Robert Carreau has been instrumental in fostering opportunities for community-based collaborations that focus his on improving health, safety, housing, employment and the urban environment. Robert Carreau has utilized his extensive experience in strategic grant making, philanthropy and organizational leadership to achieve measurable improvements in the well-being of individuals, families and neighborhoods. Robert Carreau has given of his time and talents to numerous charitable organizations including the United Way of Schenectady County, the Carlilian Foundation, Community AIDS Partnership, Northeast Parent & Child Society and Bigelow Corners Partnership. Robert Carreau, with his own broad palate of interests as a musician, artisan potter and world traveler, has had enormous impact on the region's art scene – from his advocacy of the Schenectady Foundation grant that named the "Agnes Macdonald Music Haven Stage" in 1998 – to his service as board chair of the Empire State Youth Orchestras and co-host of the 8th Step's Open Mic nights at Proctors. Robert Carreau, in recognition of his extraordinary contributions to people and places in Schenectady and throughout the Capital Region, will be honored with the 2019 Music Haven Maven award at the Music Haven Summer Social, August 4.  SCHENECTADY CITY COUNCIL Legislative Request Form Committee: Government Operations Committee Date: Monday, July 15, 2019 From: Karen Zalewski-Wildzunas Subject Final Review - Local Law Banning the use of Plastic Straws in Schenectady Background Info: Evaluation/Analysis Recommendation Friday, July 12, 2019  A Local Law to amend the code of the City of Schenectady, in relation to prohibiting single- use plastic beverage straws and beverage stirrers Definitions. As used in this section, the following terms have the following meanings: Beverage. The term “beverage” manes any liquid, including any slurry, frozen, semi-frozen, or other forms of liquids, intended for drinking. Beverage Provider. The term “beverage provider” means any business, organization, entity, group, or individual located within the City that offers beverages to the public for consumption. Beverage straw. The term “beverage straw” means a tube used for transferring a beverage from its container to the mouth of a consumer. Beverage stirrer. The term “beverage stirrer” means a device used by a consumer that is designed solely for the purpose of mixing liquids intended for internal human consumption. Biodegradable. The term “biodegradable” means the ability of a material to breakdown, within one year, into natural materials in the natural environment without causing harm. Disability. The term “disability” means a physical, intellectual or sensory impairment that substantially limits one or more major life activities. Food Provider. The term “food provider” means any person located within the City that is a retailer of prepared food or beverages for public consumption including, but not limited to, any store, supermarket, delicatessen, restaurant, shop, caterer or mobile food vendor. Person. The term “person” means an individual, business, event promoter, trust, firm, joint stock company, corporation, nonprofit, including a government corporation, partnership, or association. Plastic. The term “plastic” means a synthetic material made from organic polymers, including, but not limited to, polypropylene and polystyrene, that can be molded into shape while soft, and then set into a rigid or slightly elastic form. Single-use plastic straw: The term “single-use plastic straw” means a single-use, disposable tube made predominantly of plastic derived from either petroleum or a biologically based polymer, such as corn or other plant sources, used to transfer a beverage from a container to the mouth of the person drinking the beverage. “Single-use plastic straw” does not include a straw made from non-plastic materials, including, but not limited to, metal, paper, pasta, sugar cane, wood, or bamboo. Distribution: The term “distribution” or “distribute” means the vending, sale, giving, deployment or delivering for any purpose of a straw, other than as defined herein, whether or not incident to the sale, vending or provision of any kind of beverage in a container. “Distribution” does not include provision of a straw with a beverage on private property used as a residence, including nursing homes, or by beverages prepared and packaged outside the City, provided such beverage is not altered, packaged or repackaged with the City. Distribution of Plastic Straws Prohibited No establishment in the city shall offer to consumers any single-use straw or beverage stirrer made of plastic or any other non-biodegradable material. This prohibition