OFFICIAL PROCLAMATION
- Office of the Mayor -
SCHENECTADY, NEW YORK
WHEREAS, Each year, the first Tuesday of August throughout the USA (except in
Texas, where it conflicts with a state holiday and is celebrated at a later date) is set aside for
National Night Out by the national organization of NATW (National Association of Town
Watch); and
WHEREAS, The City of Schenectady has had an active Neighborhood Watch
organization since 1981 dedicated to enhancing all aspects of Public Safety. The Woodlawn
Neighborhood has graciously offered to provide its beautiful Woodlawn Park at the intersection
of Kings Road and Ricci Avenue as the site of this event. The Woodlawn Neighborhood has
offered its members to assist and participate in this event. This organization has steadfastly
worked to improve and maintain a positive relationship with all Law Enforcement agencies in
the City and County of Schenectady, including The Schenectady Police Department, Fire
Department and the County Sheriffs Department and the fine residents of this city and their
guests and visitors; and
WHEREAS, Members of the Schenectady Neighborhood Watch have provided their
volunteer services to aid Community Events, have been trained to avoid being a victim of crime
and/or human caused or natural disasters, aided in the search for lost children and adults, and
improve the quality of life in their neighborhoods. The Schenectady Neighborhood Watch
organization in 2010 received the Schenectady County Human Rights Award, as a group, for its
tireless efforts to maintain all the Human Rights of all the City residents afforded under the law;
and
NOW, THEREFORE, I, GARY MCCARTHY, Mayor of the City of Schenectady,
do hereby proclaim August 1,2017 as National Night Out Day in the City of Schenectady,
and ask that all the residents of the City of Schenectady participate in some way in this National
Night Out, by attending the event, leaving a porch light on, or aiding a neighbor.

Westcott Road Development, LLC for would like to install a Sign that is approximately 9' 2" high by 16'

Evaluation/Analysis:
Attached please find the Revocable Permit Application and the pictures submitted for the sign on the
corner of the property located at 2 Rush Street, Schenectady, NY.
Recommendation:
Authorize the Issuance of Revocable Permit No. 620 to Westcott Road Development, LLC for a Sign

REVOCABLE PERMIT
NO. 620
The City of Schenectady hereby grants Revocable Permit No. 620 to Westcott Road Development, LLC for a
Sign that is approximately 9' 2" high by 16' wide and will encroach the City right-of-way on the corner of the
property 2 Rush Street, Schenectady, New York.
a) The Sign is approximately 9' 2" high by 16' wide and encroach the City right-of-way with a
minimum clearance of 8' on the corner of the property at 2 Rush Street, Schenectady,
New York
b) Westcott Road Development, LLC shall hold the City, its employees or agents harmless for
any damage to the Sign resulting from their acts in performing of their duties.
c) So long as the Sign remains in the City right-of-way, Westcott Road Development, LLC shall
carry, at THEIR expense public liability insurance in an amount not less than
$1,000,000/$1,000,000 for personal liability and not less than $1,000,000 for property
damage in one accident and $2,000,000 in the aggregate. The liability policy must the
name City of Schenectady as additionally insured to be saved harmless for personal
liability and property damage and is subject to the approval of the Corporation Counsel
of the City of Schenectady.
d) The City Engineer of the City of Schenectady reserves the power to revoke the permission
granted and to require the removal of the Sign except in case of a dangerous condition
which shall be corrected immediately upon notification.
e) Westcott Road Development, LLC complies with all rules, regulations and building permits
relating to the erection and maintenance of the Sign.
f) Westcott Road Development, LLC agrees to defend, indemnify and hold harmless the City
of Schenectady, their officers, agents and employees from any and against any and all
claims, suits, liens, judgments, damages, losses and expenses including reasonable legal
fees and costs arising in whole or in part and in any manner from acts, omissions, breach
or default of Westcott Road Development, LLC, or their agent, related to their
performance related to this revocable permit.

SUBJECT: Authorize the Mayor, or his designee, to Apply for a New York State Climate Smart
Community Grant in the amount of $28,000
TO BE PLACED ON COUNCIL AGENDA OF: July 10, 2017
Background Information:
The City has made particular efforts to combat climate change on the City level including, but not
limited to, implementation projects to decrease fuel consumption, resolutions to acknowledge the
need to reduce greenhouse gas (GHG) emissions, and sustainability and planning efforts targeting
short and long-term strategies to identify actions the City can take.
Evaluation/Analysis:
The City would like to request financial assistance from the New York State Climate Smart
Communities Grant Program to evaluate our existing climate action plan, implement long term
strategies associated with climate risk factors such as; heat, flooding and drought, and to complete
action items that will contribute towards Climate Smart Community Certification.
This grant requires a minimum 500,,1, /lin-kind" services match that will be provided through City staff.
Recommendation:
Authorize the Mayor, or his designee, to Apply for a New York State Climate Smart Community Grant
in the amount of $28,000
