OPENING 1.1.1 Call to Order Council President McCarthy called the Constant Yield Hearing to order at 7:02p.m. 1.1.2 Roll Call Present: Councilmember Monica Higgs, Councilmember Hope Love, Councilmember Shireka McCarthy, Mayor Kelly Porter, Councilmember Gerald Raynor, Councilmember Kizzie Scott Councilmember James Wright, Jr. Staff: LaShaya Johnson Staff Assistant, Dashaun N. Lanham, City Clerk, Myneca Ojo, City Manager, and Leittia Vaughn, Accounting Manager 2. PRESENTATION 2.1 Constant Yield Hearing for Fiscal Year 2023-2024, Myneca Ojo, City Manager, and Leittia Vaughn, Accounting Manager  Ms. Ojo stated that the meeting is for the Fiscal Year 2023-2024 Constant Yield Hearing.  Ms. Vaughn stated that the Constant Yield Tax Rate and the understanding is that the State is proposing a tax rate to keep the revenue the same as last year.  Ms. Vaughn stated that the state rate is .553 cents. and if the city adopts the rate of .58 cents, the city will bring in additional revenue of approximately $97,133.00.  Ms. Ojo stated that the council is maintaining the current rate of .58 cents.  Council President McCarthy inquired if the city had received any written comments for the Constant Yield Hearing.  City Clerk Lanham stated that she did not receive any written response regarding the Constant Yield Hearing.  Mr. Wilson inquired if the increase was needed for anything that was projected in the current budget.
