3.1. Ordinance O-24-01 Amendment of Fiscal Year 2023-2024 Budget
for Senior Accountant Positions 2nd Reading
Motion to Approve Ordinance O-24-01 Amendment of Fiscal Year
2023-2024 Budget for two Senior Accountant positions.

4. REPORTS
4.1 Kelly Porter, Mayor Report:
Mayor Porter stated his report can be found in BoardDocs.
Mayor Porter stated that he attended the June monthly council
meetings.
Mayor Porter stated that he had meetings with Delegate Harrison,
County Councilwoman Oriadha, Deputy Chief Administrative Officer
Angie Rogers, and Municipal Mayors on June 20, 2023.
Mayor Porter stated that he met with Franceska Sparkle of Israel
Promise Land Foundation to assist with adolescent job skills and
training for at risk youth.
Mayor Porter stated that he met with States Attorney Aisha Braveboy,
and she stated that she has not received the same types of calls from
Seat Pleasant.
Mayor Porter attended the Juneteenth event in Seat Pleasant on
Saturday, June 17, 2023.

Mayor Porter presented a proclamation to Earl Ross, Jr., family.
4.2 Council President Report-Council President Shireka McCarthy,
Councilmember-At-Large
Council President McCarthy stated that her report is in BoardDocs.
Council President McCarthy stated that she attended the regular
meetings of the council.
Council President McCarthy stated that she attended the regular
monthly meetings outside of Seat Pleasant for PGCMA, NBC-LEO,
which she is a board member for each.
Council President McCarthy stated that had a financial wellness
meeting with Mr. Huckaby to have a financial literacy with
information coming forth.
Council President McCarthy stated that she attended the Juneteenth
event in Seat Pleasant, on Saturday, June 17, 2023.
Council President McCarthy stated that she attended Maryland
Municipal League Summer Conference from June 24-June 29, 2023.
Council President McCarthy stated that she attended the Young
Elected Officials Jordan-Huerta Women’s Fellowship Program from
June 29-July 2, 2023.
Council President McCarthy stated that the last page of her reports
reflects the attendance of the council, and she wanted to thank the
council for showing up for their residents.
4.3 Myneca Ojo, City Manager
Ms. Ojo stated that this is the first in-person report, and she is pleased
to present the fourth quarter report with the day-to-day operation
continuing to flow expeditiously.
Ms. Ojo stated that the city hired the new Chief Operating Officer
Betty Logan in May and restructured the Environmental Justice
Department.
Ms. Ojo stated that the mid-year review will allow you to see some
positive changes.
Ms. Ojo stated that on May 8, 2023, the council approved for two
additional senior staff accountants, and in April the Constant Yield
Rate was discussed. We worked diligently to get the FY2024 Budget
approved. We extended the FY2023 Budget on June 5, 2023, for thirty
days with the approval of the FY24 Budget on June 20, 2023.

Ms. Ojo stated that she continues to work with LGIT and meets with
staff and all departments has completed the fixed asset report and we
have a compilation report of the city’s assets.
Ms. Ojo stated that the audit is an issue, and the city is making
tremendous progress and they are pleased to say that the city will be
compliant soon regarding the audit.
5. CITIZEN COMMENTS
Wilhelmina Evans stated that she is trying to understand what the
council is saying. She is excited to be here as it has been quite a while
and she hopes and prays to the lord all the time. She cannot do
anything without God. God loves you and so does she.
Ms. Katrina Robinson-Ms. Robinson stated that she wanted to say
congratulations to her Ward V representative. The Juneteenth event
was wonderful.
Mrs. Mary Barber-Ms. Barber on Crown Street, she wanted to say
congratulations to the Ward V representative. Please get healthy for
mental health. She is grateful for the park, as the children are in the
park and the lighting is a blessing and it is important that we have
something for our young people.
6. UNFINISHED BUSINESS
6.1. Approval of Facilities Maintenance Engineer Position Description
Ms. Ojo read the position description for the record.
Council President McCarthy inquired of the 24/7 on-call that
is not the director for the department.
Ms. Ojo stated that the stipulation is in the position
description, but the director will make the decision to
determine if the person needs to attend to the issue.
Councilmember Love stated that she viewed it as the Director
making the decision not the person.

read by the City Clerk on July 10, 2023.
7. NEW BUSINESS
7.1 September Regular Work Session Meeting Date
Council President McCarthy inquired if the council would like to meet
on Tuesday, September 5, 2023, or a double meeting on September
11, 2023.
It was the consensus of the council to meet on Tuesday, September 5,
2023, for the Regular Work Session.
It was suggested that the council have a spirit date to ensure that the
word gets out to the citizens.
