After a review of all applications the CDTC Planning Committee awarded the City's approximately $1.1M for the preservation of Broadway (Millard St. to State St.) and Guilderland Avenue (Broadway to City Line). The work will entail the milling and paving of both streets in addition to applicable pedestrian upgrades as per the State's Complete Streets Initiative. Evaluation/Analysis: To better provide the City with a more complete streets style project the Department of Engineering solicited to the DOT for Highway Safety Improvement Monies to upgrade the existing signals at three key intersections. This application was approved by the CDTC in 2017. The attached supplemental agreement is for the additional federal monies for the design of these signal improvements. Wallin, P.E., City Engineer SUBJECT: Authorize the Mayor, or his designee, to enter into an Agreement with New York State Dept. of Transportation (NYSDOT) for Bridge Reconstruction Project, Kings Road Over CSX/Amtrak, BIN 2203130 PIN 1758.95 TO BE PLACED ON COUNCIL AGENDA OF: June 11, 2018 Background Information: The Kings Road Bridge, over CSX/Amtrak, connecting the City of Schenectady and Town of Rotterdam in the Woodlawn Neighborhood is in need of replacement. As such the Department of Engineering solicited and received Federal Aid for the replacement of this bridge in 2016 with design anticipated in 2018 and construction slated for 2020. The new bridge’s construction will necessitate the closure of Kings Road for a period of time in 2020 as right of way limitations do not allow for the construction of a new bridge adjacent to the existing bridge. Evaluation/Analysis: Requests for expressions of interests were made to all 15 firms on the current LDSA list for this region. The received packages were reviewed by an evaluation committee and the firm CHA Companies of Albany, NY was selected to provide design services on this project. Preliminary Design = $239,126.00, Detail Design = $292,351.00 and for the ROW Incidental Phase of the project = $6,920.00. Effective May 2015, per FHWA, we are only able to authorize preliminary design phases I-IV. The agreement however will be for I-VI. This allows for only one agreement and V and VI will be authorized with advanced construction funds. After Design approval and NEPA concurrence, we are able to ask for V and VI. IN SUMMATION: WE NOW HAVE TO GET FEDERAL AUTHORIZATION FOR DETAILED DESIGN SEPARATELY BEFORE INCURRING ANY COSTS. IF COSTS ARE INCURED THEY WILL NOT BE FEDERALLY ELIGIBLE. At this time the non-federal share of Project costs identified for federal aid funding in this agreement is to be provided entirely by the Municipality. No subsidy or reimbursement of any portion of that local match is provided by New York State’s Marchiselli Program or this contract at this time. Furthermore, this Agreement does not assure that any Marchiselli aid for the Project or phase hereunder will be authorized or available in the future. If the Project (and the phase of work) is eligible for State aid under the Marchiselli Program, and such aid is duly requested by the Municipality, NYSDOT may (subject to budgetary requirements) submit an appropriate request for Marchiselli funding authorization by the Legislature. If Legislative authorization for such funding is received, NYSDOT and the Municipality may enter a supplemental agreement providing such Marchiselli aid. Only then would Marchiselli aid be available to the affected Project and phase. CITY OF SCHENECTADY LEGISLATION REQUEST FORM COMMITTEE ASSIGNMENT: City Development & Planning DATE: 5/31/18 TO: COUNCILMEMBERS FROM: Kristin Diotte SUBJECT: The Boys and Girls Club New Facility Background Information: The Boys and Girls Club approached the City last year regarding building a new clubhouse on City owned parkland on Education Drive. On June 5, 2017, the City Council passed a resolution of support to alienate the parkland with the goal to transfer the land to the Boys and Girls club for the construction of their new facility. The proposed parkland alienation and replacement with new parkland in Gateway Plaza was passed by the New York State Legislature soon after. Evaluation/Analysis: The current zoning of the City parkland is "OS" Recreation and Open Space. The "OS" District does not allow the construction of the proposed clubhouse, therefore it will be necessary to change the zoning of the parcel of land being transferred. The Boys and Girls Club is requesting that the zoning be changed to "I" Institutional District. The purpose of the "I" Institutional District as stated in the Zoning Ordinance is: The Institutional (I) District is established to allow for an increased development scale and intensity than would typically be found in the adjacent residential districts to reflect their respective institutional missions and to support continued growth and flexibility. Development is intended to respect the historic development pattern of the existing campuses as well as the surrounding residential neighborhoods and be predominantly pedestrian oriented. Recommendation: The City Council shall pass a resolution to amend the zoning for the portion of land transferred to the Boys and Girls Club for the construction of their new facility, also known as 1101 Forest Road, from "OS" Open Space to "I" Institutional.
