OPENING 1.1.1 Call to Order Council President Yeargin called the meeting to order at 7:06p.m. 1.1.2 Roll Call Present: Mayor Eugene W. Grant (Absent), Councilmember Charl Jones (Absent), Councilmember Hope Love, Councilmember Lamar Maxwell (Absent), Councilmember Shireka McCarthy, Councilmember Kelly Porter, Councilmember Gloria L. Sistrunk, Councilmember Reveral Yeargin Staff: Dashaun N. Lanham, City Clerk, Devan Martin, Acting Chief Operating Officer, Diamond Plater, Council Clerk 1.1.3 Invocation and Pledge of Allegiance: The invocation was given by Councilmember Kelly Porter 1.1.4. Approval of Agenda It was motioned by Councilmember Porter and seconded by Councilmember Love to approve the Public Session Agenda. The motion carried, and the agenda was unanimously approved by the Council. 1.1.5. Approval of Meeting Minutes  It was motioned by Councilmember McCarthy and seconded by Councilmember Porter to approve the Regular Work Session Meeting minutes for Monday, June 1, 2020. The motion was carried, and the meeting minutes was unanimously approved by the City Council.  It was motioned by Councilmember Sistrunk and seconded by Councilmember Love to approve the Public Session Meeting minutes for Monday, June 8, 2020. The motion was carried, the meeting minutes was unanimously approved by the City Council. The motion was carried, the meeting minutes was unanimously approved by the City Council. 2. CITIZEN COMMENTS  Denise Smith-6012 Crown St.-stated that she had the following questions: What is the mission/purpose of the Environmental Justice Department? What is the plan for the location of the previous temporary city hall? Speeding and blatant disregard for stop signs on Crown Street...are there plans to address this? 3. PRESENTATION 3.1. Central Avenue Annexation-Attorney Todd Pounds  Mr. Pounds stated that he works with Alexander and Cleaver with the City Attorney Jason Deloach. He stated that he has been working with City Clerk Lanham to finalize the Resolution for tonight. The first is the annexation Charter Amendment for the Boundaries and the second is the Annexation Plan to ensure that the land that the government is annexing they can take care of it. The Public Hearing will be held on September 8, 2020 and the Annexation Publication must be advertised for four consecutive weeks. We have additional notices to provide to the Clerk of the Court, Clerk of the County Council, Maryland Park and Planning and the Attorney. He has been in contact with the State Highway Administration and they formally have not objected the annexation.  Councilmember Porter inquired if the attorney foresees any issues with the annexation of Central Avenue.  Mr. Pounds stated that he has not received any opposition and he has been in contact with the Attorney General Office.  Councilmember Porter inquired if you he needed anything from the City Council.  Mr. Pounds stated that with the introduction of the legislation tonight and the notices with working with City Clerk Lanham.  Council President inquired of the area of Annexation on Central Avenue  Mr. Martin stated that the annexation will be from I95 East and West to the District Line for the Roadway only. Ordinance O-21-02 Amendment of Chapter 43-Voting for Election Procedures. Ordinance O-21-02 was introduced by the City Council and read by the City Clerk on Monday, July 13, 2020. I 4.2. Ordinance O-21-03 Amendment of Fiscal Year 2020-2021 Budget for Grant Revenue for the Police Department. Ordinance O-21-02 was introduced by the City Council and read by the City Clerk on Monday, July 13, 2020. 4.3. Charter Amendment Resolution CA-21-02 To Amend the Charter for Registration, Nomination and Election. Charter Amendment Resolution CA-21-02 was introduced by the City Council and read by the City Clerk. It was motioned by Councilmember Porter and seconded by Councilmember Love to approve Charter Amendment Resolution CA-21-02. The motion carried. FOR: Love, McCarthy, Porter and Yeargin ABSTAIN: Sistrunk 4.4 Charter Amendment Resolution CA-21-03 Annexation of the Corporate Boundaries. Charter Amendment Resolution CA-21-03 was introduced by the City Council and read by the City Clerk on Monday, July 13, 2020. 4.5 Resolution R-21-02 Adopting an Annexation Plan for Central Avenue within the City of Seat Pleasant. Resolution R-21-02 was introduced by the City Council and read by the City Clerk on Monday, July 13, 2020. 4.6 Resolution R-21-03 Approval of Lease Purchase Master Agreement for the Environmental Justice Department. Resolution R-21-03 was introduced by the City Council and read by the City Clerk on Monday, July 13, 2020. It was motioned by Councilmember Porter and seconded by Councilmember McCarthy. Council President Report  Council President Yeargin stated that the monthly report for June 2020 can be found in Board Docs. 5.2. Mayor Eugene W. Grant  Mayor Grant was absent from the Public Session on Monday, July 13, 2020 and no report was submitted for the meeting. 5.3. Chief Operating Officer Report-Devan A. Martin, Acting Chief Operating Officer Report  Mr. Martin stated that the Administration had revisited the idea of the CDA Bond Infrastructure, and we submitted a letter stating that the City will not pursue the Bond Infrastructure Loan. We will revisit the measure at a later date.  Mr. Martin stated that the Quarterly reports are attached. We had processed all our paperwork for COVID-19 funds we will receive for the city.  Mr. Martin stated that we will prepare a budget amendment for the $192,000 for grant funds.  Councilmember Sistrunk inquired if Mr. Biddiex is still working alone? Mr. Martin stated that we are looking at a contractor to assist with Benefits and we are all assisting one another at this time. Mr. Martin stated that the Council will be updated in the Closed Session next week. 6. UNFINISHED BUSINESS 6.1. None 7. NEW BUSINESS 7.1. Approval of Fiscal Year 2021 Pay Scale for the City of Seat Pleasant  Mr. Martin stated that the attached 2021 Pay Scale had been revised and has both the Public Safety and General Government included.  It was motioned by Councilmember McCarthy and seconded by Councilmember Love to approve the Pay Scale for the Proposed Pay Scale for the General Government and Public Safety Department with Page 4 of 5 DocuSign Envelope ID: 2B7223CB-6471-4A0F-990D-8E9C177BBDFC changing Council Clerk under City Council.
