The sale price reflects the full value based on a recent appraisal (copy attached). The building is now a liability for the City. Sale of the property will add to revitalization efforts currently underway on Eastern Avenue. The City owns the former St. Mary’s School via a tax foreclosure. The school has been vacant for more than 30 years. The condition of the building is poor and detracts from redevelopment work that is ongoing in the neighborhood. Metroplex has joined forces with the Land Bank and BNI to try and redevelop this portion of Eastern Avenue. We are working with a major housing developer based in Rochester called Home Leasing. Home Leasing is a family-owned development, construction and property management company specializing in high-quality housing. It was founded in 1967 and currently operates 21 housing developments with approximately 2,000 units. In Schenectady, we are working to develop a project with this developer called Renaissance Square. This project would create 50 to 60 high quality housing units featuring one and two bedroom apartments on Eastern Avenue and Irving Street. The new housing units would be built at the former St. Mary’s School, the former Ras Furniture Building at 823 Eastern Avenue and at the corner of Eastern Avenue and University Place where two buildings would be demolished to create room for new construction. In total, this project would renovate two long vacant buildings (Ras and St. Mary’s School) and demolish two other vacant structures (a former print shop and funeral home) making way for new construction. The new housing units will be high quality, but will be affordable for current neighborhood residents. We have obtained purchase options on all properties with the exception of the former St. Mary’s School. To complete financing for the new development, we need Council approval for the sale of the former school. In total, this housing development represents a roughly $12 million investment in the future of Eastern Avenue. The developer needs site control for the former school to complete applications for housing and historic tax credits needed to help finance the project. Evaluation/Analysis: Renaissance Square will add to redevelopment momentum on Eastern Avenue. We are asking the Council to approve sale of this long vacant property to help us continue the revitalization of this neighborhood. Recommendation: It is recommended that the City Council approve the property sale. These fees are assessed against the developer of these sites. Evaluation/Analysis: The amount of the fee to be assessed per residential and/or commercial unit has not been set, even though there are existing Inter-municipal Agreements that allow for the charging of a fee. As such, the Commissioner of General Services is asking the City Council to pass a resolution that sets these fees by resolution based on the recommendation of the Commissioner of General Services and then another resolution which sets the proposed rates. Recommendation: Pass legislation that allows for the setting of the rates to be charged for these out- of-City limits additions to the City's sewer service by resolution and pass an additional resolution setting the appropriate fee.
