MONDAY, APRIL 11, 2022

1. OPENING
1.1.1 Call to Order
Council Vice President Higgs called the meeting to order at 6:03p.m.

Present: Councilmember Monica Higgs Councilmember Hope Love, Vice Mayor
Shireka McCarthy, Councilmember Kelly Porter, Councilmember Gerald Raynor
(Excused), Councilmember Kizzie Scott Councilmember Gloria Sistrunk,
Staff: Stanley Mosley, Interim City Manager, Dashaun N. Lanham, City Clerk,
Diamond Plater, Staff Assistant and Jessica Wise, Accounting Manager
2. Meeting Topics
2.1. FY2022-2023 Proposed Budget Hearing
Mr. Mosley stated that budget looks good to him in comparison to the Fiscal
Year 2022.
Ms. Wise stated that the proposed Fiscal Year budget includes all the debt
services and not just restricting it to the USDA loan. The revenue numbers
are more conservative and not taking a risk.
Councilmember Sistrunk inquire of the page the for the debt services?
Ms. Wise stated that it is a line item on the page and a breakdown on page
20.
Mr. Mosley inquired of the fourth quarter budget expenditures per
department.
Ms. Wise stated that they are reconciling the Fiscal Year 2021 and the
quarter expenditures will not be provided yet.
3. CITIZEN’S COMMENTS:
Mr. Wright stated that over sixty percent of the budget goes towards the
police department.
Ms. Wise stated she would need to calculate the percentage, but the police
department has the largest portion of the budget.

Mr. Wright inquired if the speed camera revenue was calculated in the
budget?
Ms. Wise stated that the funds are restricted but included in the budget.
Mr. Wright stated that the business owners say the city has the highest
business Personal Property tax rate in the state, and he does not believe that
is true. Mr. Wright stated that the city needs the revenue.
Councilmember Sistrunk stated that it is true.
Ms. Wise stated that the council may not reduce the rate
