REPORTS 4.1 Kelly Porter, Mayor Report:  Mayor Porter stated that his report can be viewed in BoardDocs.  Mayor Porter stated that he attended the monthly council meetings in January.  Mayor Porter stated that he presented a proclamation for the National Law Enforcement Appreciation Day, and Mildred Benson. 4.2 Council President Report- Council President Gerald Raynor, Sr.  Council President Raynor stated that his report can be viewed in BoardDocs for January 2024 report.  Council President Raynor stated that he attended Town Hall Meeting on January 27, 2024, with County Councilmember Krystal Oriadha.  Council President Raynor stated that he attended Councilmember McCarthy Vision Board Party on January 3, 2024.  Council President Raynor stated that he attended Congressman Ivey Annual Gun Violence Summit on January 26, 2024. 4.3 Myneca Ojo, City Manager  Ms. Ojo stated she wanted to highlight the accomplishments of the City Manager Officer.  Ms. Ojo stated that she hired/appointed the Acting Chief to the Chief of Police, Environmental Justice Director, and Chief Financial Officer.  Ms. Ojo stated that she negotiated with Mayor Porter the preliminary discussion to acquire the Seat Pleasant Fire House. The person is a qualified Electrician.  Ms. Ojo stated that she coordinated with the mayor on the first reading and testified with the council, key staff members and local delegation to stop SB116.  Ms. Ojo stated that the completion of the Fiscal Year 2020 audit has been completed, and the FY2021 Audit will be completed by the end of February.  Ms. Ojo stated that she hired a project manager to facilitate the permitting process for 6224 Foote Street House.  Ms. Ojo stated that she established weekly meetings with the Senior Staff meetings.  Ms. Ojo stated that she made a Business Personal Property Tax evader and was made accountable for non-payment of taxes with a court date.  Ms. Ojo stated that she held a day-long leadership retreat for Senior Staff on Transformational Leadership.  Ms. Ojo stated that she expanded the Call-A-Bus services by increasing the hours to full time to serve the senior citizens.  Ms. Ojo stated that she sought council approval to streamline departmental reporting by eliminating the Quarterly reports.  Councilmember Higgs inquired about the requested copy of the contractor that is reviewing the time.  Ms. Ojo stated that she will send the contract to Councilmember Higgs.  Mayor Porter stated that they had moved forward with the Street Sweeping for the city. He stated that he has found that a lot of street surfaces had been cracked. The city needs to look to address this soon. 5. CITIZEN COMMENTS  Mrs. Simpson stated that she wanted to thank the city for following up on a few of the items. She thanked the city for going to Annapolis to testify. 6. Approval of Professional Services Contract for Performance Audit Motion to Approve Professional Services Contract for MGT for Performance Audit for 2019-2023  Ms. Ojo stated that the city had gone to Annapolis to testify against SB116, but one small requirement was for the city to conduct a Performance Audit for 2019-2023. The city had advertised for an RFP twice, and we had six people to respond to the Performance Audit RFP.  Ms. Ojo stated that the document was uploaded in BoardDocs, and the CFO had contacted the references, and they are recommending MGT Consultant, LLC for $59,923, and she is asking for approval of the selection.  Councilmember McCarthy stated that the council had requested a copy of the proposal last week, and she was unable to open the document. However, she wanted to know if there were any firms from Maryland.  Ms. Ojo provided the names and proposal price for each of the responders from Maryland.  Councilmember McCarthy inquired of the normal cost for the Performance Audit.  Ms. Ojo stated that the numbers vary, and the timeline is about four months.  Councilmember McCarthy stated that she will support the decision, but she would like to receive the information in the future.  Motion by James Wright Jr, second by Hope Love.  Final Resolution: Motion Carried  Yes: Hope Love, Gerald Raynor Sr, Shireka McCarthy, James Wright Jr, Donovan K Bilbro  No: Monica Higgs  Not Present at Vote: Kizzie Scott 7.
