OPENING 1.1 Call to Order Council President Higgs called the meeting to order at 6:02p.m. 1.2 Roll Call Present: Council President Monica Higgs, Councilmember Garry A. Jones, Councilmember Ashley Kearney, Councilmember Hope Love, Council Vice President Shireka McCarthy, Mayor Kelly Porter, Councilmember Gerald Raynor, Sr., Councilmember Kizzie Scott Staff: Dashaun Ball, City Clerk, Michael Barber, EJD Director, Ashley Drakeford, Public Engagement Manager, Demetrious Harris, Interim City Manager, Cedric Heyward, Acting Chief of Police, Betty Logan, Chief Financial Officer 1.3 Invocation and Pledge of Allegiance: Councilmember Jones gave the invocation. 1.4. Approval of Agenda Motion to approve the agenda with amendments with the removal of Ordinance O- 25-06 Amendment of 2024-2025 Budget for the Finance Department Budget Management System. Motion by Hope Love, second by Gerald Raynor Sr. Final Resolution: Motion Carried Yes: Monica Higgs, Hope Love, Gerald Raynor Sr, Shireka McCarthy, Ashley Kearney, Garry A Jones Abstain: Kizzie Scott 2. PRESENTATIONS 2.1. Todd Pounds, City Attorney  Mr. Pounds presented the Annexation with a recommendation to discuss the details in a Closed Session with the City Council. 2.2 Gregory Real, Vice President, and Rashi Kaur, Assistant Vice President, PNC Commercial Banking  Ms. Real and Ms. Kaur presented the financial opportunities that PNC offers to governmental institutions. REPORTS 4.1 Mayor’s Report  Mayor Porter stated his report can be viewed in BoardDocs and read the November report for the record.  It was requested for the Governmental Affairs and Technology Committee develop a report for outside meetings. 4.2 City Manager Report  Mr. Harris stated that the report can be viewed in BoardDocs and provided an overview of the departmental reports for November.  Mr. Harris stated that the Mayor, Council, and he will be discussing the Legislative Priorities in the upcoming Closed Session.  Mr. Harris stated that the city needs to establish a strategic plan to identify the goals and objectives for the city with the capital improvement plan for the budget.  Mr. Harris stated that there is a vacancy for the NCC Supervisors position, and the department is actively recruiting. 4.3. Council Committee Reports  Councilmember Love stated that the Finance and Budget Committee met on November 21, 2024. Councilmember Love, Chair of Finance and Budget Committee read the Committee report.  Councilmember McCarthy stated that the Governmental Affairs & Technology Committee met on November 20, 2024. Councilmember McCarthy, Chair of the Governmental Affairs & Technology Committee read the Committee report. 5. UNFINISHED BUSINESS 6.1 None 7. NEW BUSINESS 7.1 Approval of Boards and Commission  The City Council requested for an NDA be signed by the members serving on the board.
