Councilmember offered the following: A Resolution Amending Resolution No. 2022-224 to Modify the Amount of Funds for FT C.O.C.O.A. House WHEREAS, on September 12, 2022, the Schenectady City Council approved Resolution No. 2022-224 (attached hereto) that, among other things, appropriated $500,000 in ARPA funding for C.O.C.O.A. House’s “Expansion to Hamilton Hill Learning Center”; and WHEREAS, on January 22, 2024, the Schenectady City Council approved Resolution No. 2024-015 (also attached hereto) that modified the use of funds for C.O.C.O.A. House, removed a condition that C.O.C.O.A. House secure additional commitments, and identified a RA disbursement schedule; and WHEREAS, based on the spending to date, the City has identified that C.O.C.O.A. House will not be able to expend the full $500,000 within the time limits set by ARPA; and WHEREAS, it is in the best interest of the City to use the ARPA funds, that will not be expended, for other City needs; and NOW, THEREFORE BE IT, RESOLVED, the City Council authorizes an amendment to Resolution No. 2022-224 D modifying the appropriation of funds to C.O.C.O.A. House from $500,000 to $360,000; and RESOLVED, the City Council authorizes the Mayor to execute an agreement amending the original agreement with C.O.C.O.A. House to reflect the modification of the appropriate of funds from $500,000 to $360,000, the final terms of which to be determined by the Corporation Counsel. (BCNI) in the amount of 500, 000. 00 for the Hamilton Hill Infill Development Project described hereinabove, with ter ns including that BCNI shall not receive the funding for this project until it has additional commitments of$ 8, 500, 000 from other sources and that BCNI has one year to secure said financial commitments; and be it further RA RESOLVED, that the City Council does hereby authorize the Mayor or his designee to enter into an agreement with Stockade Association of Schenectady New York, tnc. in the amount of$ 750, 000.00 for the Revitalization Project described hereinabove, with terms including that the Stockade Association of Schenectady New York, Inc. shall not receive the funding for this project until it has additional commitments of$ 750, 000 from other sources and that Stockade Association of Schenectady New York, inc. has one year to secure said financial commitments; and be it further RESOLVED, that the City Council does hereby authorize the Mayor or his designee to enter into an agreement with Electric City Food Cooperative, Inc. in the amount of 1, 000, 000. 00 for the Electric City Food Cooperative: Building Back Better, Together Project D described hereinabove, with terms including that Electric City Food Cooperative, Inc. shall not receive the funding for this project until it has additional commitments of$ 5, 700,000 from other sources and that Electric City Food Cooperative, inc. has one year to secure said financial commitments; and be it further RESOLVED, that the City Council does hereby authorize the Mayor or his designee to enter into an agreement with Hamilton Hill " Drop In" Arts and Crafts Association, Inc. in the amount of$ 1, 200, 000. 00 for the Hamilton Hill Arts Center Gallery and Performance Center Project described hereinabove, with terms including that Hamilton Hill " Drop in" Arts and Crafts Association, Inc. shall not receive the funding for this project until it has additional commitments of$ 300, 000. 00 from other sources and that Hamilton Hill " Drop In" Arts and Crafts Association, inc. has one year to secure said financial commitments; and be it further 9  RESOLVED, that the City Council does hereby authorize the Mayor or his designee to enter into an agreement with C. O. C. O. A. House, Inc. in the amount of$ 500, 000. 00 for the Expansion to Hamilton Hill Learning Center Project described hereinabove, with terms including that C. O. C. O.A. Councilmember offered the following: A Resolution Allocating $140,000 in ARPA Funding for the 2025 Youth Employment Program. WHEREAS, the City of Schenectady seeks to fund a youth employment program; and FT WHEREAS, as part of this program, the City intends to improve the City and to address the needs of youth employment that was impacted by the public health emergency, and it is aftermath and; WHEREAS, the City’s cost to implement this program is $140,000 and; NOW, THEREFORE BE IT, RESOLVED, that the City Council authorizes the allocation of $140,000 in ARPA funding for RA the youth employment program; and be it further RESOLVED, that the City Council authorizes the Mayor or his designee to enter into all agreements and execute all necessary documents to implement the youth employment program, with said agreements and documents containing any terms deemed necessary by the Corporation Counsel.
