The City had contemplated settlement of these contracts when developing its 2015 Budget based on the progress of negotiations known when the 2015 Budget was being developed. As a result, the 201 5 Adopted Budget contains a Payroll Contingency Budget (1 989- 485~4)in each Fund wherein CSEA or Trades salaries exist. EvaluationlAnalysis: The final CSEA and Trades Agreements contained salary increases that differed from those reflected in the 2015 Adopted Budget Payroll Contingency lines. Specificaily, salary increases that are retroactive to 2013 were kngher and occur in January m d July of each year raher than in January o f each yeas. Therefore, other budget lines in addition to the amount a~railablein the City's respec"cve 205 5 Adopted Budget Payroll Conthgeney Lines are being used to supporl the required budget changes.
