In June 2022, Schenectady City Council had requested that the Governor sign this legislation. Evaluation/Analysis: Recommendation: City Council revisit the discussion we initiated in September 2022 about reducing the City speed limit to 25 mph. The abandoned parcel would then be purchased by the owner and incorporated into his property. The abandonment and sale of the public right‐of‐way would negate the need for a license agreement. The area of the right‐of‐way to be abandoned is approximately 1,500 sf. Recommendation: Call for a Public Hearing to Authorize the City to enter into an Agreement with the owner of 102 State Street for the sale of approximately 1,500 square feet of public right‐of‐way. F:518.399.4105 34 35 36 37 38 39 40 41 42  SCHENECTADY CITY COUNCIL Legislative Request Form Committee: City Development & Planning Committee Date: Monday, July 03, 2023 From: Marion Porterfield Subject Municipal Endorsement for SiCM Application to the NYSDEC Background Info: Schenectady Community Ministries, in partnership with the local Cornell Cooperative Extension, Schenectady County Soil and Water District, and the Farm to School program of the SCSD, is preparing to apply for a grant from the “Southern Pine Community Recovery Program” from the NYS Department of Environmental Conservation. Evaluation/Analysis This project seeks to engage with residents in educational and hand-on opportunities to divert 82,000 lbs of food waste over three years. This project will be possible through the partnership, and the infrastructure already in place at the Fehr Ave. Farm – which SiCM operates on park land owned by the City of Schenectady. Recommendation To that effect, the DEC requests a municipal endorsement that provides authorization to conduct the proposed project on municipal property. The sample endorsement provided by the DEC is expected to come from the city council as follows: Resolution No. ___________ WHEREAS, the Schenectady Inner City Ministry (dba Schenectady Community Ministries) is applying to the New York State Department of Environmental Conservation for a project grant under the Southern Pine Beetle Community Recovery Program to be located at the Fehr Ave. Farm, in the corner of Fehr Ave. and Central Park Rd in Schenectady, NY, a site located within the territorial jurisdiction of the Council of the City of Schenectady; and WHEREAS, as a requirement of these programs, said not for profit must obtain the “endorsement of the governing body of the municipality in which the project will be located”, NOW, THEREFORE, be it resolved that the City Council of the City of Schenectady hereby does approve and endorse the application of Schenectady Inner City Ministry for a grant under the Southern Pine Beetle Commmunity Recovery Program for a project known as “Schenectady Community Compost Project” and located within the City of Schenectady.
