BAR, Assessor, City of Schenectady Law Friday, March 16, 2018  CITY OF SCHENECTADY LEGISLATIVE REQUEST FORM COMMITTEE ASSIGNMENT: DATE: March 15, 2018 TO: City Council FROM: Kristin Diotte, Director of Development SUBJECT: Presentation of the 2018-2019 Proposed Action Plan and Call for a Public Hearing Background Information: Funding in the amount of $2,083,054 in Community Development Block Grant (CDBG), $186,143 in Emergency Solutions Grant (ESG), and $451,197 in HOME Investment Partnerships for a total of $2,720,394 has been allocated to the City of Schenectady by the U.S. Department of Housing and Urban Development (HUD) for the 2018-2019 Federal Fiscal Year. The 2018-2019 Proposed Action Plan details the funded strategies to achieve City goals and objectives which were recommended in the adopted 2015-2019 Consolidated Plan. Evaluation/Analysis: Applications for 2018-2019 Federal Fiscal Year funding were reviewed and the recommendations for funding allocations are being presented as part of the 2018-2019 Proposed Action Plan. The 2018-2019 Proposed Action Plan will also be made available to the public for comment beginning March 20, 2018 and ending April 20, 2018. Recommendation: Presentation of the 2018-2019 Proposed Action Plan and announcement of a thirty-day comment period. In addition, a call for a Public Hearing to be held on Monday, April 9, 2018, at 7pm in the City Council Chambers, Room 209 to coincide with the regularly scheduled City Council Meeting for the purposes of hearing comments on the 2018-2019 Proposed Action Plan. The purpose of the Order is to limit the amount of sewage discharge into the Mohawk River. This order limits the amount of flow that can be funneled through the City's Water Treatment System by imposing a credit system and only allowing the City to handle and/or distribute a certain number of credits. The City does not use 100% of the flow credits allotted under the DEC's order and routinely enters into Inter-municipal Agreements with neighboring municipalities that do not have their own Water Treatment Facilities, such as the Towns of Rotterdam and Glenville. As part of the Agreements, the City charges a one-time hook-up fee per each residential or commercial unit. This fee compensates the City for its services and the municipal flow credits used to accommodate these new hook-ups. However, nothing currently in the City Code sets the fee/rate for the provision of this service. As such, I am requesting that the City Council pass two piece of legislation: 1.) A Resolution allowing the City Council to set the Sewer Connection Fee rate at which other municipalities who use the City's Sewer and Water Treatment System by resolution; and 2.) A Resolution setting fees as follows: $250 per each individual residential unit; and $400 per each individual commercial unit.
