Evaluation/Analysis: The proposed project is a corrective maintenance project to mill and fill Broadway from 0.12 miles south of Weaver Street to Fourth Street to maintain an important link in the vehicular, transit, pedestrian and bicycle network within the urban center of Schenectady. The current condition score for the portion of Broadway included in this project is 6. This project is Federally funded and reimbursable to the City up to 95%. Preliminary Design = $62,000.00, Detailed Design (AC:ed) = $63,000.00. Effective May 2015, per FHWA, we are only able to authorize preliminary design phases I-IV. The agreement however will be for I-VI. This allows for only one agreement and V and VI will be authorized with advanced construction funds. After Design approval and NEPA concurrence, we are able to ask for V and VI. IN SUMMATION: WE NOW HAVE TO GET FEDERAL AUTHORIZATION FOR DETAILED DESIGN SEPARATELY BEFORE INCURRING ANY COSTS. If the Project (and the phase of work) is eligible for State aid under the Marchiselli Program, and such aid is duly requested by the Municipality, NYSDOT may (subject to budgetary requirements) submit an appropriate request for Marchiselli funding authorization by the Legislature. If Legislative authorization for such funding is received, NYSDOT and the Municipality may enter a supplemental agreement providing such Marchiselli aid. Wallin, P.E., City Engineer SUBJECT: Authorize the Mayor, or his designee, to enter into an Agreement with New York State Dept. of Transportation (NYSDOT) Pedestriant Safety Action Plan (PSAP), City of Schenectady, PIN 1760.95 TO BE PLACED ON COUNCIL AGENDA OF: August 12, 2019 Background Information: In late 2017 New York State issued a Local Call for Projects under their Pedestrian Safety Action Plan (PSAP). The City of Schenectady was listed on this solicitation as a Focus Community and thus was entitled to a percentage of the Regions total funding. This program focuses specifically on the improvement of signalized and uncontrolled intersections and crossings. To that end the City applied for the upgrades and improvements to 10 select signalized intersections in and around the greater downtown area. Evaluation/Analysis: This project follows the guidelines set forth in the Pedestrian Safety Action Plan Call for local projects. It includes upgrades to pedestrian facilities at 10 signalized intersections in the City of Schenectady. Many of these intersections have had pedestrian accident history which we are looking to reduce or eliminate in the future with these improvements. The improvements provide updated Walk indications where needed, countdown timers, latching pedestrian buttons, High visibility crosswalk markings as well as retiming of signals for both pedestrians and coordination of signals with modern controller & communication interfaces. In addition all non- compliant handicapped ramps will be upgraded to current standards with the strict understanding that sidewalk improvements are prohibited from eligibility. The locations selected align with the City's current needs and future anticipated capital improvement projects to create the desired systemic effect. The City has invested millions in the downtown community and is currently partnering with Metroplex to maximize vehicular flow downtown via the conversion of one way streets to two way and/or the "flipping" of one way 1 streets. As the City continues to develop there is a need to upgrade our existing infrastructure to keep pace, the improvements to these select downtown signals will serve as a major asset to pedestrians and motorists alike. At the time of his promotion, Chief Eric Clifford has accumulated 758 hours for 14 years. However, when he was promoted his hours sick time hour remained but the payout was elimintated. Evaluation/Analysis If projected forward, Chief Clifford would have accumulated the necessary minimum hours for a payout within two years of his promotion, with four more years remaining to meet the minimum requirement. Recommendation This resolution seeks to do the following: 1. Take the 758 hours at the time of promotion and cash those out for the payout: 758 hours x1/4 = 189.5 hours 189.5 hours x $43.1445 hourly rate as a Lieutenant = $8,175.88 payout 2. This payout will not count towards retirement 3.
