Background Information:
The Schenectady Police Department’s new agreement with Axon has allowed us to
partner with them on Axon Standards. Axon Standards will enable us to combine
multiple internal databases and will help to better streamline all forms and documents.
The police department will fund this through our current budget.
Recommendation:
Adoption by the City Council allowing a contract to be signed with Axon.

Project Scope of this SOW as defined by the work to be completed described herein
Project Change Order (PCO) Change order form outlined in Attachment B to be executed between Axon
and the agency if a material change in scope is required for this SOW
Milestone Event that constitutes completion of work as listed in Attachment A
Milestone Completion Report The report outlined in Attachment A to be executed at key milestones
between agency and Axon to approve completion of project phases
Requirements Phase Requirements gathering and confirmation occurs during this phase.
Confirmed requirements feed the sprint phase, and sprints are designed
around what can and cannot be accomplished given time and resource
constraints on both Axon and the agency’s sides.
Configuration Phase Project phase encompassing iterative development through sprints.
Integrations and workflows are developed and deployed during this phase.
The agency forms are also configured during this phase.
Sprint A period during the configuration phase of the project (typically 2-3 weeks)
where specific pieces of functionality are built, configured, and delivered.
Sprint Review Signifies the end of the sprint where Axon showcases what was built,
configured, and delivered. These items are then deemed ready for FAT and
UAT.
Go-Live End-users are activated, and the agency is actively using the product
Cutover Successful implementation of interfaces, data conversion, and NIBRS state
and federal certification

Background Information:
The City is currently foreclosing on 1134 Albany Street (SBL 49.50-5-14). There had
been a converted residence, with a convenience store on the first floor and residential
space on the second floor, on the property until August 2018, at which point a fire
ravaged the building. Due to the extensive damage from the fire and extinguishment of
the fire, the City performed an emergency demolition in September 2018, and the
property has been a vacant lot since. The property is owned by Nagi Saleh. Its
dimensions are 33’ x 100’, meaning it is not buildable as of right. It is currently assessed
at $15,200.
The property is now on the City’s foreclosure list. The liens are as follows:

The Law Department has received a letter from Attorney John Polster, who represents
Abulghaith Nagi, the brother of the current owner. Attorney Polster indicates that his
client, who also owns 1132 Albany St., would like to purchase 1134 Albany St. from his
brother paying no more than the back taxes that are due.
Attorney Polster is requesting that the City Council discharge the liens and respective
interest on the property related to the water service and the demolition of the building and
waive interest on the City liens. The Council cannot discharge the principal amounts of
the liens.
Evaluation/Analysis:
Discharging the water service- and demolition-related liens and waiving interest related
to those liens and the interest on the tax liens will allow Abulghaith Nagi purchase the
property by paying only the principal on the tax liens. The principal amount ($16,224.08)
is substantially more than the City can expect to sell the vacant lot if the City obtains the
lot via tax lien foreclosure.
Recommendation:
It is requested that the Committee pass the legislative request for full City Council
consideration. The request is that the City Council discharge the non-tax liens from 2019
and 2020, respectively, and waive interest on the 2018 through 2021 non-tax liens and tax
liens as applied to 1134 Albany Street.

SCHENECTADY — The Albany Street building that was heavily damaged by
a two-alarm fire on Tuesday was taken down during an emergency
demolition Thursday morning, according to Schenectady Assistant Fire
Chief Michael Gillespie.
Gillespie said the structural integrity of the building, located at 1134
Albany St., was unsafe, and pieces of the roof were falling to the ground.
That’s why city determined the building needed to be razed in an
emergency demolition.
“The first and second floor were structurally compromised because of the
fire damage,” Gillespie said. “It was an unsafe building that posed an
immediate hazard to the public.”
The demolition contract was awarded to DiTonno & Sons.
The fire broke out just after 10 p.m. on Tuesday.
Three firefighters had to be taken to nearby hospitals for heat exhaustion
during the effort to extinguish the fire. All three had been released from
those hospitals Wednesday morning; their names were not released.
There were no other reported injuries.
Gillespie said investigators do not believe the cause of the fire was
suspicious.

The Vacant Auto Dealership Site Redevelopment Project is integral to the ongoing revitalization
efforts of the City of Schenectady. The project involves demolition and reconstruction of vacant
property. The goal is to attract a grocery store to this site, in an area of the City that is classified
as a food desert. The required public notices were published, and the required public hearing was
held on December 27th, 2022.

Background Information:
The City of Schenectady applied for and received federal funding to replace the existing traffic signal at the Nott
Street, Rosa Road and Wendell Avenue intersection. This project included the modification of the existing
intersection to increase pedestrian safety and reduce driver confusion and was awarded to Callanan Industries, Inc.
for construction.
Evaluation/Analysis:
During the construction phase, the contractor installed additional top course pavement that was needed
for the project and thus increased the cost for this item. Also, the condition of the existing pavement
structure was worse than originally anticipated and as a result, additional full depth milling was performed
to remove deteriorated pavement and provide an acceptable riding surface which increased the cost for
this item. The total of the additional construction cost related to the contractor’s work is $114,080.00.
As a result of the additional construction work, the completion date was extended and the consultant
performing the inspection work needed additional time and effort to make sure that work was performed
as per the plans and specifications. The cost for the additional consultant inspection time is $66,500.00.
In total, the additional cost for the construction and inspection is $180,580.00.
Recommendation:
Authorize the Mayor to enter into Supplemental Agreement #3 with New York State Department of Transportation
(NYSDOT) for “Nott Street (Rosa Road to Wendell Avenue) Paving, D035937, City of Schenectady, PIN 1760.62”
