TUESDAY, SEPTEMBER 8, 2020

1. OPENING
1.1.1 Call to Order
Councilmember President Yeargin called the meeting to order at 7:06p.m.
1.1.2 Roll Call
Present: Mayor Eugene W. Grant, Councilmember Charl Jones (Absent),
Councilmember Hope Love, Councilmember Lamar Maxwell, Councilmember
Shireka McCarthy, Councilmember Kelly Porter, Councilmember Gloria Sistrunk,
Councilmember Reveral Yeargin
Staff: Dashaun N. Lanham, City Clerk, Jeannelle B. Wallace, Interim Chief
Operating Officer, Jason DeLoach, City Attorney and Todd Pounds, City Attorney
2. Meeting Topics
2.1.1. Annexation of Central Avenue-Todd Pounds
This Annexation Resolution was introduced to you on 13th day of July
2020.
The Resolution includes the general description and detailed physical
description performed by our engineer.
As a result of the Annexation being a roadway, no citizens were affected.
After the Annexation Resolution was introduced, all notices pursuant to the
statute were sent to all regional agencies and governmental units.
We have not received any Opposition or Comment.
Also, pursuant to statute, we sent the required notices to the public and we
have not received any Opposition or Comment.
Therefore, we have prepared all the required Annexation Resolutions and
Annexation Plans.
We have sent all the required notices to the governmental agencies and
public.
There has not been any Comment or Opposition.
Are there any State or governmental agencies here tonight?

City Clerk Lanham stated that we did not receive any written comments
from any state or governmental agencies, and no one is attending the
meeting from the any state or governmental agencies.
We are ready to proceed with the vote on this Resolution for Annexation.
CITIZEN’S COMMENTS:
There are no citizens in attendance of the Public Hearing.
4. LEGISLATION
4.1 Charter Amendment Resolution CA-21-03 Annexation of the Corporate
Boundaries.
Mayor Grant stated that he is going on record on this government to annex
this area and he is strongly opposed the resolution.
Mayor Gant stated that he received a letter from County Councilmember
Davis regarding the tickets issued from cameras in Seat Pleasant.
Councilmember Love stated that she heard what the Mayor stated, and she
has not heard any benefits of the acquisition.
Mrs. Wallace stated that one of the benefits is the city will receive all the
speeding citation on Central Avenue.
Mrs. Wallace stated that it allows the city to further annex additional
businesses in the future to increase the tax revenue for the city.
Attorney Pounds stated that the city has not provided any plans and they are
not required to provide their plans.
Councilmember Love inquired if the city will be required to maintain the
roads?
Mrs. Wallace stated we are not required to maintain the road
Mayor Grant stated that this annexation is not a part of the growth plan of
the city and the Council President brought developers to his office to
develop central avenue.
It was motioned to Approve Charter Amendment Resolution CA-21-03
Annexation of the Corporate Boundaries.
Motion by Lamar Maxwell, second by Gloria L Sistrunk.
Final Resolution: Motion Carried

4.2 Resolution R-21-02 Annexation Resolution of Central Avenue.

Resolution R-21-02 was introduced by the City Council and read by the City
Clerk on Monday, July 13, 2020.
It was motioned to Approve Resolution R-21-02 Annexation of Central
Avenue
Motion by Gloria L Sistrunk, second by Shireka McCarthy.
Final Resolution: Motion Carried
