Background Information:
The Capital District Transportation Committee approved the City's application for the
"Element Specific Bridge Repair, Altamont Ave over CSX/Amtrak & Pedestrian Bridges over 1-
890" as part of a recent project solicitation. The City then solicited for qualifications off of the
current Local Design Service Agreement list and after a thorough evaluation of the responses
selected and negotiated a scope of services with MJ Engineering and Land Surveying, Pc. This
requested was then submitted to the NYSDOT for authorization to proceed. NYSDOT has
reviewed this scope and upon execution of this agreement, the City can proceed.
Evaluation/Analysis:
This agreement will authorize the City and in turn MJ Engineering & Land Surveying, PC to
begin Scoping and Engineering Services to evaluate the condition of the bridges. Funding will
be reimbursed to the City at 80% Federal with a 15% Marchiselli share and a 5% City match.
The proposed cost for this work is estimated at $118,000. City funding will be from a Capital
Budget Code that will be made especially for this project.
Recommendation:
Authorize the Mayor, or his designee, to enter into an Agreement with NYSDOT for the "Element

Background Information:
FEMA has awarded the City a grant of $960,161 for the acquisition and demolition of the
following properties:
• 18 State Street
• 10 State Street
• 116 Railroad Street
• 108 Railroad Street
Evaluation!Analysis:
Per FEMA grant requirements, this land is to stay undeveloped forever aside from some minor
landscaping and walking paths. Together, these parcels serve a major purpose in allowing us the
ability to expand the footprint of Gateway Plaza. There is no required match.
Recommendation:
I recommend that the City Council accept an amount not to exceed $960,161 in FEMA grant
funding for the acquisition and demolition of previously mentioned properties and for the
eventual use in the expansion of Gateway Plaza.
