Re: Request for Legislation: Resolution allowing City Council to set Sewer Connection Fees for
Properties not located in the City of Schenectady by resolution and a Resolution setting the
Sewer Connection Fee for Residential and Commercial Properties not located in the City of
Schenectady
The City's Water Treatment Plant is under a Consent Order imposed by the New York State Department
of Environmental Conservation. The purpose of the Order is to limit the amount of sewage discharge
into the Mohawk River. This order limits the amount of flow that can be funneled through the City's
Water Treatment System by imposing a credit system and only allowing the City to handle and/or
distribute a certain number of credits.
The City does not use 100% of the flow credits allotted under the DEC's order and routinely enters into
Inter-municipal Agreements with neighboring municipalities that do not have their own Water
Treatment Facilities, such as the Towns of Rotterdam and Glenville. As part of the Agreements, the City
charges a one-time hook-up fee per each residential or commercial unit. This fee compensates the City
for its services and the municipal flow credits used to accommodate these new hook-ups.
However, nothing currently in the City Code sets the fee/rate for the provision of this service. As such, I
am requesting that the City Council pass two piece of legislation:
1.) A Resolution allowing the City Council to set the Sewer Connection Fee rate at which other
municipalities who use the City's Sewer and Water Treatment System by resolution; and
2.) A Resolution setting fees as follows:
$250 per each individual residential unit; and
$400 per each individual commercial unit.
These figures are based on the best practice standard determined by the Commissioner
of General Services
