OPENING 1.1 Call to Order Councilmember Porter called the meeting to order at 6:03p.m. 1.2 Roll Call Present: Councilmember Monica Higgs, Councilmember Hope Love, Vice Mayor McCarthy, Councilmember Kelly Porter, Councilmember Gerald Raynor, Sr., Councilmember Kizzie Scott, Councilmember Gloria Sistrunk Staff: Leslie Parker-Blyther, City Manager, Dashaun N. Lanham, City Clerk, Diamond Plater, Staff Assistant, Jeannelle B. Wallace, Interim City Manager 1.3 Invocation and Pledge of Allegiance: The invocation was given by Councilmember Higgs. 1.4. Approval of Agenda It was motioned by Councilmember Love and seconded by Councilmember Gerald Raynor Sr. to approve the agenda. PRESENTATIONS 2.1 Maryland Milestone Anacostia Trails Heritage Area, Inc.  The Maryland Milestone Anacostia Trails Heritage Area. Meagan Baco, stated that they serve northern Prince George’s County and to enhance parks and trails. They are residents of Prince George's County. Kirstin Falk,  Carolyn Brackett & Augie Carolino stated that they wanted to share the studies via the power point presentation.  Councilmember Sistrunk wanted to know when the commencement of the program and what are the historical sites in Seat Pleasant that will make the city qualify for the program? Page 1 of 6 DocuSign Envelope ID: 43B2641B-A383-43AB-8C52-5329C1100D05  Councilmember Porter stated that we have Mount Victory and St. Matthews Church are historical sites in Seat Pleasant.  Mrs. Wallace stated that the tourist attractions can include industrial marker that shows what the city looked like in 1920's.  Meagan stated that they would follow-up and provide the remainder of the documentation, and they need either a letter of support or Resolution of the Council. The process takes at least eighteen months.  It was mentioned of the streetcar that used to run through Seat Pleasant. 3. REPORTS 3.1 Vice Mayor's Report  Vice Mayor McCarthy stated that the report is included in the Board Docs that highlights the meeting and events she attended in the month of October.  Vice Mayor McCarthy stated that she had the opportunity to attend the MML Fall Conference for the first time. 3.2 City Manager Report  Mrs. Wallace stated that she was hoping to have a response from the City's attorney regarding the release for SPICE and the additional language from the City Attorney to state that if the city does not find any activities. We had received a copy of the latest bank statement and we are waiting for the response and the check of the remainder funds.  Mrs. Wallace stated that the Bond Bill was initial pulled from the Board of Public Works, which consist of Nancy Kopp, State Treasurer, Peter Franchot and Governor Hogan. We had sent thank letters to Alexis Dukes and Delegate Harrison who sponsored the bond bill. The Bond Bill was approved for $250,000.00  Mrs. Wallace stated that the city had finalized the MOU for Community Housing Partnership with their attorney and the city's attorney. The MOU will be on the agenda next week for the council consideration for development on MLK.  Mrs. Wallace stated that we had several personnel issues that are being resolved with the City Attorney and LGIT attorney.  Mrs. Wallace stated that the City Clerk continues to receive MPIA request and response to them at the record pace.  Mrs. Wallace stated that the elevator and other issues for the City Hall building has been resolved and she and Mrs. Blyther will be working on a schedule for everyone to return to city hall. We are looking at other vendors to assist us with the effort.  Mrs. Wallace introduced Mrs. Leslie Parker-Blyther as the Acting City Manager for Seat Pleasant.  Councilmember Porter stated that he wanted to mention that Faith Martin may be appointed to fill the remainder of the term for Delegate Erek Barron. 3.3. City Council Committee Reports 3.4 Economic, Planning, Development & Housing Committee  Councilmember Raynor stated that he does not have any reports for Economic, Planning, Development & Housing Committee. He wanted to share that he attended the MML Fall Conference, and it was his first and enjoyed it more than the MML Summer Conference. 3.5 Finance & Budget Committee  Councilmember Sistrunk stated that she does not have a report and will be requesting a meeting soon with the committee. 3.6 Government Affairs & Technology Committee  Councilmember Porter stated that no report at this time. 3.7 Human Services, Health and Education Committee  Councilmember Higgs stated that she had no report and wanted to welcome Mrs. Blyther aboard. 3.8 Public Safety Committee  Councilmember Scott stated that she had the opportunity to meet Ms. Blyther at the Trunk and Treat and it was a fun time. 3.9 Environmental Justice & Transportation Committee-  Councilmember Love stated that she met with Mr. Mosley, and she will be meeting with the entire committee and will submit her report. 4. NEW BUSINESS 6.1 70th Street Speed Humps Concerns  Mrs. Wallace stated that the city has been threatened to be sued based on the double speed bumps on 70th Street.  Mrs. Wallace stated that the Acting Director of Environmental Justice recommended that the city remove the existing speed bumps and have new Speed Humps professionally installed on 70th Street.  Councilmember Love stated that the type of speed bumps that are installed are used for construction sites that require individuals to come to a complete stop.  Councilmember Love suggested that the speed limit on 70th Street be reduced to protect the safety of the residents  Councilmember Scott stated that she agreed with Councilmember Love to reduce the speed on the 70th street and that the speed bump has flattened due to the traffic on the street.  Mrs. Blyther stated that several jurisdictions have the sign posted with speed limit and violation amount to assist with reducing the speeding in the community.  Vice Mayor McCarthy inquired if the city had received or seen an increase in revenue from enforcement on Central Avenue.  Mrs. Wallace stated that they have, and this applies to public safety and funding can be used for it. Page 5 of 6 DocuSign Envelope ID: 43B2641B-A383-43AB-8C52-5329C1100D05 6.2 Hill Road Property-Gas Station and Convenience Store Application Number DSP-21003  Mrs. Wallace stated that they are applying for a gas station and convenience store on the Central Avenue and Hill Road. The consistent argument that she has presented is we have plethora of gas stations in the area. It was agreed upon by the City Council to send a letter and register as a person of interest. 6.3 USA Today Request  Mrs. Wallace stated that they had received a response from LGIT attorney that stated that we do not need to respond.  Mrs. Wallace and Mrs. Blyther will be meeting with the attorney in the morning as the information that is being requested may be withdrawn. 7.
