LEGISLATION 4.1 Ordinance O-22-01 Amendment of Fiscal Year 2021-2022 for Affordable Housing for Low Income Families through the National Strategic Economic Development Grant 2nd Reading. REPORTS: 5.1 Shireka McCarthy, Council President Report of Former Council President Kelly Porter.  Vice Mayor McCarthy stated that the report for the Council President was under the leadership of Councilmember Kelly Porter and can be found in BoardDocs. 5.2. Office of Mayor Report  Vice Mayor McCarthy stated that the Office of the Mayor seat is now vacant, and the City Council will decide on how to fill the vacancy.  Vice Mayor McCarthy requested for the citizens to be patient with the City Council. 5.3. City Manager Report-Jeannelle B. Wallace, Interim City Manager  Mrs. Wallace read the Press Release regarding the Forfeiture of Office by Eugene W. Grant, Former Mayor of the City of Seat Pleasant. C- 310 Forfeiture of office. Page 4 of 6 DocuSign Envelope ID: B7D1112C-F072-46BB-80C9-D2F3302D5076  The Administration office worked on a lot of matters regarding LGIT and provided the update to the city council regarding SPICE with regards to the release is being amended by the City Attorney.  Mrs. Wallace stated that she had received an update from Merrill Lynch as of September 30, 2021, is $208,000, which is the same amount as seen in April.  Mrs. Wallace stated that the Council is aware that the bond bill submitted and sponsored by Delegate Andrea Fletcher-Harrison had gone through the normal process and it was scheduled before the Board of Public Works as a formality for the approval.  Mrs. Wallace stated that the Grants Manager contacted the State Grants Administrator and the State Treasurer Nancy Kopp removed it from the agenda because of the concerns from the 24th Delegation.  Mrs. Wallace stated that the 24th Delegation did not contact the Mayor or Council and a letter was drafted submitted to the 24th Delegation and they did not respond.  Mrs. Wallace stated that the City Clerk contacted the 24th Delegation and they did not respond.  Mrs. Wallace stated that the city's grant manager contacted Alexis Dukes, States Grants Administrator regarding the status and the item was placed on the agenda on October 6, 2021, and she could not attend due to a medical procedure. The City Clerk attended the meeting on her behalf the Board of Public Works approved the city's bond bill on October 6, 2021.  Mrs. Wallace stated that the Finance report reflects the expenditures and bank account balances, and the departmental reports can be found online. 6.
