SUBJECT: Rezoning Request by Stewart’s Shops Corp. for a parcel at 1020 McClellan Street
Call for Public Hearing
Background Information:
Stewart’s Shops Corp. is currently pursuing the purchase of 1501 Union Street; current site of the Sunoco gas
station, 1503 Union Street; current site of the Jones Funeral Home, and 1020 McClellan Street; current site of
parking for the Jones Funeral Home and 4-stall garage with an apartment above.
Evaluation/Analysis:
1501 and 1503 Union Street are zoned “C-2” Mixed-Use Commercial.
1020 McClellan Street is zoned “R-1” Single Family Residential.
The residential zoning designation does not allow for the redevelopment of the parcel to be used for
commercial purposes, ie a newly constructed Stewart’s Shop with gas pumps.
The City Council has referred the rezoning proposal to the Planning Commission for a recommendation at
the Planning Commission’s next scheduled meeting on August 18, 2021.
Recommendation:
The City Council shall call for a public hearing regarding Stewart’s Shops Corp’s request to change the
zoning of the parcel at 1020 McClellan Street.

SUBJECT: Adoption of Resolution Accepting Funding for Tree Inventory and
Community Forest Management Plan
Background Information:
The City of Schenectady was awarded an Urban Forestry Grant for $61,200 from the
New York State Department of Environmental Conservation (DEC) for a city-wide tree
inventory and community forest management plan. This will assist in improving the
community’s urban forest with comprehensive planning to identify and assess existing
trees along with future planting sites. The management plan will also establish best
practices and create a tree maintenance schedule.
Evaluation/Analysis:
Accepting these funds will enable the city to conduct valuable research into the location
and health of its trees while establishing a management plan in the process.
Recommendation:
Adoption of Resolution Accepting the Urban Forestry Grant funds from the NYS
Department of Environmental Conservation in the amount of $61,200. City Council to
authorize the Mayor or his designee to execute any necessary agreements to effectuate
this resolution.

Background Information:
The Street Improvement Program is part of the City’s continued effort to preserve and
rehabilitate select streets within the City. The City receives annual funding from NYSDOT
through CHIPs, for the improvement of locally owned public roads. This award uses these
funds exclusively as to ensure compliance with State requirements.
Evaluation/Analysis:
The Purchasing Department solicited and received bids for “2021 Schenectady CHIPs Paving
Program”. A low responsive base bid and add alternate 1 was received on August 4, 2021,
from Peter Luizzi & Bros. Contracting, Inc., of Watervliet, NY in the total amount of
$3,033,524.00. Financing for this project will be provided through respective codes set up
for existing New York State CHIPS funding.
Recommendation:
Authorize the Mayor to enter into a contract with Peter Luizzi & Bros. Contracting, Inc.
for the "2021 Schenectady CHIPs Paving Program – Base Bid and Add Alternate 1" in the
total amount of $3,033,524.00.
