Background Information: Since the death of George Floyd there has been a renewed focus on conversations surrounding systemic racism in the United States of America. Following the discussion about the Black Lives Matter Sign in front of City Hall, there were requests from the community to engage with local artists to participate in a city wide art project memorializing and celebrating the value of black lives in relationship to the trauma around systemic racism. Evaluation/Analysis: The Hamilton Hill Arts Center has requested utilizing $20,000 of CDBG funds to install artwork throughout the City. These pieces would memorialize and celebrate black lives. In addition the Hamilton Hill Arts Center is requesting $10,000 to support an 8 week youth program for 12-17 year olds that will include a licensed counselor to facilitate a conversation about race, a historian to educate youth about the Black Arts Movement, an artist and a film producer. Recommendation: To authorize the Mayor to enter a contract with the Hamilton Hill Arts Center for $30,000 to support artwork which celebrates black lives, and youth programming which engages in conversations surrounding racism in America and the Black Arts Movement. LEGISLATION WILL BE PREPARED BY_____LAW DEPARTMENT_________  The African – American Cultural Arts Center of the Capital Region THE HAMILTON HILL ARTS CENTER 10/27/2020 After the murder of George Floyd and during discussion about the black lives matter sign written in front of City hall, the community requested that local black artists participate in a citywide art project memorializing and celebrating 409 Schenectady Street the value of black lives in relationship to the trauma around systemic racism. This has been a difficult year for everyone, particularly the youth who have much to process. This is taking place in an environment of uncertainty about the Covid-19 virus and the pressure and stress of racism, complicated by the Executive Director Rachel Conn normal challenges of adolescence. In response we propose bringing in a team consisting of: Founders Dr. & Mrs. James Cunningham • A licensed counselor to facilitate conversations about racism, how it has affected them as individuals and help them to formulate a plan to express those feelings through Art in a piece they will share with the community through an art exhibit or a public unveiling depending upon the projects created. • A historian to educate the youth about the Black Arts Movement and the history of activism and the political process • An artist to help them formulate their project • A Film producer to help document the process $20,000 will go towards three art pieces memorializing and celebrating black lives. The Hamilton Hill Arts Center has assembled a panel representing the community and with the help of the NAACP and Black dimensions in Art, will put out a call for Artists to Submit their proposals.
