Evaluation/Analysis: The city has determined that there exists a true and very real need for acquisition of the equipment described in the lease-purchase agreement between the City and Leasing 2, Inc.. The equipment shall be used solely for essential governmental functions and not for private business use. All necessary steps, including compliance with legal bidding requirements have been followed. The acquisition of this equipment is being accomplished on a “piggyback” bid with Sourcewell, formerly National Joint Powers Alliance (NJPA), a purchasing consortium endorsed by and used by the State of New York, as well as many other municipalities across the country. The pricing for this equipment was evaluated and awarded under Sourcewell Contract #022818-RSB. A Public Hearing is a necessary component of the proposal and adoption of the City’s Annual Budget. Evaluation/Analysis: The Mayor’s Proposed 2020 Budget, which will be delivered to City Council on or before October 1, 2019. The 2020 Budget will include Capital Projects and a budget for the following funds: General, Golf, Water and Sewer. It is proposed that the Call for Public Hearing request be addressed at the City Council’s September 16th Committee and September 23th Council meetings. If the Call for Public Hearing request is approved by the City Council at its September 23th Council Meeting, the Public Hearing would then be scheduled for and held on October 15th. Any comments received at such hearing would be considered at the City Council’s October 15th Committee Meeting and, with Council’s approval, the adoption of the 2020 Annual Budget would then be considered at the City Council’s October 28rd meeting. HUD approval to implement NRSA has proven to be beneficial to the City allowing funds to provide more services to low-to-moderate income individuals. Many citizens attended the public meeting November 13, 2018 to provide input about plans for the NRSA. Residents indicated that they would like to see slum and blight removed from their neighborhoods. The City of Schenectady has been busy putting this goal into action with plans to demo dilapidated structures throughout the summer and more in the fall of the year. Also, the Thriving Neighborhood Challenge which was sponsored with matching funds from the Schenectady Foundation has been successful with 5 projects proposed for funding to beautify and contain liter in some of the most distressed low-income neighborhoods; the projects range from public art to installation of trash containers throughout the City. This particular project allowed citizens to put their ideas to work as to how they would like to see their city. Many projects were put forward to make the city greener, healthier, and safer - all ideas were taken into consideration for becoming a reality. The Department of Development Director attended Continuum of Care (CoC) meetings whereby she is a committee member and provided input about the City homeless challenges. The meetings are held quarterly and updates are provided regarding issues that impact housing challenges and the homeless in the City. The meetings are well attended by Schenectady Municipal Housing Authority, Bethesda House, YMCA and YWCA, and other organizations who assist with emergency housing. CDBG funds were also put to use for youth programs. Many residents expressed at the public meetings the need to support young people in the city. There are more than 10 projects funded to serve the youth in the city that includes activities for dance lessons, swim lessons, academic support, agriculture education, mentoring opportunities, tournaments, and a host of other activities. These projects are often offered during the summer which provide as a support to working low-income parents by having their children to participate in culture enriching activities and in safe environments while working. Mount Pleasant Renewal, the Land Bank, Orchard Park, and the Crane Street projects are major achievements to City. These projects includes the removal of blight and developing neighborhoods that have been taken over by deteriorating buildings, for example, " The Land Bank is dedicated to bringing new investment to Schenectady’s neighborhoods.” (NRSA) and Mont Pleasant - targeted effort allowed for additional flexibility in how CDBG was used for housing, job creation, economic development and community development activities. The Mont Pleasant Renewal Area allowed for additional flexibility in funding allocated for the removal of blighted properties, code enforcement and property management. In June, a Habitat House, 1055 Davis Terrace, grand opening was celebrated with HUD Representative, Lynne Patton, whereby a family was able to move into their first home funded HOME funds. Habitat continues to be a strong partner to the City in providing first time homebuyers a home within moderate income neighborhoods. The Crafts Skills Training program served more than 40 low-income individuals which included veterans and many unemployed low-income young men age 18-24. These individuals completed requirements for OSHA 10 & OSHA 30, NCCER and EPA Lead certifications. A partnership was formed to have participants attend classes held by NYS DOL to earn a CDL and partnership at SUNY Albany for MWBE and to be mentored by successful construction business owners.  CITY OF SCHENECTADY LEGISLATION REQUEST FORM COMMITTEE ASSIGNMENT: DATE: September 16, 2019 TO: COUNCIL MEMBERS FROM: Andrew Koldin SUBJECT: Transfer to SURA Background Information: During 2019, the City foreclosed on several properties as part of an in rem tax foreclosure action. At this point, the City needs to transfer those properties (deed to City attached) to the Schenectady Urban Renewal Agency. Evaluation/Analysis: The City annually transfers properties to the Schenectady Urban Renewal Agency. Recommendation: Transfer the properties to the Schenectady Urban Renewal Agency.