shall not apply to: a) Pre-packaged drinks sold at commercial establishments, b) Use by medical or dental facilities, c) Use by individuals with a disability or other impairment requiring use of plastic straw. This local law takes effect January 1, 2020. Penalties for Violation Any person who violates this section or any rule promulgated pursuant thereto shall be liable for a civil penalty recoverable in a civil action brought in the name of the City of Schenectady A. For any violation: 1. First offense: Written warning of violation 2. Second offense within any one-year period: $50.00 fine 3. Third offense within any one-year period: $100.00 fine 4. Fourth offense or more within any one-year period: $250.00 fine B. Each day a prohibited distribution occurs is a single violation October 1, 2019 Dear Business Owner and/or Manager, We are contacting you because the City has adopted anew ordinance which is likely to impact your business. The City of Schenectady is committed to environmental leadership and the conservation of natural resources. The City realizes that discarded plastic straws threaten our drinking water, wildlife and degrade ecosystems. Therefore, on July 15, 2019 the City of Schenectady passed Ordinance which prohibits the sale and distribution of plastic straws within the City limits. The City joins several cities throughout the United States who have enacted similar bans. This Prohibition takes effect January 1, 2020. It is enforceable through written warning and/or fines. Given that your business is likely to sell or distribute plastic straws, the City suggests you take the Prohibition into consideration when making future purchases ofplastic straws.Between now and January 1, 2020wesuggest you use yourremaining plastic straw and stirrer inventory while exploring which alternatives best suit your business. Uniforms also help denote authorized personnel at emergency scenes and make department personnel easily identifiable. Evaluation/Analysis: On June 28, 2019, a Notice to Bidders was published in the Daily Gazette, and on that same day, the bid specifications were made available to the public in the Purchasing Department, and on the Empire State Purchasing Group (BidNet). Subsequently, 24 vendors downloaded the specifications, and on July 10, 2 bids were received by the established deadline. The bids were opened at 11:00 AM that same day and tallied. The low bidder is Municipal Emergency Services of Poughkeepsie, NY. Recommendation: Pass a resolution authorizing the Mayor to enter into a contract with Municipal Emergency Services for the provision of uniforms and accessories for the Schenectady Fire Department. The bid shall be for the period commending with the award of the bid and ending on December 31, 2020. Prices shall remain firm for the entire bid period. WHEREAS, The Schenectady Ole Timers Baseball Club whose membership now exceeds 160 members was founded in 1992 by a group of friends who had grown up primarily in the Schenectady NY area and played or enjoyed baseball at various levels ranging from Little League to the Major Leagues; and WHEREAS, Now in its 27th year, the SOTBC is exploring opportunities and partnerships in an effort to "Give Back" and will make a major contribution to promote our "National Pastime" to newer generations of boys and girls, while facilitating access to and enjoyment of the game; and WHEREAS, This summer, and for four summers to follow, the SOTBC will take a leadership role and partner with the City of Schenectady in making a professionally run baseball skills camp a reality for up to fifty of Schenectady's Little League age eligible kids; and WHEREAS, this hands-on, high activity level camp will be held at Central Park's recently rejuvenated historic "A" diamond, also known as "Buck Ewing Field", over two consecutive days in late summer, this year being Monday, August 12th and Tuesday, August 13th. No fee will be charged to the children who participate, since all costs associated with the camp will be covered by sponsor donations; and WHEREAS, This year's camp will be managed by Princeton University's Assistant Baseball Coach and SOTBC member Alex Jurczynski of Schenectady, who managed a similar baseball skills camp in 2017 at Schenectady Little League with an overwhelmingly positive response and great success; and WHEREAS, There will also be "scholarships" provided to each participating youngster who goes on to play in the Schenectady Little League or Schenectady Babe Ruth League to cover part of the cost of registration along with other positive inducements to encourage these youngsters to continue to play and enjoy the game of baseball: NOW THEREFORE BE IT, RESOLVED, that the Mayor Gary R.
