At the regular Meeting of the Village Board of Trustees held July 8, 2026 Mayor Bucciferro called the meeting to order at 7:00 p.m. PRESENT: Trustee Brown, Trustee Cook, Trustee Gray, Trustee Solotruck and Mayor Bucciferro PRIVILEGE OF THE FLOOR Mayor Bucciferro opened the privilege of the floor at 7:02p.m. Tad Boniewski, Charles St; Concerned with the following: • Against overnight parking on streets • How will residents be billed for garbage • Grass cuttings being blown into roadways; dangerous for motorcycles ad bikes • Electric bikes in Village • Bushes on corner lots; obstruction to view • Street Signs; should be placed before intersection Mayor Bucciferro closed the privilege of the floor at 7:07p.m. PAYMENT #2 TO BELLAMY CONSTRUCTION CO MOVED by Trustee Gray, seconded by Trustee Brown that Whereas, the Village entered into an agreement with Bellamy Construction Company, Inc. for the Water System Corrosion Control Project on January 14, 2026, now therefore Be it Resolved, that the Board of Trustees approves payment #2 to Bellamy Construction Co. for services related to the Corrosion Control Project in the amount of $20,828.75. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None H2M CONTRACT AMENDMENT #20 MOVED by Trustee Cook, seconded by Trustee Gray that Whereas, the Village entered into an agreement with H2M architects + engineers for Municipal Facilities Project, Municipal Building Renovation, and Whereas, additional Punch List work is required in the amount of $2,850.00, now therefore Be it Resolved, that the Board of Trustees authorizes the Mayor to sign Amendment No. 20 with H2M architects + engineers in the additional amount of $2,850.00. PAYMENT #36 MOVED by Trustee Brown, seconded by Trustee Solotruck that Whereas, the Village has received a grant for the Sunnyside Road Rehabilitation or Replacement, and Whereas, the Village entered into an agreement on July 13, 2022 with CHA Consulting for Project Architectural/Engineering services, now therefore Be it Resolved, that the Board of Trustees approves payment #36 to CHA Consulting, Inc. for professional services related to the Sunnyside Road Rehabilitation or Replacement in the amount of $5,026.78. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None CLOSURE OF VAN WINKLE AVENUE MOVED by Trustee Gray, seconded by Trustee Cook to authorize the closure of Van Winkle Avenue on August 1, 2026 from 12:00pm until 6:00pm for a Block Party. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None  July 8, 2026 PARK FEE WAIVER SCHENECTADY COUNTY FISHING EVENT MOVED by Trustee Brown, seconded by Trustee Gray that Whereas, the Schenectady County has applied for a Park Use Permit for Free Outdoor Fishing Event in Collins Park Beach on July 30, 2026, and Whereas, the Schenectady County has requested that the Park Use fees be waived, now therefore Be it Resolved, that the Board of Trustees waives the Park Use fees for the Schenectady County for use of Collins Park Beach on July 30, 2026 for Free Outdoor Fishing Event. Ayes: Trustee Brown, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: Cook PARK FEE WAIVER SCHENECTADY COUNTY OUTDOOR MOVIE MOVED by Trustee Solotruck, seconded by Trustee Gray that Whereas, the Schenectady County has applied for a Park Use Permit for an Outdoor Movie Event in Freedom Park on August 7, 2026, and Whereas, the Schenectady County has requested that the Park Use fees be waived, now therefore Be it Resolved, that the Board of Trustees waives the Park Use fees for the Schenectady County for use of Freedom Park Amphitheater on August 7, 2026 for Outdoor Movie. Ayes: Trustee Brown, Gray, Cook, Solotruck and Mayor Bucciferro Noes: None Abstentions: None MAYOR’S COMMENTS TO THE BOARD NY Forward Grant – Thanked board for attending kick-off meeting today; exciting to be moving forward with process, committee outlined times for public workshops. Sunnyside Bridge Update – The archeological study that was required on the property came back with no findings. Attorney Marola is working with consultant Attorney regarding CSX dispute over ownership of a piece of property. National Grid Mohawk Avenue Work – National Grid will be replacing the stone in the sidewalk with asphalt; as work is completed asphalt will be replaced with concrete. National Grid met with Department of Transportation; working on resolving issues regarding residents’ lawns and trees. Mayor will continue discussions with National Grid and DOT related to replacing trees in the right of way along Mohawk Avenue. Project is done completely at the expense of National Grid with no costs to the Village of Scotia. Mayor will continue updates through constant contact. Fireworks – Thanked Trustee Cook and all of Village Staff for a wonderful 250th Firework Celebration. Little League 12-year-old all stars will be playing Rotterdam at Collins Park on Thursday at 6:00pm.  July 8, 2026 CORRESPONDENCE, LIAISON AND SPECIAL COMMITTEE REPORTS Trustee Solotruck – No Planning Board meeting held. Trustee Brown – Thanked Trustee Cook, Department Heads and Staff for a fantastic fireworks event. No Zoning Board meeting held. Fire Department updates in Chief’s monthly report. Trustee Gray- No Traffic Safety Committee meeting held. Thanked Trustee Cook and all associated with Fireworks; great celebration honoring 250 years. Excited to start NY Forward Grant process; increase economic development along Mohawk Avenue. Trustee Cook – Police Dept – Kids are out of school for the summer; obey speed limits, keep kids safe. BID -Congratulated officers. BID will play a large role in NY Forward process; encourage investment along Mohawk Avenue. DukesPlex Sporting Goods will be opening up a store on Mohawk Avenue. Freedom Park -50th season up and running; lots of effort by Freedom Park Foundation for upgrades related to ADA accessibility and façade improvements. Scotia-Glenville 250th Independence Celebration Fireworks-Thanked Board of Trustees, Julie Davenport, Emily Spinner, Laura Bull and all volunteers along with all Village Departments. Mayor and Trustee Cook presented Mark Lansing with a photograph from the evening as an appreciation for all he does for the event. BUDGET ADJUSTMENTS MOVED by Trustee Brown, seconded by Trustee Solotruck to approve the budget adjustments for the month of June. Ayes: Trustee Brown, Cook, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: None MUNICPAL FACILITIES AUDIT OF CLAIMS MOVED by Trustee Solotruck, seconded by Trustee Brown that be it resolved that all claims against the Village dated July 8, 2026 be allowed and ordered paid in full in the amount of $124,428.67 charged to the H04-Capital Project Fund Further the Clerk/Treasurer is hereby authorized to draw checks in the claimants’ favor and in the full amount listed and charge the same to the funds listed therein. Ayes: Trustee Brown, Gray, Solotruck and Mayor Bucciferro Noes: None Abstentions: Cook NEW BUSINESS EMPLOYEE HANDBOOK LEGAL REVIEW MOVED by Trustee Solotruck, seconded by Trustee Cook that Whereas, the Village along with Paychex has updated the Village of Scotia Non-Represented Employee Handbook, and Whereas, the updates require attorney review by the Village labor and employment attorney, now therefore Be it Resolved, that the Board of Trustees authorizes an agreement with Coughlin and Gerhart in an amount not to exceed $3,000.00 for review of Village of Scotia Non-Represented Employee Handbook for legal compliance.
