Background Information:
In June of 2022, the Schenectady Police Department was invited, as one of two cities in
the state, to participate in Community Trust Building Conversations hosted by
DCJS. Police officers will meet with community members to have honest, open, and
sometimes difficult conversations about experiences with the police, their feelings
towards the police, and how they interact with the police.
DCJS has provided additional funding of $13,588.00 to cover expenses related to officer
overtime and participant stipends. All conversations have been completed.
Recommendation:
The Police Department recommends acceptance of the Community Trust Building
Conversations grant award.

Background Information:
The City of Schenectady issued a "Request for Proposal" (RFP) for parties interested in
providing the Schenectady Police Department with Solar-Powered Radar Speed Signs. The RFP
contained specific requirements that the Schenectady Police Department had requested. The City
received proposals from (4) vendors, and the police department requests to enter into an
agreement with (1) vendor, Traffic Systems, Inc.
Funding from previously allocated capital will be used to pay for the proposed purchase. We
request to purchase twenty-five (25) units for a total of $78,250.00, with the ability to buy more
at $3,130.00 per unit, not to exceed the total capital funds available of $113,000.00.
Recommendation/Action
The Police Department recommends acceptance of the one (1) proposal.

Background Information:
The Department of Development received a request from Young Parents United
asking for emergency funding to assist the program during a transitional period to
support salaries and basic needs for the young parents united. YPU offers wrap
around services, support and advocacy for teen parents and their children.

Evaluation/Analysis:
Young United Parents who are currently funded with CDBG funds through the
SIJA Youth Coalition, unexpectedly lose their primary funder resulting in a 98K
funding gap for the year. In an effort to save the program they have requested
emergency assistance from the City to cover the GAP. The organization is currently
securing additional funding for sustainability moving forward.
Recommendation:
The recommendation is that City Council to allow the City to go into contract with
Young Parents United for a one- time emergency needs contract in the amount of
$98k using CDBG Funds.

YPU Overview - Programs & Services
Nature of activities- Young Parents United, Inc.(the “Organization”) is a nonprofit organization
dedicated to supporting teen and very young parents.
The organization’s mission statement is - “To invest in the future of families and promote positive change
among adolescent parents through inspiration, empowerment, education, support and practical tools in
order to break destructive cycles, increase parenting skills, education and job skills, thus enhancing
self-sufficiency and greater success for teen parents and their children for generations to come”
Young Parents United offers comprehensive wrap-around support and services, advocacy and resource
coordination designed to meet the unique needs of teen parents and their children, break destructive
cycles and open the doors for growth and opportunities to achieve these successful outcomes for young
parents. The programs aim to stabilize with basic needs support, build independence, life and parenting
skills among teen parents - resulting in improved parenting skills, stability and self-sufficiency, while
transforming unhealthy patterns. Young Parents United offers extensive case management, mentoring,
child development and parenting skills training, educational programs, assistance with housing stability,
high school education completion, college planning, employment assistance, homework help, childcare
planning, a safety network, social connections, family activities and much more. The organization works
with other human service and nonprofit organizations in the community to provide direction and support
positive change for adolescent parents and to help change the landscape for very young parents, their
children and society.
Programs:
Core services– Young Parents United’s “Core Services”program is designed to provide assistance in
key areas where young parents face many complex individual and systemic / socioeconomic barriers with
the goal to help stabilize families and set the foundation for personal development, capable parenting and
independence. This is implemented through the following:

I am writing this letter in support of Young Parents United. This organization is an essential
part of Schenectady County because they offer services to Schenectady County residents. Services
like the ones they provide to residents are often very sparse in our community. The Schenectady
County Public Defender Office often struggles to find organizations that can help and support our
clients. Our office provides legal services to Schenectady County residence who cannot afford
them, and our clients often face adversity. Our office often refers our clients to Young Parents
United because of the services that they offer to our clients including assistance with education in
both parenting skills and obtaining high school and college level education, assistance with
housing, assistance with employment, etc. They listen to our clients and are always evaluating our
clients’ needs. My experience with Young Parents United has always been very positive. The staff
at Young Parents United are always pleasant to work with. They are very knowledgeable. They
prioritize our clients and are very communicative with our office. Our office is very grateful for
all that they do for our clients, and we hope that they will be able to continue to provide their
services to our clients.

