1. OPENING
1.1.1 Call to Order
Councilmember Porter called the meeting to order at 7:08p.m.

Present: Councilmember Monica Higgs, Councilmember Hope Love, Vice
Mayor Shireka McCarthy, Councilmember Kelly Porter, Councilmember
Gerald Raynor, Sr., (Late) Councilmember Kizzie Scott, Councilmember

Staff: Dashaun Lanham, City Clerk Stanley Mosley, Interim City Manager,
Diamond Plater, Staff Assistant,
1.2 Invocation and Pledge of Allegiance
The Invocation was given by Councilmember Porter.
1.3 Approval of Agenda
It was motioned by Councilmember Scott and seconded by Councilmember
Love to approve the Public Session Agenda. The motion carried, and the
agenda was unanimously approved by the Council.

2. CITIZEN COMMENTS
2.1. The City Clerk did not receive any written citizen comments for the
Public Session schedule for Monday, March 14, 2022. We had three citizens
online, and one raised their hand to speak during the public meeting.
Mr. Stephen Sturdivant-Mr. Sturdivant inquired if there was an update
on City Hall and when it will be open for public use.
Mr. Sturdivant inquired if the Seat Pleasant Fire Department will be
relocating to the new firehouse being built on Central Avenue.
Councilmember Porter stated that the Seat Pleasant Fire Department
will not be relocated to Central Avenue. The fire house on Central
Avenue is built to serve other areas.

5. REPORTS:
5.1 Council President Report
Councilmember Porter stated the Council President report can be
found in Boarddocs.
5.2. Office of Mayor Report
Vice Mayor McCarthy stated that the Vice Mayor Report was in
Board Docs and there is list of meetings that she attended in the
month of February.
Vice Mayor McCarthy stated she met with the City Clerk regarding
the budget for the mayor
Vice Mayor McCarthy stated she attended the PGCMA meeting and
attended the walk ride peace rally with Seat Pleasant Police
Department to the City of Glenarden Town hall.
Vice Mayor McCarthy stated that she submitted a proclamation for
Former Mayor Arrington
5.3 Stanley Mosley, Interim City Manager
Mr. Mosley stated that he has not received any information on the
future use of the Fire Department.
Mr. Mosley stated that the City Hall is opened, and they are working
on small repair and issues such as PPE on the second floor, we are
still working on the pandemic and working towards the endemic. The
building is open to the Public by appointment only with face mask
being required.
Mr. Mosley stated that he is continue with the issue from the City
Manager officer signing off on purchase orders and personnel matters
with Human Resources daily.
Mr. Mosley stated that he had conversation with Attorney Deloach
and Councilmember Porter regarding the SB491.

Mr. Mosley stated that he has had conversations with the Finance
Department.
Mr. Mosley stated that he is getting acclimated with each dept.
Councilmember Love inquired if there were any personnel changes as
far as new hires.
Mr. Mosley stated that he had moved some employees around but no
new hires.

7. NEW BUSINESS
7.1. FY2023 Budget Calendar
Councilmember Scott stated that Mayor Grant name is listed on the
calendar, and she would like to know if he was returning.
City Clerk Lanham stated that she will make the edit and change it to
Vice Mayor McCarthy
Vice Mayor McCarthy inquired if there were any Saturday meetings
for the FY2023 Budget?
