Evaluation/Analysis: Subdivision 3 of section 103 of the General Municipal Law provides that the purchase of materials, equipment and supplies, when available through County contracts extended to political subdivisions in the County under County Law, §408-a(2), are exempt from the competitive bidding requirements of the General Municipal Law, §103(1). Schenectady County Department of Engineering and Public Works solicited and issued uniform bids for "Hot-in-Place Recycling" available for County projects and municipal projects within the County and the lowest responsible bid was received from Highway Rehabilitation Corporation of Brewster, New York. This work is to be charged to the Capital Budget Code that will be deSignated for CHIPs funds. As the City Code requires the Council President to preserve decorum, the following rules shall be in effect at Council meetings: A) There are two public comment periods on the agenda of each City Council meeting. The first provides an opportunity for members of the public to comment on agenda items prior to legislative action being taken by City Council. The second public comment period is held at the end of the agenda and is reserved for any additional matters to be brought to the attention of City Council. B) Speakers addressing City Council during the public comment periods will be asked to print their name only on the sign-in sheet provided inside the council chambers for the meeting record. If an organized group of people wish to comment on the same issue or topic, whenever practical they should attempt to have a spokesperson speak on behalf of the group or organization. C) Speakers will be limited to three minutes (exception, at public hearings, speakers are allotted four minutes), after which the Council President, or in his or her absence the Majority Leader, shall ask the speaker to summarize or conclude his or her remarks. D) During the privilege of the floor for the legislative agenda and public hearings, speakers shall keep their comments focused upon the items under consideration on the agenda. Privilege of the floor is not an opportunity for debate and public comment speakers should not expect a back and forth exchange with Council Members. E) Proper decorum must be observed during the public comment period by everyone present, which includes members of City Council, City employees, the speakers themselves, and other members of the public who are present. Speakers shall refrain from slanderous or obscene remarks, disruptive outbursts, threats, and other conduct that disrupts or interferes with the orderly conduct of the business of the meeting. Personal attacks on Council Members, the Administration, City Staff, other speakers, or members of the public, which are unrelated to City business, will not be tolerated. While clapping and other signs of support for a speaker’s remarks are allowed, it should be done in a way that does not interfere with the meeting or prevent others in attendance from observing or hearing the deliberative process. Signs and posters must be small enough so it doesn't impair the view of other members in the audience. F) If any violations of these rules occur, the Council President may declare the speaker out of order. A majority of council can also compel such a decision or overrule the Council President’s decision. If the speaker does not immediately stop speaking, the Council President will call a five- minute recess. LEGISLATION WILL BE PREPARED BY: Engineering CRW:cd  A Resolution Proclaiming May as Motorcycle Awareness Month WHEREAS, motorcycle riding is a popular form of recreation and transportation for thousands of people across the state and nation; and WHEREAS, motorcycles are a common and economical means of transportation that reduces fuel consumption and road wear, and contributes in a significant way to the relief of traffic and parking congestion; and WHEREAS, the National Highway Traffic Safety Administration and the Motorcycle Safety Foundation have named May as Motorcycle Safety Awareness Month; and WHEREAS, states and motorcycle organizations across the country will be conducting a variety of activities to promote the importance of motorist awareness and safely sharing the road with motorcycles and remind riders to make themselves more visible to others; and WHEREAS, the City of Schenectady, wishes to promote the safety campaign of the National Highway Traffic Safety Administration in their effort to ensure the safety and well being of all; and WHEREAS, all highway users should unite in the safe sharing of roadways throughout the City of Schenectady, Schenectady County and The State of New York with all others on the roadways. NOW, THEREFORE BE IT RESOLVED, that the Mayor Gary R.