Dear Ms. Carver,
I am writing to express my support for Young Parents United. In my past 30 years of experience
working with adults and teens in Mental Health and Substance Use programs, I can truly say
that Young Parents United is a unique and valuable resource. While most programs and
services focus on problems, Young Parents United empowers their young parents by showing
them their strengths and building on them.
The services offered by Young Parents United aim to address the obstacles that young parents
face and allow them to become a strong, nurturing and independent parent. Young Parents has
assisted families with employment & educational support, food support, baby supplies, housing
assistance, parenting and life skills training, transportation assistance and access to essential
resources such as childcare and healthcare.
Each time I visit Young Parents United, young mothers are helping to organize and assist new
mothers coming in for services. I have witnessed them sitting together and having coffee while
their children play together. Clearly, they find comfort and safety at their program. Again, after
years of working with community resources, this is not common. Also, volunteers are always
present, organizing donations and interacting with the families. I have never seen a program
that had too many volunteers!
I believe that Young Parents United is a valuable the community and plays a crucial role in
breaking the cycle of poverty, addressing health and safety, homelessness and many other
crises, and providing opportunities for a brighter future for teen parents and their children. I
wholeheartedly endorse their funding application and urge you to consider their program for
funding.

To Whom it may Concern,
I am writing in support of Young Parent’s United. I have been connected to the agency
for over 3 years. I first met Ginni Egan while working for the YWCA in Schenectady, NY.
At the time I was the Director of Clinical Services and Community Engagement. From
the beginning I was in awe of Ms.Egan’s commitment and passion to the program she
created and the families and community she served. I was impressed by her ability to
be creative and tap into community resources. She, herself was a teen mom who put
herself through college to become a nurse for 30+ years. She recognized the significant
need we have in our community and the lack of support and resources out there for
young parents.
We worked closely to create a MOU so that the clinicians on my team would provide
free trauma-informed counseling services to the young mothers and fathers affiliated
with Young Parents United. We created psycho-educational groups including parenting,
self-care, and stress relief. We were committed to breaking the cycle of domestic
violence and promoting healthy relationships. In addition, we worked together to help
extremely vulnerable girls who had been involved in human trafficking and survival sex
work.
Young Parents United is a staple for supporting the underserved youth of our
community. It is not just a place to pick up diapers, it is a level of unwavering support
that cannot merely be described in a letter. I have known Ginni and her team to go to
homes to help set up for a new arrival of a baby and also to do safety checks on those
struggling with mental health and postpartum depression. The team at YPU has worked
tirelessly to find affordable and safe housing, food, employment and education to
support the success and needs of young parents who have battled systemic racisms
and generational poverty. Young Parents United has a close working relationship with
Child Protection Services and medical providers, always keeping safety on the forefront
of the mission work supporting the Schenectady Community.
In my new role as the Senior Director of Behavioral Health Service Lines at Whitney
Young Health Care, I plan to continue to collaborate with Young Parents United on an
Infant Mental Health Initiative. Feel free to reach out to me at

In February 2024 resolution #2024-024 the City executed a Labor Agreement with IBEW Local
236 (electricians) that contained raises and adjustments from their previous contract for the period
2024 through 2026. The City did not appropriate settlement of this contract in the 2024 Budget. In
accordance with Governmental Accounting Standards the 2024 payments must be disclosed and
charged to the 2024 fiscal year.
Evaluation/Analysis:
The 2024 payments are being disbursed, pursuant to the IBEW Agreement. In accordance with
Governmental Accounting Standards, it is recommended the attached budget re-appropriation be
approved using Fund Balance from general and Sewer funds.
Recommendation:
I respectfully recommend that the City Council accept this 2024 Budget Re-appropriation.

Background Info:
The New York State Hospital Clinical Staffing Committee law, enacted in June 2021, requires hospitals to uphold safe
staffing standards in every inpatient unit.
Evaluation/Analysis
Ellis Medicine is routinely understaffs hospital units, in some cases up to 93%, putting patient saftey at risk.
Recommendation
City Council pass a resolution encouraging St. Peter's Health Partners and Ellis Medicine administration to respect nurses
and patients and settle a fair contract with the New York State Nurses Association (NYSNA).

