Wallin, P.E., City Engineer SUBJECT: Award the Bid and Contract for the “Schenectady Multimodal Improvements – Base Bid” to Callanan Industries, Inc. in the amount of $1,657,843.90 TO BE PLACED ON COUNCIL AGENDA OF: October 10, 2017 Background Information: This joint contract is for the construction of Sidewalks on McClellan Street & Grand Blvd., City of Schenectady, PIN 1759.55 and the Transportation Alternative Program (TAP) – Central Park-Downtown Schenectady Trail Connection, PIN 1760.09. Given the similar nature of the two projects it was decided to bid them together in order to receive better pricing and expedite the construction schedule. Sidewalks on McClellan & Grand Blvd. - On October 5, 2012 the City of Schenectady in cooperation with the Schenectady City School District submitted an application under the Safe Routes to School grant program to the New York State Department of Transportation (NYSDOT). The application laid out a project in which sidewalks and pedestrian improvements would be installed on McClellan Street from Grand Boulevard to Kingston Avenue and Grand Boulevard from Nott Street to McClellan Street. Signal replacement, crosswalk installation and necessary signage will also be provided with this project. Central Park-Downtown Trail Connection - The City of Schenectady in cooperation with Schenectady County has been working to construct a 1.8 mile off-road multi-use trail connecting Central Park with Vale Park/Cemetery and downtown Schenectady. This ongoing project is considered Phase 1 of the Downtown Schenectady Park Loop project – a larger project conceived as part of the City of Schenectady’s Bike Route Master Plan completed in October 2001. The goal of the project is to create a continuous looping multi-use trail connecting downtown Schenectady to the City park system and other activity centers. Evaluation/Analysis: The Engineering Department solicited and received bids on September 13, 2017 with low base bid of $1,657,843.90 from Callanan Industries, Inc. of Albany, NY. The cost and expense of this work is to be charged to a Capital Code which will be specifically set up by Finance, for this project. Recommendation: Authorize the Mayor to enter into a contract with Callanan Industries, Inc. for the "Schenectady Multimodal Improvements – Base Bid" in the amount of $1,657,843.90.
