as part of the National Underground Railroad Network to Freedom; and WHEREAS, Schenectady was also home to the abolitionist and barber Richard P.G. Wright; Theodore Sedgwick Wright, who was the first African-American to graduate from an American Theological Seminary; and Bartlett Jackson, who was the first Afncan-American hired by the Schenectady Police Department: NOW, THEREFORE BE IT RESOLVED, that the Mayor, Gary R. ( I ) The Waterfront Development (6-3) District is established to provide unique opportunities for the development and maintenance of water-oriented uses tvithin certain areas of the City adjacent to the Mohawk River. The 6-3 D i s ~ c t pennits cerlain recreational, open space. business and residential uses which will generally benefit from and enhance the unique aesthetic, recreational and enviromental quatities of the waterfront areas. This d i s t ~ c tis also designed to protect unique and sensitive envkomental features that exist along the shoreline. to promote and encourage public access to the shoreline and to encourage appropiate water-oriented recreational uses along the shorelme. (2) The specific purposes of this district include the following: (a) To provide for a desirable mix of water-dependent and water-edanced recreational opportunities, business uses and residential uses which complement each other and take adcrantage of the unique Locational characteristics of the Mohawk River. In any building with frontage on the Mohawk River or any ernbaynnent thereof; professional and business offices that exceed 5,000 square feet shall be located on upper floors, witkt retail and service uses located on the ground floor. For all other buildings, pmfessional and business offices containkg m r e than 30,000 square feet shall be located on upper floors, with retail and senice uses located on the ground floor. The Planning Conunission has authority to approve lesser setbacks as deemed appropriate for the development. Such a vehicle may be removed by the Police Department, and the cost of removal, storage and disposition thereof shall be borne by the owner, except that when the removal of an abandoned vehicle is from private property, the property owner shall be jointly and severally liable with the vehicle owner for the cost of removal, storage and disposition. All above-mentioned expenses incurred by the City may be assessed againstthe property upon which such vehicle was Fou~d,which assessment shall constitute a lien and a charge on such property and be coilected as provided by iaw far the csliection of delinquent taxes. 8 248-90.1. Creation; purpose. There is hereby created in the city a Housing Standards Review Board ("Board") to: A. Vary or modify the application of the provisions of the Multiple Residence Law or rules or regulations in connection therewith; and B. Entertain appeals t o sustain, modib or repeal notices of violation issued by the Building lnspector or his duly appointed representative pursuant t o Chapters 138 and 167 of the Code of the City of Schenectady. C. Entertain appeals t o sustain, modify or repeal notices of denial of applications for rental certificates and notices of revocation of rental certificates issued by the Building lnspector or his duly appointed representative pursuant t o Chapter 167 of the Code of the City of Schenectady. Rules and regulations. The Board is authorized t o make and adopt such written rules and regulations as may be necessary for the proper enforcement and interpretation of this chapter and t o secure the intent thereof. Such rules and regulations shall not be in conflict with the provisions of this chapter or any other ordinance of the city, nor shall they have the effect of waiving any provisions of this chapter or any other ordinance. B. To vary or modify the application of any provision of law or of any rule of a department or commission relating and limited t o egress from dwellings, fire-retarding of public halls and stairs or height and requisite open spaces, provided that the basic spirit and intent of the law are maintained and public health, safety and welfare are preserved. Such variance or modification may be granted only after satisfactory proof, at a public hearing, of practical difficulties or unnecessary hardships t o be encountered in complying with the strict letter of such law or rule. C. Housing surveys; priority areas. In order t o implement enforcement of this chapter, the Board shall cause housing surveys t o be made and t o designate areas of rehabilitation and consewation in conformance with the Comprehensive Plan of the city. The Board shall be empowered and they may designate the area or areas which shall receive immediate and/or current attention in the enforcement of this chapter. D. Appeals. (1) Upon receipt of an appeal from a notice of violation, notice of denial of an application for a rental certificate and/or a notice of revocation of a rental certificate, the Board shail set a time and place for hearing such appeal and shall give the applicant at least seven days'written notice thereof. At such hearing, the applicant or his representative shall be given an opportunity t o show cause why such notice of violation, notice of denial of an application for a rental certificate and/or a notice of revocation of a rental certificate should be modified or withdrawn. No. 93-12] (2) After a hearing held in accordance with Subsection D(1) above and upon review of the evidence presented, the Board shall sustain, modify or withdraw the notice of the Building Inspector. If the notice of violation is sustained or modified, such decision shall be deemed a final order, Where there are practical difiicuities or unreasonable hardships in the literal enforcement of the pr~visioncd this chapter, the Board shall have the power to authorize avariance from the provisions of this chapter, provided "sat the intent of the chapter shail be observed with respect to the safeguarding of public health, safety or welfare.
