(TCB) is currently underway with a $20 million investment in the Hamilton Hill neighborhood. The development is called Hillside View. The project is a comprehensive redevelopment effort that creates quality housing and attracts major new investment to the Albany and Craig Street corridors in Schenectady. The current project involves renovations to both the former Horace Mann School at 602 Craig Street and the former St. Columba’s School at 400 Craig Street. Four empty lots will also be filled by Hillside View’s new investment. Three buildings that are beyond repair will be demolished. A total of 58 new apartments will be created – 25 for seniors and 33 for families. In addition, to draw working artists and small businesses to the neighborhood, a Makers Space will be built at the former St. Columba’s School by the same team that successfully developed the Albany Barn project. The Hillside View investment continues the momentum created by the $18 million Joseph Allen Apartments on Albany Street, the $3 million investment for the new Bornt Library/Literacy Center and Family Dollar store on State Street as well as the $10 million renovation of Summit Towers. In total, the Hamilton Hill neighborhood is now benefitting from more than $50 million in new investments. We are pleased to inform the Council that TCB is ready to begin Phase 2 of the Hillside View project. This next phase of the development calls for the purchase of 29 vacant lots and houses that are beyond repair from the City of Schenectady. A complete list is attached. These buildings and lots are now owned by both SURA and the City. At the next Council meeting, we would like the Council to approve transferring ownership of the SURA parcels to the City followed by a sale of the 29 properties to TCB for $17,000. The developer would then demolish 12 buildings at their expense saving the City and the Land Bank an estimated $830,000. Following demolition and site prep, TCB plans to create 94 new 26 apartments plus commercial and retail space with an estimated new investment of $30 million in the Hamilton Hill neighborhood. While the Council considers this property sale, Metroplex is working to acquire three properties: 831 Albany Street, 909 Delamont Avenue and 712 Stanley Street from ATF as they are also needed for the new development. A key part of the new redevelopment plan is the brownfield clean-up of the former Comanzo’s Cleaners at 820, 824 and 830 Albany and 302 and 304 Craig Streets. These properties are in a highly visible location at the corner of Albany and Craig and their run-down condition has been a blight on the neighborhood for many years. The City never foreclosed on these properties due to environmental concerns and we are thankful that TCB is willing to do the clean-up work at their expense following donation of the properties to them by the current owners. We are also asking the Council to forgive City – held mortgages on these properties as they have no value due to the environmental issues with this site. Approval of the sale of 29 blighted properties and the clean-up of a former dry cleaner in the heart of this neighborhood, allows a major new redevelopment effort to occur in the heart of Hamilton Hill. We strongly encourage the Council to support these resolutions. TCB is a large, well established and very capable real estate developer. Since 1964, TCB has constructed or preserved hundreds of affordable and mixed-income housing developments and secured billions of dollars in project financing from public and private sources. Today, the company owns or manages over 10,000 apartments in 14 states and The District of Columbia. Evaluation/Analysis: TCB’s Hillside View Phase 2 Redevelopment will generate new jobs and investment in Hamilton Hill. It is part of a focused, concerted effort that is now driving development up Albany Street and down Craig Street. Recommendation: It is recommended that the City Council approve the property sale to TCB on November 13.