Background Information:
This project will replace the existing abandoned 4” steel water main with a new 8” ductile iron
water main on Golf Road, from the intersection with Oregon Street to the golf course maintenance
facility. The new water main will supply water to the irrigation system at the golf course, provide
fire protection and provide water to the City’s maintenance building.
Evaluation/Analysis:
The Engineering Department solicited and received bids for the “Golf Road Water Main
Replacement”. A low bid was received on April 10, 2024, from New Castle Paving, LLC of Tory, NY
in the amount of $310,071.68. This work is to be charged to the ARPA Budget code that was set up
for the Muni irrigation replacement.
Recommendation:
Authorize the Mayor, or his designee, to enter into a Contract with New Castle Paving, LLC. for "Golf
Road Water Main Replacement" in the amount of $310,071.68 to be charged to the ARPA Capital
Budget Code that was set up for the Irrigation Replacement.

SUBJECT: Change Order Approval to O’Connell Electric Contract for the Central Park Pool
TO BE PLACED ON COUNCIL AGENDA OF: April 22, 2024
Background Information:
The electrical contract for the new swimming pool at Central Park was awarded to O’Connell
Electric in the amount of $516,000. The work associated with this contract included installation of
a new electrical service, parking lot and site lighting, pumps, lift stations and miscellaneous
necessary outlets and lights. As per the City’s purchasing policy all change orders above 25% value
of the original contract must be approved by City Council.
Evaluation/Analysis:
Two (2) change orders to O’Connell electric have been submitted to date. Change Order #1 was approved
for several miscellaneous revisions and additions to the bid set of plans for additional circuits, lighting and
outlets. This change order did not require City Council approval as it did not increase the project value over
the 25% threshold. Change Order #2 includes items for security, conduits and additional site lighting to
connect the pool facility with the surrounding park amenities. The value of this change order when
combined with Change Order #1 will exceed the 25% threshold.
Recommendation:
Approve the authorization of Change Order #2 for the O’Connell electrical contract for the Central
Park Pool in the amount of $245,060 to be charged to the ARPA Capital Code set up for Central Park
General Site Improvements.

Background Information:
Arbor Day is a day to celebrate nature nationally. It is always celebrated the
on the last Friday of April each calendar year.
The purpose of Arbor Day is to encourage people to plant trees, and many
communities traditionally take the opportunity organize tree-planting and litter
collecting event on or around the holiday.
Evaluation/Analysis:
Trees support our health and the health of our planet. They clean our air and water.
They provide shade, which cools our urban areas. Trees have been proven to calm
us and reduce our stress levels.
Trees also support wildlife and our entire ecosystem. They are our biggest allies as
the world climate warms; they are a cost effective way pull carbon dioxide out of the
atmosphere.
Recommendation:
The recommendation is that City Council recognizes Friday April 26, 2024 as
Arbor Day for the City of Schenectady.

SUBJECT: 902 McClellan Street Vacant Lot
Background Information:
The vacant lot at 902 McClellan Street has had a blighting influence on the neighborhood since a
December 2010 fire and subsequent demolition by the City. On November 2, 2016, the City took
title to this property through foreclosure, and it has remained vacant since that time. By Resolution
2024-28 the City authorized the sale of this lot for $2,500 to the Land Bank.
An environmental investigation of the property indicates that there is potential liability with the
property due to: 1) former use as a dry-cleaner 2) numerous dry-cleaners and gas stations existing
near the property 3) spills reported in the vicinity. With these
findings, the Land Bank’s counsel recommends that no transfer
of the parcel occur at this time. Because we still want to address
the blighted condition of the lot, I am requesting that the City
Council approve issuing a license to the Land Bank for the same
price of $2,500 that allows for landscaping and the creation of
a new parking lot at this site.
Upon completion of the work, if no additional contamination is
found, the Land Bank would assign their purchase option to
Tommy Nicchi or an affiliate. Mr. Nicchi is redeveloping the
former Horses Lounge at 912 McClellan Street. He
successfully developed the Broken Inn in Niskayuna and is
pursuing several other investments in the city.
Evaluation/Analysis:
The license will allow for this highly visible vacant lot to be improved.
