Evaluation/Analysis: See attached 2024 reports. Recommendation: The City Council continues to offer the permit application fee waiver program to support homeowners and encourage participation in neighborhood revitalization efforts. LEGISLATION WILL BE PREPARED BY_____________________ 2 Permit Application Fee Waiver: Waiver of (Application Fee) for projects that qualify from the following criteria: The scope of the work for the permit is for essential repairs and improvements, such as roof repair / replacement, siding repair/ replacement, porch repair/ replacement, window replacements, garage, fencing, paving, sidewalk or any exterior repairs / replacement to an existing owner occupied and rental property up to 4 units. If a building project has multiple permits, the maximum permits value of $35,000 will apply to the combined total of all permits and not to each individual permit. 2025 $75 Application Fee for Exterior Permits Permit Application Fee Waiver Period: Beginning June 16, until September 14, 2025 • Residential Properties (1 to 4 Units) • For this program, building permits must be pulled within the pilot period of June 16, 2025 to September 14, 2025. • In order to close a building permit all works, required documents and inspections are to be completed within 12 months. • If after 12 months the permit remains incomplete, a building permit renewal is required with full permit fees. • Property taxes must be current, verification of tax payments must be done by code enforcement office. 3  CITY OF SCHENECTADY LEGISLATION REQUEST FORM COMMITTEE ASSIGNMENT: DATE: May 19, 2025 & June 2, 2025 TO: COUNCILMEMBERS FROM: Damonni Farley SUBJECT: Funding Support for Belmont Pop Warner Program Background Information: This request seeks City Council approval to allocate $40,000.00 in funding to support the Belmont Pop Warner program, a long-standing youth football and cheerleading initiative that serves children and families across Schenectady. The program provides structured, team-based athletic opportunities while promoting academic achievement, leadership, and community engagement. Evaluation/Analysis: Belmont Pop Warner has been a pillar of youth development in the city, particularly benefiting children from underserved neighborhoods. The program not only keeps youth engaged in positive activities but also teaches life skills, discipline, and civic responsibility. Funding will assist with the cost of uniforms, equipment, transportation, registration fees, and scholarships for families experiencing financial hardship. Support from the City of Schenectady would ensure equitable access and sustainability for the program. It aligns with the City’s commitment to youth development, public safety through prevention, and community enrichment. Recommendation: That the City fund the 2025 Belmont Pop Warner Program in the amount of $40,000.00. When the roof of the building was inspected, it was deemed that was in need of replacement. A low bid was received on May 28, 2025, from S & L Roofing and Sheetmetal, Inc. of Voorheesville, NY in the amount of $194,900. Funds will be provided through a Facilities Capital Budget code. Wallin, P.E., City Engineer SUBJECT: Kings Road Weight Limit Posting Eight (8) Tons TO BE PLACED ON COUNCIL AGENDA OF: June 9, 2025 Background Information: Kings Road is an urban collector running through the Woodlawn neighborhood connecting the City of Schenectady with the Towns of Rotterdam and Colonie. It was brought to the Department of Engineering’s attention that Kings Road and Highbridge Road located directly on the City limits are posted by their municipalities with an eight (8) ton road limit. Engineering confirmed the two postings with the Town and County. Evaluation/Analysis: Recommend the City post Kings Road between Albany Street and the City line with eight (8) ton road limit signs in coordination with the adjacent municipalities. Sign to have “local traffic only” stated below due to existing businesses along corridor. Recommendation: Authorize the Council to amend section 248-86 of the code to add Kings Road between Albany Street and City Line for weight posting over 8 tons. LEGISLATION WILL BE PREPARED BY: Engineering CRW: cd 1 8  June 2, 2025 Reminder Public hearing will be held on June 6, 2025. 9 10  CITY OF SCHENECTADY LEGISLATION REQUEST FORM COMMITTEE ASSIGNMENT: DATE: May 19, 2025 & June 2, 2025 TO: COUNCILMEMBERS FROM: Damonni Farley SUBJECT: Reassess of Year-Round Alternate Side-of-the-Street Parking Policy Background Information: This request calls for a formal review and discussion regarding the City’s year-round alternate side-of-the-street parking policy. Specifically, it urges consideration of limiting this requirement to winter months and only on designated priority streets where snow removal and emergency access necessitate it. Evaluation/Analysis: The current policy requiring residents to alternate the side of the street they park on year- round creates unnecessary hardship, especially for elderly residents, those with mobility challenges, and families without driveways. While the practice may support snow removal during winter months, its relevance during spring, summer, and fall is questionable. Recommendation: We evaluate alternate parking within the City and discuss the need for alternate side parking. It is essential that we reassess how this policy was adopted, whether it is truly serving its intended purpose throughout the year, and whether a more targeted, seasonal approach would be more equitable and efficient.
