The City will contract with Schenectady Job Training Agency to fund fall youth employment under the approved Public Services: Youth Engagement budget allocated by the CDBG-CV portion of the Cares Act. This allocation is authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. Evaluation/Analysis: The SJTA will provide employment and comprehensive job readiness training to low-income City of Schenectady youth (serve up to 25), focusing mostly within the Neighborhood Revitalization Strategy Area (NRSA). The contract amount of $33,680 will provide the necessary funding to essential programs for the City youth who are directly affected by the educational and social impacts as a result of Covid-19. The City will contract with SICM to fund food programs under the approved COVID-19 Supplies + Food Distribution budget allocated by the CDBG-CV portion of the Cares Act. This allocation is authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. Evaluation/Analysis: SICM’s food pantry provides nutritious groceries to an average of 180 low-and-moderate income families each week. SICM has been able to provide these services by adjusting operating procedures to comply with NYS COVID-19 guidelines. The contract amount of $20,037 will provide funding to deliver food safely to low-moderate income families who are directly affected by the economic impacts as a result of Covid-19. The City of Schenectady continues to work with our partners, service providers and community to identify the most immediate needs and projected long-term needs as a result of COVID-19 in order to align these resources in a timely manner to the highest priorities identified. McCarthy SUBJECT: Bethesda House Option Agreement for 917 State Street Background Information: Earlier this year, the Council authorized an extension of an option agreement with Bethesda House at 917 State Street until December 31, 2020. Their funding round was delayed due to COVID-19, and their application for capital funding from the Homeless Housing and Assistance Corporation (HHAC) and the NYS Office of Temporary and Disability Assistance (OTDA) through its Homeless Housing Assistance Program (HHAP) now requires they demonstrate conditional site control for a minimum of six (6) months from the submission date of the proposal. Therefore, they’re requesting a further extension until August 1st, 2021 to meet HHAP guidelines. The project intends to provide 26 units of housing with rental assistance and supportive services to specific homeless populations in Schenectady. In addition, the first floor of the proposed project will include 16 overnight emergency shelter units, whose operations will be supported with approved contract funding through Schenectady County DSS. Evaluation/Analysis: Recommendation: LEGISLATION WILL BE PREPARED BY: Law Department 20  EXHIBIT A-5: Project Summary Narrative Bethesda House of Schenectady, Inc., the sponsor, is requesting funding from NYS OTDA HHAP, approximately $7 million, out of the total project cost of approximately $8 million to support new wood- frame construction of a 42-bed residential program. Of the proposed 42-HHAP beds, 26-beds will be permanent supportive housing dedicated to homeless with one or more disabling conditions and homeless individuals who are re-entering the community from incarceration, and 16 emergency shelter units for individuals referred by Schenectady County Department of Social Services (DSS). Cara House, will be located at 917 State Street in the City of Schenectady. The proposed building is three-stories and includes a partial basement. The partial basement will consist of elevator, mechanical and electrical rooms, a maintenance workshop/office, and an office for the Director of Property & Facility Operations. The first-floor includes 6-ADA compliant, emergency shelter studio units, 5 – ADA compliant, 2-bed emergency shelter studio units with 2 shared shower units, toilets w/sink, a lobby area with reception and security, three Intensive Case Manager offices, a staff breakroom, a staff restroom, a Janitorial/Electrical closet, a multipurpose room, community kitchen, mailboxes, ADA compliant public restroom, two drinking fountains and laundry facilities. The second-floor includes 10 permanent supportive housing studio units for chronically homeless/disabled or homeless reentering from incarceration (ADA compliant), a resident lounge, classroom, staff breakroom and restrooms, and office space for staff including: an Education Coordinator, a Licensed Social Worker, a Psychiatric Nurse Practitioner, and a Registered Nurse, with an adjacent exam area. The second floor also includes a computer server and telephone room, a Janitorial closet, an ADA compliant public restroom, additional office work space, a supply closet, two drinking fountains and laundry facilities. The third-floor layout includes 16 permanent supportive housing studio units for chronically homeless/disability and/or homeless reentering from incarceration (ADA compliant), laundry facilities, one staff restroom, a janitorial closet, and office space for an Assistant Director of Residential Services, and a Peer Worker/Parole. The layout includes stairwells and one elevator, and the site includes green space and parking for 14 vehicles. The building has two entrances, one to allow access to the emergency shelter units, community kitchen, and multipurpose room, and the second to allow private access to the permanent supportive housing studio units and to elevator use. In addition to services that will be provided on site, the proposed Cara House is .14 miles from BH’s main location at 834 State Street and a full array of enriched services available to the target population. ESSHI funds have been secured to support Cara House operations and support services. Additional sources of funding include a $400,000 grant from the Wright Family Foundation, $25,000 from the Carlilian Foundation, and a $10,000 private donation.
