OPENING 1.1 Call to Order Council President Higgs called the meeting to order at 6:14p.m. 1.2 Roll Call Present: Council President Monica Higgs, Councilmember Garry A. PRESENTATIONS 2.1. Strategic Plan-Serena Hayes and Blair Hayes, Serena Hayes Consulting, Blair and Serena Hayes presented on Strategic Planning and what it will be for Seat Pleasant with the phase and the six steps. 2.2. Compensation Study-Michelle Nicholson, All Profit HR Ms. Nicholson, Owner of All Profit HR, presented the compensation Study to the City Council 3. REPORTS 4.1 Mayor’s Report  Mayor Porter stated his report can be viewed in BoardDocs and read the December report for the record. 4.2 City Manager Report  Mr. Harris and the department managers presented their monthly reports to the City Council.  Councilmember McCarthy inquired about the coverage for the telephone cost. 4.3. Council Committee Reports  Councilmember McCarthy stated that the Governmental Affairs & Technology Committee met on January 9, 2025, and January 23, 2025. The committee met to discuss and develop the Charter Review Committee Draft Procedures.  Councilmember Jones provided a summary of the committee report for the meeting held on January 27, 2025. 5. LEGISLATION  Resolution R-25-03 To Suspend the City's Retirement Contribution for Sworn Officers  Approval of Resolution R-25-03 To Suspend the Sworn Officers from the city's 401-A Retirement Plan.  Motion by Shireka McCarthy, second by Hope Love.  Final Resolution: Motion Carried  Yes: Monica Higgs, Hope Love, Gerald Raynor Sr, Shireka McCarthy, Ashley Kearney, Garry A Jones  Abstain: Kizzie Scott 6. UNFINISHED BUSINESS 6.1 20743 Coalition MOU Approval Request  The census of the council is to agree to two years based upon the results of the first year. 7. Fiscal Year 2025-2026 Budget Calendar  The City Council reviewed the budget calendar. 7.4. Seat Pleasant Mayor and Council Retreat Dates  The council agreed to meet on Saturday, March 15, 2025. 8. Meeting Link details will be on the city's website. 8.3 Economic, Planning, Development & Housing Committee Meeting, Tuesday, February 11, 2025, 6:00p.m., via Zoom 8.4 Seat Pleasant Little Library, E3 Project Kickoff, Saturday, March 1, 2025, Seat Pleasant City Hall, 6301 Addison Rd., Seat Pleasant, MD 11:30am Councilmember Kearney stated that the library will be a resource and strategic plan.
