(dba Casella Organics) for Sludge Transportation and Disposal Contract for the Water Pollution Control Plant TO BE PLACED ON COUNCIL AGENDA OF July 27, 2020 Background Information: A Sludge Transportation & Disposal (T&D) Contract was awarded to New England Waste Services of ME, Inc. (dba Casella Organics) for the transportation and disposal of approximately 8400 tons annually of dewatered sludge cake from the City’s Water Pollution Control Plant located at 300 Anthony Street. The contract was awarded as a 2 (two) year contract with the option to extent the contract for 2 (two) additional year contracts after the initial 2 years. Evaluation/Analysis: A First Amendment to the Residuals Management Service Agreement to extend the Agreement for an additional 2 (two years) starting July 1, 2019 and ending June 30, 2021 or until the new pyrolysis equipment is operational, whichever comes first. As per the First Amendment, the rate for transportation and dispos5al will be performed at a rate of $100/wet ton. Funds for the Sludge Transportation & Disposal Contract will be charged to the 2019, 2020 and 2021 Operating Budget Code G8130-448. Recommendation: Authorize the Mayor to sign the First Amendment to the Sludge Transportation and Disposal Contract with New England Waste Services of ME, Inc. (dba Casella Organics) for the period of July 1, 2019 to June 30, 2021 or until the pyrolysis equipment is operational. TO BE PLACED ON COUNCIL AGENDA OF: July 27, 2020 Background Information: The City of Schenectady bid and awarded the above referenced paving project in the fall of 2019 to Luizzi Brothers for various paving and complete streets elements throughout the City. The Finance Dept. requests to add to this contract Community Development projects in the City’s designated Neighborhood Revitalization Strategy Area (NRSA) to be funded with CDBG monies. The projects to be completed include the replacement of sidewalks around Jerry Burrell Park and Orchard Park as well as the paving of new parking lot for Orchard Park. Evaluation/Analysis: This work is in line with the City’s adopted consolidated plan and compliments two existing grant funded projects at Jerry Burrell Park and Orchard Park. Given the deadlines that the City is currently facing to spend CDBG funding it is Finances opinion that the most effective and efficient way to complete this work is via a change order. The estimated amount of increase is $325,0000 to paid out of CDBG. Recommendation: Authorize the issuance of a Change Order by the Department of Engineering to spend CDBG funds in the City’s NRSA area as laid out above. LEGISLATION WILL BE PREPARED BY: Engineering CRW: cd 1  CITY OF SCHENECTADY LEGISLATION REQUEST FORM COMMITTEE: City Development & Planning DATE: July 17, 2020 TO: COUNCIL MEMBERS FROM: James Commodore SUBJECT: Small Wireless Facilities 5G Background Information: With the drastic difference in size and installation methods for 5G wireless versus prior systems, the FCC has set new rules regarding the permitting and installation of these Small Wireless Facilities (as defined by the FCC). It is necessary and appropriate to update the City's code and permitting process accordingly. Evaluation/Analysis: The law department has prepared an update to chapter 257 of the City Code for the permitting and review process for Small Wireless Facilities which provides the city with a clear process and structure, complies with the applicable FCC rules and guidance, and will enable the City to better manage the roll out of these new technologies. Background Information: In response to the Coronavirus Pandemic (COVID‐19), the U.S. Department of Housing and Urban Development (HUD) has allocated $1,365,046 in stimulus funding through the Community Development Block Grant (CDBG‐CV) and $671,793 through the Emergency Solutions Grant (ESG‐CV) to the City of Schenectady. These allocations are authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116‐136. Evaluation/Analysis: The plan to amend the 2019‐2020 HUD Annual Action Plan for the utilization of these funds was made available to the public for comments from July 6, 2020 at 8:00 am ‐ July 10, 2020 at 4:00 pm per HUD guidelines in response to COVID‐19. The City of Schenectady continues to work with our partners, service providers and community to identify the most immediate needs and projected long‐term needs as a result of COVID‐19 in order to align these resources in a timely manner to the highest priorities identified. Recommendation: Authorization for the utilization of the Coronavirus Aid, Relief and Economic Security (CARES) Act ESG‐CV and CDBG‐CV stimulus funding. Funds will be used to provide technical assistance, economic development training and grants up to Economic Recovery CDBG‐CV $ 350,000.00 $20,000 for small businesses located in the City of Schenectady impacted by COVID‐19. Funds will be used to offset the impacts of COVID‐19 by to assisting low and moderate income Housing: Neighborhood Stabilization households with up to three months of rental assistance, up to three months of mortgage CDBG‐CV $ 322,000.00 assistance and/or with housing rehabilitation needs. Funds will be used to offset the costs of PPE supplies and food distribution to vulnerable COVID‐19 Supplies + Food Distribution CDBG‐CV $ 20,037.00 populations as a result of COVID‐19. Funds will be used for oversight, management, monitoring and coordination of the CDBG‐ CV relief Adminsitrative (City) CDBG‐CV $ 273,009.00 funds. Total $ 1,365,046.00 `  2020 CARES ACT HUD FUNDS | EMERGENCY SOLUTIONS GRANT RECOMMENDATIONS | CITY OF SCHENECTADY Project Description Funding Source Funding Request Funds will be used to offset expenses accrued to operate an on‐going emergency shelter, which includes additional beds during Code Blue, and a temporary emergency shelter which opened in response to Outreach / Emergency Shelter ESG‐CV $ 134,360 COVID‐19. In addition, funds will provide cleaning supplies to emergency shelter agencies upon request and public health services to assist shelters with COVID‐related client health needs and staff training. Funds will be used to assist up to 200 households in crisis who are at risk of losing permanent housing. Homelessness and Eviction This includes case management, court advocacy, landlord/tenant mediation, legal services and financial ESG‐CV $ 330,895 Prevention Programs assistance through security deposit, utility assistance and/or rental assistance for a maximum of three months. Homeless Management and Funds will be used to provide administrative/personnel costs and software licenses for the HUD ESG‐CV $ 5,000 Information System (HMIS) mandated Homeless Management and Information System (HMIS). Funds will be used for relocation and stabilization services. Includes short or medium‐term rental assistance to help individuals or families living in an emergency shelter move as quickly as possible into Rapid Re‐Housing ESG‐CV $ 134,360 permanent housing and achieve stable housing. Assistance will include short‐term rental assistance, security deposit, utility payments and case management. Administration Costs Funds will be used for oversight, management, monitoring and coordination of the ESG‐CV Funds. ESG‐CV $ 67,178 Page Total $ 671,793 Coronavirus Aid, Relief & Economic Security Act (CARES Act) Emergency Solutions Grant (ESG-CV) Summary, City of Schenectady The City of Schenectady received notification of CARES Act ESG‐CV1 stimulus funding in the amount of $671,793 to support the community through the Coronavirus crisis. Although the CARES Act waived requirements for public participation as typically applied to the annual ESG funding process, the City considered it essential to work closely with Schenectady homeless service providers to identify short‐ and long‐term needs in order to develop a comprehensive plan to enable the community to continue providing essential services throughout the COVID‐19 crisis. Community-Driven Process The City of Schenectady held a series of virtual meetings with representatives from the Schenectady County Homeless Services Planning Board (HSPB) and several other community partners (i.e., representatives from the Schenectady Community Development, Commissioners Office, Public Health, Schenectady Foundation, CARES),to discuss community need to most effectively utilize ESG‐CV stimulus funding. During those meetings data was analyzed to help identify current community needs resulting from COVID‐19. A survey of homeless service agencies currently offering services for Emergency Services, Rapid Rehousing, and Prevention was conducted.
